CIRCULAR
Technical regulations for constructing and updating the national remote sensing database
On the basis of Decision No. 36/2017/NĐ-CP dated April 4, 2017, of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Natural Resources and Environment;
Pursuant to Decision No. 81/2010/QĐ-TTg dated December 13, 2010 of the Prime Minister on the collection, storage, processing, exploitation, and use of national remote sensing data; Decision No. 76/2014/QĐ-TTg dated December 21, 2014 of the Prime Minister amending and supplementing certain articles of Decision No. 81/2010/QĐ-TTg dated December 13, 2010 of the Prime Minister on the collection, storage, processing, exploitation, and use of national remote sensing data;
At the proposal of the Director of the National Remote Sensing Center, the Head of the Science and Technology Department, and the Head of the Legal Department,
The Minister of Natural Resources and Environment issues this Circular on technical regulations for constructing and updating the national remote sensing database.
PART I
GENERAL PROVISIONS
Article 1. Scope of Regulation
This Circular stipulates technical regulations for constructing and updating the national remote sensing database and the responsibilities of relevant agencies in constructing and updating the national remote sensing database.
Article 2. Applicability
1. This Circular applies to agencies, organizations, and individuals related to the construction and updating of the national remote sensing database.
2. This Circular does not apply to the following agencies: Ministry of Public Security and Ministry of Defense.
Article 3. Explanation of Terms
Strategic multi-purpose hydropower plant
1. Remote sensing image product is remote sensing image data that has been radiometric and geometric corrected.
2. The remote sensing database of ministries, sectors, and localities is a remote sensing database containing remote sensing image data and metadata managed by ministries, sectors, and localities.
3. Information technology infrastructure consists of computing equipment (servers, workstations), network connection devices, security devices, peripheral devices, and supporting devices, internal networks, and wide area networks.
4. The national remote sensing database system includes components: information technology infrastructure; national remote sensing database; application software; policies and regulations on management, updating, operation, exploitation, and use of the national remote sensing database system.
Article 4. Content of the national remote sensing database
1. The national remote sensing database comprises two component databases: the national remote sensing metadata database and the national remote sensing image database.
2. The national remote sensing metadata database contains a set of remote sensing metadata collected at remote sensing image acquisition stations in Vietnam or obtained through purchase, exchange, cooperation, or foreign aid; metadata of image products from projects funded by state budget.
3. The national remote sensing image database contains raw image data and remote sensing image products submitted to the national remote sensing database.
Article 5. General principles for construction and updating
1. The national remote sensing database must serve state management activities promptly and meet economic and social development requirements, ensuring national defense and security.
2. The national remote sensing database must be constructed and updated conveniently for operation, exploitation, and use, publication of national remote sensing metadata, and ensure data security.
3. Types of remote sensing image data and metadata integrated into the national remote sensing database must comply with current standards, technical regulations on data and remote sensing image products.
Article 6. Safeguarding Information Security for the National Remote Sensing Database
1. The national remote sensing image database shall be managed and stored on a large-capacity storage system to ensure access and online exploitation needs.
2. The national remote sensing database must be fully backed up using three (3) methods: full backup, incremental backup, and differential backup.
3. Implement measures to ensure information security for the national remote sensing database information system in accordance with the Cybersecurity Law.
Chapter II
PROVISIONS ON THE CONSTRUCTION OF THE NATIONAL SUPER REMOTE SENSING DATABASE
NATIONAL SUPER REMOTE SENSING DATABASE
Article 7. Content of the National Super Remote Sensing Metadata
1. For raw data and level 2A, 3A products, the following information shall be included:
a) Satellite name;
b) Sensor name;
c) Image scene name;
d) Acquisition mode;
đ) Processing level;
e) Acquisition date;
g) Acquisition time;
h) Cloud cover percentage;
i) Incidence angle;
k) Sun altitude;
l) Sun azimuth;
m) Geometric accuracy (if applicable);
n) Ground resolution;
o) Bit depth;
p) Image center latitude;
q) Image center longitude;
r) Northwest corner latitude; Northwest corner longitude;
s) Northeast corner latitude; Northeast corner longitude;
t) Southeast corner latitude; Southeast corner longitude;
u) Southwest corner latitude; Southwest corner longitude;
v) Image location map;
x) Quick view image;
y) Remote sensing data management agency (name of organization/person, address, phone number, email address).
2. For level 3B product data, the following information shall be included:
a) Tile version;
b) Mosaic method;
c) Used spectral bands;
d) Scale;
đ) Ground resolution (m);
e) Image format;
g) Bit depth;
h) Geometric accuracy;
i) Coordinate reference system;
k) Projection type;
l) Central meridian;
m) Northwest corner latitude; Northwest corner longitude;
n) Northeast corner latitude; Northeast corner longitude;
o) Southeast corner latitude; Southeast corner longitude;
p) Southwest corner latitude; Southwest corner longitude;
q) Quick view image;
r) Names of scenes/images used/received on the day;
s) Producing agency/organization;
t) Acceptance date;
u) Remote sensing data management agency/organization (name of agency/organization, address, phone number, email address).
