Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;

Pursuant to Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing certain provisions of the Law on Standards and Technical Regulations and Decree No. 78/2018/NĐ-CP dated May 16, 2018 of the Government amending and supplementing certain articles of Decree No. 127/2007/NĐ-CP;

Pursuant to Decree No. 52/2022/NĐ-CP dated August 8, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Construction;

The Minister of Construction issues this Circular amending QCVN 06:2022/BXD 2/BXD6:202National technical regulation on fire safety for buildings and constructions. This Circular amends QCVN 06:2022/BXD National technical regulation on fire safety for buildings and constructions.

Article 1. Attached herewith is Amendment 1:2023 QCVN 06:2022/BXD National technical regulation on fire safety for buildings and constructions.

Article 2. This Circular takes effect from December 1, 2023.

Article 3. Investment projects related to the provisions at Amendment 1:2025 QCVN 07:2023/BXD issued accompanying this Circular that have been approved before this Circular takes effect shall continue to be implemented according to the regulations at the time of approval; the investment decision maker has the right to choose to apply Amendment 1:2025 QCVN 07:2023/BXD issued accompanying this Circular.

1. Design documents for construction projects that have been reviewed and approved by the competent state management agency regarding fire prevention and firefighting design before the effective date of this Circular shall continue to be implemented according to the reviewed and approved design documents.

2. Design documents for construction projects that have received comments and responses from the competent state management agency at the basic design stage but have not yet been reviewed and approved regarding fire prevention and firefighting design before the effective date of this Circular shall continue to be reviewed and approved according to the comments and responses received.

3. Design documents for construction projects that have not been commented on or reviewed and approved by the competent state management agency regarding fire prevention and firefighting design from the effective date of this Circular must comply with the provisions of QCVN 06:2022/BXD and Amendment 1:2023 QCVN 06:2022/BXD.

Article 4. Ministries, ministerial-level agencies, government-affiliated agencies, provincial people's committees under central cities, and relevant organizations and individuals are responsible for implementing this Circular.

Foreword

 

Amendment 1:2023 QCVN 06:2022/BXD only includes amendments and supplements to certain provisions of QCVN 06:2022/BXD. Provisions not mentioned in this Amendment continue to apply QCVN 06:2022/BXD issued together with Circular No. 06/2022/TT-BXD dated November 30, 2022 of the Minister of Construction.

Amendment 1:2023 QCVN 06:2022/BXD was primarily prepared by the Institute of Science and Technology for Construction (Ministry of Construction), in collaboration with the Fire Prevention and Fighting Police Department (Ministry of Public Security), the Fire Prevention and Fighting Police Department (Hanoi Police), the Fire Prevention and Fighting Police Department (Ho Chi Minh City Police), reviewed by the Department of Science, Technology, and Environment (Ministry of Construction), and approved by the Ministry of Construction through Circular No. 09/2023/TT-BXD dated October 16, 2023 of the Minister of Construction.

 

 

 

 


 

 

 

1 GENERAL PROVISIONS

Amend Point 1.1.2 as follows:

- Amend the first paragraph, Paragraph a) and the NOTE to Paragraph a) as follows:

"1.1.2 This standard applies to the following buildings:

a) Residential buildings:
1) Apartment buildings and collective residential buildings with a fire protection height not exceeding 150 meters and not more than three basement floors;
2) Single-family houses, single-family houses combined with other uses, and single-family houses converted to other uses with the following scale:
- seven stories or higher (or a fire protection height of 25 meters or higher);
- or a volume of 5,000 cubic meters or higher;3 /second or more;
- or having more than one basement floor up to three basement floors.
NOTE:For single-family houses, single-family houses combined with other uses, and single-family houses converted to other uses with different scales from those specified in Paragraph 2 of Point 1.1.2, the requirements for fire safety may be applied based on standards for single-family houses, other reference materials for designing fire safety, and compliance with related laws." If the purpose of use is changed to a different scale than that specified in paragraph 2) point 1.1.2, the safety requirements for fire protection set forth in the standard for individual residential buildings, other reference materials may be applied for designing fire safety, and compliance with relevant laws must be observed.”

- Add the following paragraphs at the end of Point 1.1.2:

"This standard may also be considered for application to buildings outside the scope of this standard if the requirements in this standard are suitable for such buildings.

For standalone buildings (excluding buildings in Group F5 and those mentioned in the NOTE to Paragraph 2 of Point 1.1.2) with a height of less than seven stories, a fire protection height of less than 25 meters, and a volume of less than 5,000 cubic meters, if it is not possible to comply with the provisions of this standard, then based on the specific function of the building, other reference materials for designing fire safety and compliance with related laws may be applied."3), if it is not possible to comply with the provisions of this standard, based on the specific function of the building, reference materials may also be used for designing fire safety and compliance with relevant laws must be observed.”

Amending Amend Point 1.1.4 as follows:

1.1.4 "This standard applies when constructing new buildings within the scope of this standard; or only applies to parts and areas directly undergoing renovation and repair in the following cases:

a) Renovation and repair changing the function of a floor, fire compartment, or building leading to increased fire safety requirements for the floor, fire compartment, and building;

b) Renovation and repair changing the evacuation solutions of a floor, fire compartment, or building in a way that reduces the number of evacuation routes or staircases;

c) Renovation and repair increasing the fire hazard level of a floor, fire compartment, or building;

d) Renovation and repair increasing the scale leading to increased fire safety requirements for the floor, fire compartment, and building.

If a building, fire compartment, or floor cannot meet the requirements of this standard during renovation and repair, then apply Point 1.1.10."

