CIRCULAR
Regulations on the Statistical Indicators System for the Planning and Investment Sector
Pursuant to the Statistics Law dated November 23, 2015; the Law Amending and Supplementing Certain Articles and the National Statistical Indicators Catalogue of the Statistics Law dated November 12, 2021;
Pursuant to the Decree No. 94/2016/NĐ-CP dated July 1, 2016 of the Government detailing and guiding the implementation of certain provisions of the Law on Statistics;
Pursuant to Decree No. 94/2022/NĐ-CP dated November 7, 2022 of the Government stipulating the contents of statistical indicators within the national statistical indicator system and the process of compiling gross domestic product indicators, provincial gross domestic product indicators, and centrally governed city gross domestic product indicators;
Pursuant to Decree No. 89/2022/NĐ-CP dated October 28, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Planning and Investment;
At the proposal of the General Statistics Office Director;
The Minister of Planning and Investment issues this Circular regulating the statistical indicator system for the Planning and Investment sector..
Article 1. Scope of Regulation
This Circular regulates the statistical indicator system for the Planning and Investment sector.
Article 2. Applicability
1. Units under and directly under the Ministry of Planning and Investment.
2. Departments of Planning and Investment of provinces and centrally governed cities.
3. Management boards of industrial zones and economic zones of provinces and centrally governed cities.
4. Other agencies and organizations related to the statistical indicator system of the Planning and Investment sector.
Article 3. The Statistical Indicator System for the Planning and Investment Sector
1. The statistical indicator system for the Planning and Investment sector is a collection of statistical indicators reflecting the main activities and results of the Planning and Investment sector, serving the management and direction of the Ministry of Planning and Investment and other state agencies; providing a basis for evaluating, forecasting situations, formulating strategies, and policies for socio-economic development within the sector's jurisdiction; meeting the needs for information exchange and cooperation with organizations and individuals.
2. The statistical indicator system for the Planning and Investment sector includes:
a) A list of statistical indicators for the Planning and Investment sector comprising 54 indicators specified in Appendix I attached hereto.
b) The content of statistical indicators for the Planning and Investment sector as detailed in Appendix II attached hereto. Each statistical indicator includes definitions, calculation methods, primary classifications, publication periods, data sources, and the entity responsible for collecting and consolidating the indicators.
Article 4. Organization of Implementation
1. Responsibilities of units under the Ministry of Planning and Investment
a) The General Statistics Office shall take the lead and coordinate with relevant units under the Ministry of Planning and Investment to develop the reporting system for the Planning and Investment sector statistics to be submitted to the Minister for issuance.
b) The Department of National Economic Synthesis shall take the lead in consolidating information and statistical indicators for the Planning and Investment sector within the scope of the Ministry’s administrative management according to management requirements, directives, and operational guidance from the Government.
b) Heads of relevant units shall be responsible for collecting and consolidating the assigned statistical indicators within the Planning and Investment sector system and providing data to the Department of National Economic Synthesis.
2. Directors of Departments of Planning and Investment; Heads of Industrial Zone Management Boards and Economic Zone Management Boards of provinces and centrally governed cities shall be responsible for collecting and consolidating statistical information within their jurisdictions and supplying it to specialized agencies under the Ministry of Planning and Investment.
Article 5. Effective Date
1. This Circular takes effect from January 1, 2024, and replaces Circular No. 05/2017/TT-BKHĐT dated November 30, 2017 of the Minister of Planning and Investment stipulating the statistical indicator system for the Planning and Investment and Statistics sectors.
Article 2. During the implementation, if there are any difficulties, agencies and units shall send their opinions to the Ministry of Planning and Investment (General Statistics Office) for timely guidance, research, and amendment or supplementation./.