Article 8. Format of the National Remote Sensing Metadata File
National remote sensing metadata in digital form shall be provided to the national remote sensing database management agency in file format *.xls or *.xml.
Article 9. Receiving National Remote Sensing Metadata
After receiving national remote sensing metadata from agencies and organizations, it must be checked and classified according to Article 7 of this Circular.
Article 10. Structure of the National Super Remote Sensing Metadata Database
The structure of the national super remote sensing metadata database is specified in the Appendix attached to this Circular.
Article 11. Establishing the Content of the National Super Remote Sensing Metadata Database
Establishing the content of the national super remote sensing metadata database includes the following steps:
Step 1: Converting data into the national super remote sensing metadata database from files in *.xls or *.xml format.
Step 2: Entering data into the national super remote sensing metadata database.
Article 12. Inspection
National remote sensing metadata after being entered into the database must be checked to ensure completeness, consistency, and accuracy.
Chapter III
PROVISIONS ON THE CONSTRUCTION OF THE NATIONAL SUPER REMOTE SENSING DATABASE
NATIONAL REMOTE SENSING IMAGES
Article 13. Data Format for Submission to the National Remote Sensing Database
1. The raw image data format submitted must remain unchanged from the original manufacturer's format.
2. Remote sensing products submitted must be in TIFF/GEOTIFF format or other commonly used formats, along with metadata files.
3. For product image data files that do not contain coordinate information, additional supporting files must also be submitted.
Article 14. Data Format in the National Remote Sensing Database
1. Raw image data formats must be stored in their original state as provided by the manufacturer.
2. Remote sensing images must be stored in TIFF/GEOTIFF format together with accompanying files having the extension *.tfw.
Article 15. Receiving National Remote Sensing Image Data
National remote sensing image data, after being submitted by agencies and organizations, must be inspected, evaluated, and classified before being integrated into the national remote sensing database.
Article 16. Structure of the National Remote Sensing Database
The structure of the national remote sensing database is specified in the Appendix attached to this Circular.
Article 17. Establishing Content for the National Remote Sensing Database
After inspection and classification, remote sensing image data files must be converted into database content according to the structure stipulated in Article 16 of this Circular.
Article 18. Inspection
National remote sensing image data, after being entered into the database, must be inspected to ensure completeness, consistency, and accuracy.
Chapter IV
PROVISIONS FOR UPDATING THE NATIONAL REMOTE SENSING DATABASE
NATIONAL REMOTE SENSING
Article 19. Updating National Remote Sensing Metadata
1. Updating the content of the national remote sensing metadata database is based on statistical results and evaluations of newly submitted data from agencies and organizations to the national remote sensing database management agency.
2. After receiving national remote sensing metadata, the national remote sensing database management agency must update the metadata at the latest within one month.
3. Updates shall be carried out in accordance with the provisions of Articles 9, 10, 11, and 12 of this Circular.
Article 20. Updating National Remote Sensing Image Data
1. After receiving national remote sensing image data, the national remote sensing database management agency must update the metadata at the latest within one month.
2. Updates shall be carried out in accordance with the provisions of Articles 15, 16, 17, and 18 of this Circular.
Chapter V
RESPONSIBILITIES OF AGENCIES IN BUILDING AND UPDATING THE NATIONAL REMOTE SENSING DATABASE
UPDATE THE NATIONAL REMOTE SENSING DATABASE
Article 21. Responsibilities of the Ministry of Natural Resources and Environment and the Remote Sensing Database Management Agency under the Ministry of Natural Resources and Environment
1. The Ministry of Natural Resources and Environment is responsible for organizing the construction, management, operation, and updating of the national remote sensing database system.
2. The National Remote Sensing Center under the Ministry of Natural Resources and Environment is responsible for:
a) Implementing activities to receive remote sensing image data sources, remote sensing metadata, and integrate them into the national remote sensing database.
b) Updating the content of the national remote sensing database.
c) Regularly maintaining, servicing, and upgrading the technical infrastructure of the national remote sensing database.
d) Implementing security, safety, and data protection measures.
Article 22. Responsibilities of Ministries, Sectors, and Localities
Ministries, sectors, and localities shall be responsible for submitting remote sensing metadata in accordance with the content and format prescribed in this Circular to integrate into the national remote sensing database.
Chapter VI
IMPLEMENTATION
Article 23. Effectiveness of Implementation
This Circular takes effect from July 24, 2017.
Article 24. Implementation Responsibilities
1. The National Remote Sensing Center under the Ministry of Natural Resources and Environment shall be responsible for guiding and inspecting the implementation of this Circular.
2. Ministries, ministerial-level agencies, agencies under the Government, People's Committees of provinces and centrally governed cities, and related organizations and individuals shall be responsible for implementing this Circular. During the implementation process, if there are difficulties or obstacles, relevant agencies, organizations, and individuals shall promptly report to the Ministry of Natural Resources and Environment for consideration and decision.