Amend Point 1.1.5 as follows:

- Replace the phrase "Parts 2, 3, 4, 5, and 6" with the phrase "This standard".

- Add the phrase "tunnel traffic works; lighthouse towers;" after the phrase "non-storage;".

Amend Point 1.1.7 as follows:

1.1.7 "Allow the use of foreign standards based on ensuring the principles stipulated in Point 1.5 of this standard and the Vietnamese laws on fire prevention and firefighting, as well as regulations on applying foreign standards in construction activities in Vietnam."

Amend Point 1.1.10 as follows:

“1.1.10In certain specific cases, it may be considered to supplement or replace some requirements of this standard for specific buildings with other appropriate fire safety requirements according to standard documents or with technical justifications.

Add Point 1.1.11 as follows:

1.1.11 Localities may issue local technical standards to replace, amend, or supplement some provisions in Parts 3, 4, 5, 6, and appendices of this standard to suit the special conditions of the locality, based on compliance with laws on standards and technical regulations and laws on fire prevention and fighting.

Repeal Point 1.3.

Amend and supplement some terms in Point 1.4 as follows:

- Add the phrase “; or other parts having fire-blocking functions” after the phrase “fire-blocking floor” in Point 1.4.5.

- Add at the end of Point 1.4.9 as follows:

"NOTE 4: In the case where the approach roads to the building have different elevations, the building may have different fire protection heights depending on the specific fire safety design plan."

- Amend Point 1.4.11 as follows:

“1.4.11

Smoke exhaust hatch (skylight or shutter door)

A part (openable when there is a fire) that can be automatically and remotely controlled or always kept open, covering openings on the outer structures of the building space (or room) protected by a natural smoke ventilation system.

- Add Point 1.4.21a as follows:

1.4.21a

Common room

A room used for organizing events (such as meetings, seminars, performances, sports, etc.), where a group of people gather simultaneously within a specific time frame. The common feature of this group is that they are unfamiliar with the gathering place (not frequently or regularly present). Rooms such as offices, production rooms, and other rooms primarily used by internal building staff shall not be considered common rooms (for example, internal meeting rooms, internal dining rooms, internal communal activity rooms, etc.).

- Amend the term "Room with regular occupancy" at Point 1.4.22 to "Room with regular occupancy (or regularly occupied)".

- Amend Point 1.4.23 as follows:

 

 

“1.4.23

Side corridor

A corridor that has ventilation with the outside through openings connected to the external air when there is a fire, with a clear height from the top of the wall at the edge of the corridor up above not less than 1.2 meters.

NOTE: The size of the openings on the outer walls of the side corridor must meet one of the following requirements:

- When the side corridor is separated from adjacent rooms by fire-blocking parts as prescribed by this standard, the total area of the openings must not be less than 15% of the floor area of the side corridor, and the distance from any point in the side corridor to the nearest edge of any opening must not exceed 9 meters, measured horizontally.

- When the side corridor is not separated from adjacent rooms by fire-blocking parts, the total area of the openings must not be less than 50% of the floor area of the side corridor, and the distance from any point in the side corridor to the nearest edge of any opening must not exceed 9 meters.

- Amend Point 1.4.26 as follows:

“1.4.26

Smoke exhaust system

A system that can be automatically and remotely controlled, or always ready to operate when there is a fire, with the function of exhausting smoke and combustion products through smoke intake vents to the outdoors.

- Add Points 1.4.32a, 1.4.33a, 1.4.49a as follows:

"1.4.32a

Base structure

The lower part of the building (which may include the lowest few floors of the building), typically designed to project beyond the load-bearing structure of the tower above, and usually used for commercial and service purposes.

1.4.33a

Direct exit route

A door or passage through safe areas within the building (on the same floor as the direct exit route) leading outside the building (beyond the enclosing walls of the building) to an open area where people can evacuate safely.

NOTE: Some cases may be considered as passages through safe areas within the building leading outside the building as follows:

a) Passing through an area with low fire load or low fire risk (for example, this area may contain a reception desk, limited wooden furniture, metal tables, fans, or similar items), which is separated from adjacent corridors and rooms (if any) by a fire-resistant partition type 1 with self-closing doors and tightly sealed gaps, or separated by equivalent solutions (for example, the solution mentioned in paragraph b) of 4.35, or using fire curtains).

b) Passing through an open passage with ventilation to the outdoors (for example, side corridors, ramps), which is separated from adjacent rooms and areas by a fire-resisting element made of non-combustible materials with a minimum fire resistance limit of EI 30 for buildings with fire resistance class I, and must be made of non-combustible or weakly combustible materials (Ch1) with a minimum fire resistance limit of EI 15 for buildings with fire resistance classes II, III, and IV;

c) Passing through other areas considered safe for people.

1.4.49a

Through-floor lobby

An unobstructed space connecting two or more floors in a residential building and covered at the top of this space (usually a large space used for architectural purposes or to create commercial, service, business, display, and similar spaces). Openings on the floor connecting only for staircases, escalators, elevator shafts, or technical shafts and channels are not considered through-floor lobbies. This space may connect with parts of the building at each connected floor (corridors, rooms, and similar).

- Add to the end of the NOTE of point 1.4.50 as follows: "For group F1 to F4 buildings, the mezzanine floor shall not be counted in the number of floors of the building when it is used for technical purposes and has a floor area not exceeding 10% of the floor area directly below and not exceeding 300 square meters" (only one mezzanine floor shall not be counted in the number of floors of the building).2 - Amend point 1.4.53 as follows: Add the phrase "and technical guidelines (guidelines, handbook)" after the phrase "technical regulations".

