JOINT CIRCULAR
On the discount for the circulation of insecticides.
Implementing Resolution No. 31/HDBT dated March 28, 1986 of the Council of Ministers, to create favorable conditions for the supply sector of insecticides to serve agricultural production well; In response to the Ministry of Agriculture's proposal (in letter No. 1408/NN-CSGC dated November 20, 1985) on the level of discount for the circulation of insecticides, after studying and reaching consensus with the Ministry of Agriculture, the Joint Board of the National Management Board on Commodity Prices and the Ministry of Finance temporarily stipulates the level of discount for the circulation of insecticides as follows:
1. The overall industry-wide circulation discount rate: 1,550 dong per ton
Of which: - First-level discount: 746 dong per ton
- Second and third-level combined discount: 804 dong per ton
a) The first-level discount includes all necessary and reasonable costs to transport insecticides from the place of production or ports (for imported finished insecticides) to the delivery points at localities, plus a fixed profit margin sufficient to cover enterprise fund contributions for first-level supply units according to Circular No. 04/TT-LB dated April 3, 1986 of the Joint Board of the National Management Board on Commodity Prices and the Ministry of Finance "guidelines for determining circulation discounts for materials."
First-level companies are responsible for delivering goods to localities at the designated locations. In cases where first-level companies cannot undertake the transportation of insecticides to localities, causing localities to have to transport them themselves, first-level companies must pay localities the transportation costs, losses, and other reasonable expenses.
b) The second and third-level circulation discounts, based on the Ministry of Agriculture's proposal, the Joint Board temporarily sets an average of 804 dong per ton. The Ministry of Agriculture will determine specific discount levels for each locality based on the plan for allocating insecticides and the geographical areas of localities, ensuring that the average discount level for the second and third levels mentioned above is maintained.
2. The circulation discount rate for insecticides as stated in point 1 above shall be implemented from January 1, 1986.
