Regulations on infrastructure, equipment and training of specialized staff for Tennisand training professional staff for the sport Judo
Pursuant to the Law on Physical Culture and Sports organize credit institutions, foreign bank branches are responsible for organizing the implementation of this Circular.dated January 29 The Minister of Culture, Sports and Tourism issues this Circular stipulating the physical facilities, equipment, and training of professional staff for the sport of Judo.1 2006;
Pursuant to Decree No. 106/2016/NĐ-CP dated July 1, 2016 of the Government stipulating conditions for operating sports activities;
Pursuant to Decree No. 79/2017/NĐ-CP dated July 17, 2017, of the Government stipulating functions, tasks, powers, and organizational structure of the Ministry of Culture, Sports and Tourism;
At the proposal of the Director-General of the General Department of Physical Training and Sport;
1. This Circular stipulates the physical facilities, equipment, and training of professional staff to meet the requirements for practicing and competing in Judo.
Article 1. Scope of Regulation
2. The standards for physical facilities and equipment for high-performance sports training and competition in Judo shall be implemented in accordance with Article 43 of the Law on Physical Culture and Sports.
This Circular applies to organizations and individuals organizing training, competition, and professional staff training for Judo in Vietnam.
Article 2. Applicability
1. The training floor must have an area of at least 64 square meters (each side at least 8 meters). The floor surface must be flat, non-slippery, and covered with a soft mat or cushion with a minimum thickness of 4 cm and elasticity.
Chapter 3. Infrastructure and Equipment for Training
2. Lighting must ensure a minimum of 200 lux.
4. There must be changing rooms, storage areas, and toilets.
Clause 3. There must be first aid kits as prescribed by the Ministry of Health.
5. There must be specialized Judo uniforms, ensuring one set per person.
6. There must be a record book tracking participants in training sessions.
7. There must be a bulletin board displaying the following main contents: Participants in training, training attire, training hours, safety measures during training.
1. Implement the provisions of Clauses 1, 2, 3, 4, and 5 of Article 3 of this Circular.
Chapter 4. Infrastructure and Equipment for Competition
2. There must be areas for weighing athletes, warm-up, roll call, uniform inspection, and medical table placement.
3. There must be a stopwatch, signaling horn, public address system, scoreboard, and scales.
Article 5. Training density.
1. The training density on the floor must ensure a minimum of 3 square meters per person.
2. Each instructor may guide no more than 30 trainees in one session.
1. The General Department of Physical Culture and Sports, the Vietnam Judo Federation, or the Department of Culture, Sports and Tourism of provinces and centrally governed cities organize professional training for instructors of Judo.
2. The General Department of Physical Culture and Sports is responsible for developing the content and program for professional training of Judo instructors to be submitted to the Minister of Culture, Sports and Tourism for approval.
3. The certificate of professional training for Judo instructors is issued by the organizing agency. The format of the certificate is specified in the Appendix attached to this Circular.
2. Cultural, Sports and Tourism inspection agencies conduct inspections and handle violations of this Circular within their authority.
Article 7. Implementation Organization
1. The General Department of Physical Education and Sports shall be responsible for guiding and inspecting the implementation of this Circular.
1. This Circular takes effect from March 20, 2018.
3. Provincial Departments of Culture, Sports and Tourism, Provincial Departments of Culture and Sports under the central government shall be responsible for implementing this Circular.
Article 8. Effective Date
2. Circular No. 11/2012/TT-BVHTTDL dated December 6, 2012 of the Minister of Culture, Sports and Tourism stipulating the conditions for operation of sports facilities organizing Judo activities ceases to be effective from the date this Circular takes effect. During implementation, if any difficulties arise, please promptly report them to the Ministry of Culture, Sports and Tourism for study and resolution.
2. Circular No. 11/2012/TT-BVHTTDL dated December 6, 2012, of the Minister of Culture, Sports and Tourism stipulating the conditions for the operation of sports establishments organizing Judo activities shall cease to be effective from the date this Circular takes effect. During implementation, if any difficulties arise, organizations and individuals are requested to promptly report them to the Ministry of Culture, Sports and Tourism for study and resolution.