- Add point 1.4.68a as follows:

1.4.68a

Finishing and decorative materials

A layer of finishing (which may also serve decorative purposes), covering and fixed on the outer surface of building enclosures.

NOTE: Finishing and decorative materials may be layers of lime, mortar, gypsum, and similar; panels for finishing or soundproofing made of brick, wood, plastic, foam, and similar materials fixed on the outer surface of walls and ceilings. Objects hung on walls and ceilings solely for interior decoration (such as paintings, photos, decorations, and similar) are not considered finishing and decorative materials.

When technical justification (according to 1.1.10) is required, such justification shall be considered as part of the fire safety design documentation. In the justification, technical solutions to replace or supplement some fire safety requirements of these standards and the basis for those technical solutions must be presented, based on the principle of complying with the provisions set out in 1.5, being consistent with the purpose of the fire safety requirements to be replaced or supplemented, and being consistent with applicable standard documents on fire safety design. The basis for replacement technical solutions may be: fire engineering calculations and simulations; applicable standard documents on fire safety design; or other appropriate technical solutions. as follows:

1.5.4 When fire engineering techniques are used in technical justification, scenarios of fire development (possible fire situations) must be considered based on the relationship between the development and spread of fire hazards, evacuation of people, and firefighting organization.

Approaches to the fire and implementation of firefighting measures, rescue operations by firefighting forces and equipment must follow the approved firefighting plan consistent with the building's fire safety design.

When simulating fires, the fire is considered to develop freely until it is controlled by other factors (for example, the time when firefighting forces arrive and start firefighting; fire spread capability; fire and smoke barriers; fire suppression systems in the building; smoke protection; and similar factors). In such cases, if the owner of the building/facility does not require property protection or damage limitation, the design must ensure the following conditions: 1) people inside the building can evacuate safely before being threatened by life and health risks due to fire hazards; 2) the building maintains overall stability (does not collapse) for a period corresponding to the fire resistance limit of the building's load-bearing structure according to the building's fire resistance class (see NOTE 7 of Table 4); and 3) prevent fire spread to adjacent structures.

Add point 1.5.5 as follows:

Allow different fire safety solutions and plans (including solutions and plans not mentioned in these standards) to implement the fire safety requirements of these standards, based on the principle of ensuring the purpose of those requirements.

1.5.5  Construction deviations may be accepted when applying the size and distance provisions of these standards according to corresponding construction and acceptance standards. For the width and height dimensions of escape routes, door openings, corridors, stairways, elevators, escape paths, and similar, construction deviations of ± 5% may be applied.

Add point 1.5.6 as follows:

Supplement point 1.5.6 as follows:

1.5.6 The fire safety requirements must be determined and adhered to based on the actual usage function of the room, part of the building, and the building itself. In cases where a building (part of a building) has two or more different usage functions, it is necessary to also base the determination of corresponding fire safety requirements on the fire prevention measures between these functions (as stipulated in Part 4).

2 TECHNICAL CLASSIFICATION OF FIRE

Amend NOTE at 2.3.2.2 as follows:

- Replace the phrase "ISO 10294" with the phrase "ISO 21925".

Amend NOTE 2, NOTE 6 and add NOTE 7, NOTE 8 to Table 4 as follows:

"NOTE 2: There is no requirement for the fire resistance limit of roofing sheets (including insulated roofing sheets) if they are made from non-combustible or weakly combustible materials (Ch1) and weakly spreading (LT2) materials (except for Class A, B buildings of type F5).

There is no requirement for the fire resistance limit of the roof support beams (except for the beams of buildings, fire compartments, rooms classified as F3.1, F3.2; Class A, B buildings of type F5.1, F5.2 and other buildings, rooms, fire compartments classified as Class A, B).[L-1]when simultaneously satisfying the following conditions:

- The underside of the beam is located at a minimum distance of 10 meters from the floor directly below it for Class C buildings and 6.1 meters for other buildings;

- The beam is made from non-combustible materials for Class C buildings or at least weakly combustible (Ch1) materials for other buildings.

- For Class C buildings, additional conditions must be met: 1) equipped with automatic firefighting systems; 2) the beam can only carry additional loads such as fire-fighting pipes, electrical conduits, electrical wires, or other loads with a total additional load weight (excluding the weight of the beam and the roofing sheet itself) not exceeding 10 kg/m2calculated on the area of the roof supported by the beam under consideration.".

"NOTE 6: The fire resistance limit of non-load-bearing exterior walls in Table 4 applies only to wall sections used as fire separation bands or strips according to vertical or horizontal provisions at 4.32 and 4.33.".

"NOTE 7: When applying fire simulation based on specific fire load conditions within a room, part of a building, or the entire building, the fire resistance limits of the components specified in Table 4 can be determined based on the temperature from the fire simulation. Fire load parameters (mass, distribution, low heat release rate, flame spread rate, flame spread model, and similar parameters) are determined based on design documentation and applicable standards.".

"NOTE 8: There is no requirement for the fire resistance limit of stair treads and landings in stairwells protected by interior walls with fire resistance limits meeting the requirements of Table 4 corresponding to the building's fire resistance rating. At that time, the stair treads and landings, as well as the interior finishes in the stairwell (if any), must be non-combustible or ensure Ch1, BC1.".

Amend Point 2.5.3.3 as follows:

- Add the following sentence after the phrase "spatial stability for the building during a fire": "In the case where the frame, beams, and roof supports of the building's roof structure without an attic do not participate in ensuring overall durability and spatial stability for the building during a fire, the required fire resistance limits of these structures shall be determined according to Column 6 of Table 4.".

