Pursuant to the Environmental Protection Law on June 23, 2014;

Pursuant to Decree No. 30/2017/NĐ-CP dated March 21, 2017 of the Government stipulating organization and operation for responding to environmental incidents, natural disasters, and search and rescue;

Pursuant to Decree No. 19/2015/NĐ-CP dated February 14, 2015 of the Government detailing the implementation of certain provisions of the Law on Environmental Protection;

Pursuant to Decree No. 38/2015/NĐ-CP dated April 24, 2015 of the Government on waste management;

Pursuant to Decree No. 40/2019/NĐ-CP dated May 13, 2019 of the Government amending and supplementing certain articles of decrees detailing and guiding the implementation of the Law on Environmental Protection;

At the proposal of the Minister of Natural Resources and Environment;

The Prime Minister issues this Decision on the emergency response regulations for waste incidents.

Article 1. These Regulations are promulgated together with this Decision.

Article 2. This Decision takes effect from May 1, 2020.

Article 3. The Chairman of the National Steering Committee for Disaster Response, Search and Rescue, Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, People's Committees of provinces and centrally governed cities, and relevant organizations and individuals are responsible for implementing this Decision./.
