AMENDING AND SUPPLEMENTING CERTAIN CONSTRUCTION BUDGET RATES ISSUED AT
Circular No. 12/2021/TT-BXD dated August 31, 2021

Pursuant to the Construction Law on June 18, 2014 (amended and supplemented by the Law amending and supplementing certain articles of the Construction Law on June 17, 2020);
BASED ON THE GOVERNMENT DECREE NO. 52/2022/NĐ-CP OF AUGUST 8, 2022, PROVIDING THE FUNCTIONS, TASKS, POWERS, AND ORGANIZATIONAL STRUCTURE OF THE MINISTRY OF CONSTRUCTION;
BASED ON THE GOVERNMENT DECREE NO. 10/2021/NĐ-CP OF FEBRUARY 9, 2021, ON MANAGEMENT OF INVESTMENT COSTS FOR CONSTRUCTION PROJECTS (AMENDED AND COMPLEMENTED WITH SOME ARTICLES BY THE GOVERNMENT DECREE NO. 35/2023/NĐ-CP OF JUNE 20, 2023);
In accordance with the proposal of the Director of the Construction Economy Department and the Director of the Construction Economic Institute;
The Minister of Construction hereby issues this Circular amending and supplementing certain construction norms issued by Circular No. 12/2021/TT-BXD dated August 31, 2021 of the Minister of Construction.
Article 1. AMENDING AND SUPPLEMENTING CERTAIN CONSTRUCTION BUDGET RATES INCLUDING: ESTIMATED BUDGET RATES FOR CONSTRUCTION PROJECTS, ESTIMATED BUDGET RATES FOR INSTALLATION OF MACHINERY AND TECHNOLOGICAL EQUIPMENT, ESTIMATED BUDGET RATES FOR REPAIR AND MAINTENANCE OF CONSTRUCTION PROJECTS, MATERIAL USAGE BUDGET RATES, PROJECT MANAGEMENT AND CONSULTANCY FEES BUDGET RATES FOR INVESTMENT IN CONSTRUCTION ALREADY ISSUED IN THE MINISTRY OF CONSTRUCTION’S CIRCULAR NO. 12/2021/TT-BXD OF AUGUST 31, 2021. DETAILS ARE SET OUT IN THE ATTACHED ANNEXES TO THIS CIRCULAR.
Article 2. Transitional provisions
THE TRANSITION PERIOD FOR APPLYING THE AMENDED AND SUPPLEMENTED CONSTRUCTION BUDGET RATES ISSUED IN THIS CIRCULAR SHALL BE IMPLEMENTED IN ACCORDANCE WITH CLAUSE 8, ARTICLE 44 OF THE GOVERNMENT DECREE NO. 10/2021/NĐ-CP OF FEBRUARY 9, 2021 ON MANAGEMENT OF INVESTMENT COSTS FOR CONSTRUCTION PROJECTS.
Article 3. Implementation Provisions
THIS CIRCULAR SHALL TAKE EFFECT FROM OCTOBER 15, 2024./.