3 SAFETY FOR PERSONS FOR PERSONS

Amend Point 3.1.7 as follows:

3.1.7 In buildings with 2 to 3 basement levels, smoking rooms, supermarkets, shopping centers, restaurants, cafes, and other public rooms may be located deeper than the first basement level if designed according to applicable standards or technical arguments provided for in 1.1.10.

For hospitals and primary schools, only outpatient functions without inpatient treatment (in which case Clause 3.1.6 does not apply to hospitals), office and auxiliary functions may be located from the semi-basement or the first basement level (in the absence of a semi-basement).

At all basement floors, there must be at least one exit to a smoke-protected stairwell passage separated from surrounding space by a Type 1 fire-resistant partition or equivalent solution. Doors must be self-closing type doors.".

Add to the end of paragraph a) of Point 3.2.2 as follows:

"For buildings classified as F1.2, F1.3, F2, F3, F4 with a fire protection height less than 28 meters, if it is impossible to arrange a separate exit to the outside and must pass through a common lobby, then the common stairwell entrance from the basement floors must pass through a buffer zone with a fire-resistant enclosure similar to a Type 1 fire-resistant buffer zone, and must be separated from the rest of the stairwell by a Type 1 fire-resistant partition;".

Amend Point 3.2.3 as follows:

3.2.3 Exits shall not be considered as evacuation exits if roller shutters or revolving doors are installed on them.

Sliding or folding doors may be used on evacuation exits (except in the following cases: the door has a fire resistance limit requirement, or the door must close tightly after opening, or in buildings classified as F1.3, kindergartens, primary schools and equivalents), in which case the door width requirement at 3.2.10 does not apply, and there must be a notice or note indicating the type of door and its opening direction.".

Amend paragraph b) of Point 3.2.5 as follows:

"b) Rooms in basement and half-basement floors with more than 15 people present simultaneously;"

Amend paragraph a) and paragraph d) of Point 3.2.6.2 as follows:

"a) From each floor (or from a part of the floor separated from other parts of the floor by fire-separating elements) with fire hazard functions F1.2, F2, F3, F4.2, F4.3, and F4.4, when simultaneously satisfying the following conditions:
1) For buildings with a fire protection height not exceeding 15 meters:

- The area of each floor under consideration shall not exceed 300 square meters;2;

- The maximum number of people on each floor shall not exceed 20 people;

- Motor vehicles shall not be parked, and Class A, B, C warehouses shall not be arranged at the floor with an external exit, except when these areas are separated according to the provisions of this standard;

- For buildings over three floors or with a fire protection height greater than 9 meters: the exits of the rooms and from each floor must comply with the requirements of this standard;

- For houses with three floors or less or with a fire protection height of up to nine meters: may use type 2 staircases for evacuation provided that the occupants can escape through emergency exits (onto balconies, open terraces, through windows, or similar emergency exits) or reach an open rooftop when there is a fire, and type 2 staircases must be separated from underground areas (if any) by type 2 fire-resistant partitions.
NOTE: An open balcony or open rooftop means it is exposed to the outside and any covering parts (if present) must ensure easy evacuation and rescue when firefighting forces arrive.
2) For houses with a fire protection height between over fifteen meters and twenty-one meters:

- The area of each floor under consideration shall not exceed two hundred square meters.2;

- The maximum number of people on each floor shall not exceed 20 people;

- Motor vehicles shall not be parked, and Class A, B, C warehouses shall not be arranged at the floor with an external exit, except when these areas are separated according to the provisions of this standard;

- Areas with functional purposes under consideration shall be protected by automatic fire suppression systems. In cases where automatic fire suppression cannot be installed, they shall be replaced by an automatic fire alarm system for the entire building (preferably using smoke detectors).

- Occupants in the house can evacuate through emergency exits (onto balconies, open terraces, through windows, or similar emergency exits) with evacuation assistance devices (such as P1, P2 stairs, external stairs, ropes, slides, and other evacuation assistance devices); or reach an open rooftop when there is a fire.

- The exit routes of rooms and from each floor must comply with the requirements of this standard.

3) For houses with a fire protection height between over twenty-one meters and twenty-five meters:

- The area of each floor under consideration shall not exceed one hundred fifty square meters.2;

- The maximum number of people on each floor shall not exceed fifteen.

- Motor vehicles shall not be parked, and Class A, B, C warehouses shall not be arranged at the floor with an external exit, except when these areas are separated according to the provisions of this standard;

- The house shall be protected by an automatic fire alarm and suppression system.

- Occupants in the house can evacuate through emergency exits (onto balconies, open terraces, through windows, and similar emergency exits) with evacuation assistance devices (such as P1, P2 stairs, external stairs, ropes, slides, and other evacuation assistance devices); or reach an open rooftop when there is a fire.

- The exit routes of rooms and from each floor must comply with the requirements of this standard.”

“d) From floors (or parts of floors separated from other parts of the floor by fire-resistant partitions) belonging to fire hazard group F4.1, if they meet the conditions set out in paragraph a) of point 3.2.6.2, or simultaneously meet the following conditions:

- For primary schools and equivalent: The fire protection height of the house shall not exceed nine meters, and the area of the floor under consideration shall not exceed three hundred square meters;2For other houses in group F4.1: The fire protection height of the house shall not exceed fifteen meters, and the area of the floor under consideration shall not exceed five hundred square meters;2;

- Motor vehicles shall not be parked, and warehouses classified as A, B, or C shall not be arranged at floors with direct access to the outside, except when these areas are separated according to the provisions of this standard.”

