APRIL 4, 1991 GUIDING THE SUPPLEMENTATION OF ISSUANCE AND MANAGEMENT OF FUNDS FOR EXPENSES IN THE WORK OF PREVENTION AND CONTROL OF MALARIA
ON APRIL 4, 1991, THE JOINT MINISTRY OF HEALTH AND FINANCE ISSUED JOINT MINISTRY DECREE NO. 09/TT-LB TO GUIDE THE SUPPLEMENTATION OF ISSUANCE AND MANAGEMENT OF FUNDS FOR EXPENSES IN THE WORK OF PREVENTION AND CONTROL OF MALARIA AS FOLLOWS:
PREVENTION AND CONTROL OF MALARIA

On December 13, 1990, the Joint Ministry of Health and Finance issued Joint Ministry Circular No. 24/TT-LB guiding the content of expenditures for malaria prevention and control work. Now, the Joint Ministry of Health and Finance supplements guidance on the issuance and management of funds for malaria prevention and control work as follows:

 

1- Combating counterfeit goods is the responsibility of all ministries, sectors, People's Committees at all levels, political and social organizations, enterprises, business households, and the entire population.

 

1. SOURCES OF FUNDS FOR EXPENSES IN THE WORK OF PREVENTION AND CONTROL OF MALARIA INCLUDE:

a) SUPPORT FROM THE CENTRAL GOVERNMENT BUDGET

b) GUARANTEED FUNDS FROM LOCAL GOVERNMENT BUDGETS

c) ASSISTANCE FROM INTERNATIONAL ORGANIZATIONS

d) OTHER SOURCES: CONTRIBUTIONS FROM CITIZENS, AGENCIES, ENTERPRISES, DONATIONS, AND SUPPORT FROM ORGANIZATIONS AND INDIVIDUALS...

2. FUNDS FOR SUPPORT FROM THE CENTRAL GOVERNMENT BUDGET ARE DIRECTLY ISSUED BY THE MINISTRY OF FINANCE TO THE MINISTRY OF HEALTH TO TRANSFER TO LOCALITIES ACCORDING TO THE JOINT MINISTRY PLAN ALREADY AGREED UPON, DISTRIBUTED QUARTERLY AND ANNUALLY.

3. ANNUALLY, THE MINISTRY OF HEALTH ESTABLISHES A BUDGET PROPOSAL FOR SUPPORT FUNDS FROM THE CENTRAL GOVERNMENT BUDGET FOR LOCALITIES TO BE SUBMITTED TO THE MINISTRY OF FINANCE FOR COMPREHENSIVE REVIEW AND INCORPORATION INTO THE STATE BUDGET TO BE SUBMITTED TO THE STATE COUNCIL.

 

II- CONTENT OF EXPENDITURES OF THE CENTRAL AND LOCAL BUDGETS:
NATIONAL AND LOCAL LEVELS:

 

The expenditures of the central and local budgets are divided as follows:

1. THE CENTRAL BUDGET SPENDS ON SUPPORTING LOCALITIES WITH THE FOLLOWING EXPENSES:

- EXPENSES FOR PURCHASING MEDICINES, CHEMICALS, EQUIPMENT, AND MEANS TO SERVE LABORATORY TESTING, TREATMENT, ETC., IN MALARIA-HIGH-RISK AREAS, MALARIA EPIDEMIC AREAS, AND MOUNTAINOUS PROVINCES ACCORDING TO THE CLASSIFICATION OF THE MINISTRY OF HEALTH.

- EXPENSES FOR ORGANIZING TRAINING CLASSES FOR MALARIA PREVENTION AND CONTROL BUSINESS PROCESSES AT THE NATIONAL LEVEL.

- EXPENSES FOR PUBLICITY AND EDUCATION ACTIVITIES REGARDING MALARIA PREVENTION AND CONTROL.

- INSPECTION, GUIDANCE, INTERIM EVALUATION, FINAL EVALUATION, AND ASSESSMENT OF MALARIA PREVENTION AND CONTROL WORK IN REGIONS OR NATIONWIDE.

2. THE LOCAL BUDGET PROVIDES FUNDS TO COVER THE OPERATING COSTS AND ACTIVITIES UNDER THE MALARIA PREVENTION AND CONTROL PROGRAM AT THE LOCAL LEVEL, AS PRESCRIBED IN JOINT MINISTRY CIRCULAR NO. 24-TT/LB DATED DECEMBER 13, 1990, OF THE JOINT MINISTRY OF HEALTH AND FINANCE ON "GUIDING THE CONTENT OF EXPENDITURES FOR MALARIA PREVENTION AND CONTROL WORK".

3. FUNDS SUPPORTED BY THE CENTRAL GOVERNMENT BUDGET FOR MALARIA PREVENTION AND CONTROL WORK IN LOCALITIES ARE ISSUED BY THE MINISTRY OF FINANCE TO THE MINISTRY OF HEALTH, WHICH THEN ISSUES THEM TO THE HEALTH DEPARTMENTS OF LOCALITIES TO IMPLEMENT CONTRACTS OF RESPONSIBILITY BETWEEN THE PEOPLE'S COMMITTEES OF PROVINCES AND THE MINISTRY OF HEALTH.

- FUNDS FOR MALARIA PREVENTION AND CONTROL WORK FROM THE LOCAL GOVERNMENT BUDGET ARE ISSUED BY THE DEPARTMENT OF FINANCE TO THE HEALTH DEPARTMENT AS CURRENTLY PRACTICED.

4. QUARTERLY AND ANNUALLY, THE HEALTH DEPARTMENT MUST REPORT THE FINAL ACCOUNTS OF FUNDS FOR MALARIA PREVENTION AND CONTROL SUPPORTED BY THE CENTRAL GOVERNMENT TO THE MINISTRY OF HEALTH. THE MINISTRY OF HEALTH WILL AGGREGATE THE FINAL ACCOUNTS AND SUBMIT THEM TO THE MINISTRY OF FINANCE.

 

III- IMPLEMENTATION PROVISIONS:

 

THIS CIRCULAR SHALL TAKE EFFECT FROM THE DATE OF SIGNATURE. ANY DIFFICULTIES OR OBSTACLES ENCOUNTERED DURING IMPLEMENTATION SHOULD BE REPORTED BY LOCALITIES AND HEALTH DEPARTMENTS TO THE JOINT MINISTRY FOR MODIFICATION TO SUITABLE TERMS.