Amend point 3.2.8 as follows:

- Amend the last sentence of the second paragraph as follows: “The distance between two exit routes is measured along the straight line connecting the farthest edges of them and must be greater than or equal to seven meters. If this distance is less than seven meters, the distance between two exit routes is measured along the straight line connecting the nearest edges of them (see Figures I.4 a), b), c)).”

- Add the phrase “, part of the building or floor of the building” after the phrase “room” in the third paragraph.

- Add the phrase “or side corridor” after the phrase “by a corridor inside” in the fourth paragraph.

Amend the second sentence of the fourth paragraph of point 3.2.9 as follows:

“Double doors, if there is a requirement for fire resistance limits, must be equipped with an automatic closing mechanism so that the leaves close sequentially.”

Amend the final paragraph of point 3.2.9 as follows:

“Doors on evacuation routes, if there is a requirement for fire resistance limits, must be equipped with an automatic closing mechanism.”

Repeal the second sentence of the first paragraph of point 3.2.11.

Amend and supplement point 3.3.1 as follows:

- Replace the phrase “TCVN 3890” with the phrase “standard document”.

Amend the first paragraph of point 3.3.2 as follows:

“The permissible evacuation distance limit (Appendix G) on each floor is measured along the centerline of the evacuation route, starting from the center of room doors or from the farthest point where people can be located in the room (depending on whether there is a fire partition between the room and the evacuation route) to the center of the nearest exit route on each floor (for example: door to the outside, entrance to the staircase compartment or door to type 3 staircase, edge of the first step of type 2 staircase on that floor if type 2 staircase is an evacuation route, entrance to adjacent fire compartments, or to another exit route). This distance must be limited depending on:”

Amend and supplement point 3.3.5 as follows:

- Repeal the third sentence of the second paragraph.

- Supplement after the second paragraph as follows:

“For buildings with fire and explosion hazards categories D, E, the corridors may be covered by glass walls or non-combustible materials. There is no requirement for fire resistance limits of fire partitions and openings between rooms and side corridors (except for rooms in category F5 subcategories A, B, C or kitchens).

- Add the phrase “(or by smoke barriers, smoke curtains, with the bottom edge no more than 2.5 meters above the corridor floor)” after the phrase “type 2 fire-resistant partitions” in the third paragraph.

Amend and supplement point 3.4.1 as follows:

- Amend the first bullet point as follows: “- 1.2 meters – for buildings in category F1.1 with more than fifteen people evacuating through this staircase from each floor; 1 meter – for buildings in category F1.1 with fifteen people or fewer evacuating through this staircase from each floor;”

- Amend the third bullet point as follows: “- 0.7 meters – for buildings with a fire protection height not exceeding fifteen meters and no more than fifteen people evacuating through this staircase from each floor (in this case, the width of the staircase may be smaller than the width of the evacuation door of the staircase);”

- Amend the third bullet point as follows: "0.7 m – for buildings with a fire protection height not exceeding 15 m and the total number of people evacuating through this staircase from each floor does not exceed 15 people (in this case, accepting a narrower staircase width than the evacuation door width);"

- Add the following paragraph at the end of Point 3.4.1: "In cases where it is not possible to ensure the above dimensions, standard documents may be used to calculate evacuation for people and determine the necessary dimensions of staircases, exits, and escape routes based on the specific conditions of the building."

Amend and supplement Point 3.4.4 as follows:

- Add the following paragraph before the first paragraph: "Curved stairs or stairs with diagonal steps may be used if they meet either of the following conditions: 1) each step has a portion of its tread that satisfies the conditions set out in 3.4.1 and 3.4.2; or 2) satisfy the conditions specified below for a specific group of buildings. For Group F1.4 buildings, the provisions of 3.3.7 shall not apply."

- Replace the term "F4" in the first paragraph with the term: "F1.2, F1.3, F2, F3, F4, F5".

- Add the following paragraph at the end of Point 3.4.4: "In buildings of Groups F1.2, F1.3, F2, F3, F4, F5 with a fire protection height not exceeding 15 meters and a maximum number of people on each floor not exceeding 15, at each landing or corner turn of the staircase, up to three diagonal steps (fan-shaped steps) may be arranged."

Amend Point 3.4.5 as follows:

- Add the following paragraph at the end of Point 3.4.5, before the phrase "functional room": ", except for bathrooms and technical water rooms."

Amend paragraphs a) and b) of Point 3.4.8 as follows:

- Add the following phrase to paragraph a) of Point 3.4.8, after the first occurrence of "L2": "and the staircase part at basement and semi-basement levels".

- Amend and supplement paragraph b) of Point 3.4.8 as follows: Remove the phrase "is a smoke-free stairwell"; and add the following paragraph at the end of paragraph b) of Point 3.4.8: "If it is a regular stairwell, then exhaust vents must be installed on the stairwell shaft with a total area of at least 10% of the gross area (including surrounding walls) of the stairwell floor (no requirement for exhaust vents if the building has at least two evacuation stairwells or one evacuation stairwell but has other emergency exit routes as specified in 3.2.6.2)."

Add the following paragraph at the end of Point 3.4.11:

"Staircase type 3 may be used as an evacuation staircase in buildings with a fire protection height from over 28 meters to 50 meters, provided that the staircase type 3 section above 28 meters must be fully protected against falls throughout its entire height on all exposed sides facing outdoors."

Amend Point 3.4.13 as follows:

- Delete the second paragraph of Point 3.4.13.

- Replace the phrase "at 2.5.1c)" in the NOTE with the phrase "at 2.4.3.3".

- Delete paragraph a).

Amend Point 3.4.14 as follows:

- Add the following phrase at the end of Point 3.4.14: "in accordance with the requirements of Appendix D".

Amend Point 3.5.10 as follows:

3.5.10 Allow the application of fire safety requirements for finishing materials, decorative materials, cladding materials, flooring materials, and corresponding test criteria according to standard documents permitted to replace the requirements from 3.5.1 to 3.5.9 and Appendix B.

In common rooms equipped with automatic fire suppression systems (excluding large rooms for inpatient treatment, nursing homes, and care facilities for disabled persons with an area greater than 20 m2 ), there is no requirement for the fire hazard rating of materials. In other cases when automatic fire suppression systems are present, the fire hazard rating of materials can be reduced by one level compared to the provisions in Appendix B.

There is no requirement for the fire hazard rating of finishing, decorative, cladding, and flooring materials on the outer surfaces of walls, ceilings, and floors when these materials have a thickness not exceeding 1 mm and are placed on non-combustible substrates, or in cases where the competent fire prevention authority determines that the risk of fire spread and smoke generation is low or non-existent.

There is no requirement for the fire hazard rating of finishing, decorative, and cladding materials on the outer surfaces of walls or ceilings when:

a) the total area of these materials does not exceed 20% of the area of the wall or ceiling to which they are attached (for rubber, plastic, and similar composite materials – not more than 10%);

b) these parts of the materials are relatively dispersed.

In cases where common rooms do not meet the fire hazard rating requirements for materials, such rooms must comply with the following requirements:

a) automatic fire detection systems must be installed; and

b) their enclosing structures must be fire-resistant partitions with a minimum fire resistance limit of:

- EI (or EIW) 45 for buildings with fire resistance class I, II, III, and/or a fire protection height of 28 meters or more;

- EI (or EIW) 30 for buildings with fire resistance class I, II, III and a fire protection height under 28 meters;

- EI (or EIW) 15 for buildings with fire resistance class IV.

4 FIRE SPREAD PREVENTION

1. Amend and supplement Point d of Clause 2 of Article 24 as follows: the first paragraph of Point 4.5 as follows:

- Replace the phrase "fire-resistant partition type 1 and/or floor fire-resistant partition type 3" with the phrase: "fire-resistant partition with a minimum fire resistance limit of EI 45 for buildings with fire resistance classes I to III; minimum EI 15 for buildings with fire resistance class IV; or equivalent fire separation solutions".

Add the following paragraphs before the NOTE of Point 4.5 as follows:

"In buildings of Groups F1, F2, F3, F4, there is no requirement for fire separation between different functions for the following rooms (except for special cases specified in this standard or industry standards): rooms of Group F5 category C4, E; water technical rooms; wet or low fire-risk rooms; storage rooms with a maximum area of 10 m2 not containing flammable gases or flammable liquids; rooms without the requirement for automatic fire suppression or automatic fire detection systems according to standard documents; areas solely for dining (without cooking facilities and food storage); internal meeting rooms; and similar cases.

For a single floor of a building (or a part of a floor separated from the rest according to the provisions of this standard), if it contains two or more different functions and is not separated according to the provisions of this standard, the fire safety requirements for the floor (or part of the floor) must be taken from the highest requirement among the functions. Areas with hazardous function groups A, B, C must be separated from areas with other functional or public areas."

Amend and supplement Point 4.23 as follows:

- Add the following paragraph at the end of the first paragraph as follows:

"There is no requirement for a fire resistance limit for elevator shaft doors opening onto corridor."

- Add after the phrase "fire-resistant partition type 1" in the second paragraph: "(or fire-resistant screen with equivalent fire resistance limit, or water deluge system as specified in H.2.12.7)".

Amend Point 4.27 as follows:

4.27  The area, which includes the arrangement of Type 2 staircases as stipulated at 3.4.16, must be separated from corridors connecting to it or other rooms by fire-resistant partitions type 1 or equivalent solutions.

There is no requirement for a fire resistance limit for partitions of areas with Type 2 staircases or corridors connecting to Type 2 staircases (applicable to both 4.26) when the building (or fire compartment with Type 2 staircase) has a height not exceeding 9 meters with a floor area not more than 300 square meters.2 or when the building is equipped with automatic fire suppression systems (in which case high-risk fire areas (such as parking spaces, areas dealing with flammable goods and similar) must be separated from Type 2 staircases by fire-resistant partitions type 1 or equivalent solutions).

Amend Point 4.31 as follows:

- Replace the phrase “TCVN 3890” with the phrase “standard document”.

Amend and supplement Point 4.32.2 as follows:

4.32.2  Allow the provisions at 4.32.1 not to be applied if the building is equipped with automatic fire suppression systems.

Amend and supplement Point 4.33.3 as follows:

- Add the phrase "as specified in clause c) point 4.33.1" at the end of Point 4.33.3.

Amend Point 4.33.4 as follows:

4.33.4  Allow the provisions at 4.33 not to be applied for buildings up to three stories or with a fire protection height under 15 meters, open garage, or buildings equipped with automatic fire suppression systems.

Amend Point 4.34 as follows:

- Replace the word "and" after the phrase "(specified in point E.1 and point E.2 in Appendix E)" with the word "or".

Amend clause d) point 4.35 as follows:

“d) The floor area within the fire compartment with a through-floor lobby shall be determined according to Appendix H.”

5 WATER SUPPLY FOR FIRE FIGHTING

Amend and supplement Point 5.1.1.1 as follows:

5.1.1.1  The installation of external fire-fighting water supply must be carried out when investing in technical infrastructure for residential areas, cities, industrial zones, export processing zones, high-tech zones, industrial clusters, and similar areas.

For buildings located within the service range of external fire-fighting water sources (reservoirs, tanks, external fire hydrants, natural and artificial fire-fighting ponds, and similar water sources), there is no mandatory requirement to install external fire-fighting water supply.

NOTE: Installation of external fire-fighting water supply may refer to TCVN 3890:2023.

Amend Point 5.1.1.3 as follows:

- Delete the phrase "equipped with means".

Amend Point 5.1.1.4 as follows:

- Replace the phrase "(on the ground)" with the phrase "(measured at the same elevation as the ground level)".

   36 hours - for buildings classified as fire and explosion hazard category C.

ANNEX A
Amend Point A.1.2.1 as follows:

A.1.2.1 When determining the number of floors of a building, each work floor, equipment support floor, and mezzanine located at any height with an area greater than 40% of the area of one floor of the building must be counted as a floor.

The area of one floor of the building within a fire compartment is determined based on the internal perimeter of the enclosing wall of the floor, excluding the area of the stairwell. If there are work floors, equipment support floors, and mezzanines within this area, for a single-story building, the total area of all these floors must be added; for multi-story buildings (or parts thereof), the fire compartment area of each floor must include the area of work floors, equipment support floors, and mezzanines within that floor. The area of outdoor loading/unloading ramps used for road and rail transport is not included in the floor area within the fire compartment. The area of rooms with a clear height spanning two or more floors within a multi-story building (rooms spanning two or more floors) without fire-resistant floor openings is included in the total area of the building within one floor.

The construction area is determined based on the external perimeter of the building at the base of the walls, including protruding parts, passages under the building, and parts without exterior enclosures.Repeal the second paragraph of Point A.1.3.2.

Amend Point A.1.3.6 as follows:

- Replace the word "class" with the word "level".

Amend Point A.1.3.10 as follows:

A.1.3.10

Warehouses storing hazardous goods with fire and explosion risk category C on high-level racks must be arranged in a single-story building with fire resistance level I to IV and structural fire hazard level S0. If arranged in a multi-story building, the high-level racks must be protected by an automatic fire suppression system according to approved standards, and it must ensure that everyone in the building can safely evacuate to the outside in any fire situation.

Repeal Point A.1.3.12.

Add the following phrase after the phrase "fire compartment"

of Point A.2.3:

"(or sub-fire compartments)". Add the following sentence at the end of Point A.2.4: "It is allowed to arrange rooms with large gatherings of people at heights higher than the prescribed fire protection height when there is a calculation of safe evacuation for people according to standard documents (for example [5]), ensuring the principle that people can safely evacuate from the building before being affected by fire hazards." A.2.12  Firefighting elevators must be arranged in separate elevator shafts with independent elevator lobbies. In cases where the elevator shafts and lobbies are shared, the protection of these shared elevator shafts and lobbies must comply with the requirements set forth in A.2.24 as for firefighting elevators.

The exit from the building to the outside through at least one of the firefighting elevators shall not pass through a common lobby of the building.

The number of firefighting elevators for each fire compartment must be calculated sufficiently so that the distance from the door of such elevators to any point on the floor they serve (service radius) does not exceed 45 meters.

Amend and supplement Point A.2.14 as follows:

A.2.14 Corridors must be divided into compartments separated by type 1 fire-resistant walls and type 2 fire-resistant doors with self-closing mechanisms, or by smoke partitions made of non-combustible materials with a bottom edge no more than 2.5 meters above the corridor floor. The length of each corridor compartment must meet the following requirements:

- For apartment blocks: not exceeding 30 meters.

- For buildings other than apartments: not exceeding 60 meters.

The design solution must ensure timely and unobstructed evacuation for all people to the outside or into temporary refuge areas (including safe zones arranged on floors and/or refuge rooms within refuge floors) consistent with the evacuation organization plan for the building in case of fire.

If temporary refuge areas are selected as refuge floors or refuge rooms, the following requirements must be met:

a) Refuge floors must be spaced no more than 20 floors apart, with the first refuge floor located no higher than the 21st floor. The area for arranging refuge rooms must be separated from other areas by fire-resistant components with a fire resistance limit of no less than REI 150. Other areas outside the refuge room area can be used for public functions or residential units provided that the evacuation requirements for these areas are met.

NOTE: Technical floors or parts thereof may be used as refuge areas when meeting the provisions of paragraphs b), c), d), e), and f).

Supplement Point A.3.2.2 as follows:

A.3.2.2 If temporary refuge areas are selected as safe zones, the following provisions must be followed:

a) Safe zones are classified into four types:

Type 1 safe zone: is a room separated from other areas by enclosing structures with a fire resistance limit equal to the fire resistance limit of the inner wall of the corresponding stairwell (ignoring the R criterion if these enclosing structures are not load-bearing) and fire-resistant sealing elements with an EI 60 rating, smoke-tight, protected by an automatic fire suppression system, and pressurized with positive air pressure when there is a fire in the room or in the fire compartment adjacent to the entrance to the room, or the entrance to the room passes through a smoke-free air corridor (similar to the entrance to a stairwell N1).

The exit from a Type 1 safe zone must lead directly to a fire escape stairwell or through protected safety zones similar to the building's fire escape routes, or through smoke-free air corridors, or a combination of these methods.

Type 2 safe zone: is an area on the roof that is accessible via a type 1 fire compartment.

Type 3 safe zone: is a fire compartment or sub-compartment with an independent escape route protected by type 1 fire-resistant walls and type 3 fire-resistant floors.

Type 4 safe zone: 4: is a fire escape stairwell.

b) Type 4 safe zones can only be used for buildings in Group F1.3. Buildings in other functional groups can choose types 1, 2, or 3, or a combination thereof.

c) Safe zones must be arranged on all floors of the building (except those with direct exits to the outside) or placed at intervals of no more than five floors, with evacuation signs at each floor, while ensuring accessibility for people with disabilities and those with limited mobility who need to use wheelchairs. At the entrances to safe zones, warning signs with the text "TEMPORARY REFUGE AREA/FIRE EMERGENCY HOLDING AREA" must be installed according to the specifications set out in paragraph g) of A.3.2.1.

d) The area of a safe zone per floor must be calculated based on the number of people requiring temporary refuge (people with limited mobility) depending on the function of the part of the building and the floor area standard per person, taking into account mobility aids (such as wheelchairs, walking sticks, stretchers, similar equipment, if available). The number of people requiring temporary refuge and the floor area standard per person are determined according to the design task, with the floor area standard per person based on the projection area of a person with limited mobility within a narrow range. If the number of people requiring temporary refuge or the floor area standard per person cannot be calculated, the area of the safe zone may be determined according to paragraph b) of A.3.2.1.

NOTE: If the design task cannot determine the number of people with limited mobility, this value may be determined according to a ratio of the total number of floor users, referring to standard documents (e.g., [5, 7]), the projected area of a person can refer to [5], or follow the provisions at H.2.10.1.

e) If the safe zone is a separate room, it may be used for other functions within the safe zone as specified for the refuge room under paragraph b) of A.3.2.1, but must ensure sufficient clear space as prescribed by the normative standards.

f) Each safe zone must be equipped with emergency lighting, an evacuation guidance public address system, and similar systems, with two-way communication devices linked to the fire control room or a manned 24/24 monitoring room.

Amend Point A.1.2.1 as follows:

“COMMENT 6:   No distance requirement is specified between buildings and public facilities when the total construction land area (including the non-built-up land area between them) does not exceed the maximum allowable floor area within a fire compartment range (see Appendix H). In the case of buildings belonging to Group F1.1, F4.1, no storage rooms or kitchens may be arranged in the adjacent areas between two buildings.

The non-built-up land area between two buildings is the area projected by the limits defined by the outer walls of the two buildings and the lines connecting the opposite corners of the two buildings.

- The finishing materials on the evacuation route must ensure they are no more hazardous than CV1;

- The clear width of the evacuation door from each floor and on the evacuation route (if any) must not be less than 1.2 m, with a maximum evacuation capacity of 72 people. The maximum number of people per floor is determined according to design, if the hospital allows patients to have caregivers, then each patient must be counted with at least one caregiver;

- There must be at least two fire elevators (or one fire elevator and one evacuation elevator) capable of serving rescue operations for patients on hospital beds with a clear cross-sectional area of the elevator shaft sufficient to accommodate the bed.

- Each floor must have a fire hose outlet in accordance with the quantity, location, size, and installation standards applicable to the design.

- Each floor with a functional group F1.1 and a fire protection height exceeding 28 meters must have a safe zone meeting the requirements set forth in A.3.2.2 with a standard of 2.8 meters per patient. The floor may be divided into a minimum of two fire compartments and allow temporary refuge in the remaining fire compartment if one fire compartment is on fire. Each fire compartment must be directly accessible from above and must have an escape route leading to the stairwell without passing through the other fire compartment.2/patient.

H.2.9.1 Add Point H.2.10.1 as follows:

H.2.10.1  The fire protection height of a multi-specialty outpatient clinic building (group F3.4) shall not exceed 28 meters (or 9 floors). The fire resistance rating of the building from the second floor upwards shall not be lower than Class II, and the fire hazard level of the structure shall not be lower than S0.

In cases where the functions of a multi-specialty outpatient clinic (group F3.4) exceed the fire protection height of 28 meters (or more than 9 floors), the following additional conditions must be met simultaneously:

- The maximum allowable fire protection height of the building must ensure the possibility of rescue and firefighting access from above;

- The minimum width of the stairway must be 1.35 m;

- The finishing materials on the evacuation route must not be more hazardous than CV1;

- The width of the evacuation stairs shall be taken according to 3.4.1, but shall not be less than 1 meter;

- The finishing materials on the evacuation route must ensure they are no more hazardous than CV1;

- There must be at least two fire elevators (or one fire elevator and one evacuation elevator), of which at least one must be able to serve rescue operations for patients on hospital beds with a clear cross-sectional area of the elevator shaft sufficient to accommodate the bed;

- Each floor with a multi-specialty outpatient clinic function belonging to group F3.4 and a fire protection height exceeding 28 meters must have a safe zone meeting the requirements set forth in A.3.2.2 with a standard of 2.65 meters2/for a patient moving in a wheelchair with assistance, 0.75 meters2/for a patient moving with support equipment, and 0.5 meters2/for a patient who can move independently without support equipment (the number of such patients is based on the design documentation, or may refer to [5] corresponding to the type of outpatient care). The floor may be divided into a minimum of two fire compartments and allow temporary refuge in the remaining fire compartment if one fire compartment is on fire. Each fire compartment must be directly accessible from above and must have an escape route leading to the stairwell without passing through the other fire compartment.
