Decree No. 1/CP Regarding the Establishment of the Social Evils Prevention and Control Agency under the Ministry of Labor, War Invalids and Social Affairs

DECREE

OF THE GOVERNMENT DECREE NO. 1-CP ON JANUARY 11, 1994 ESTABLISHING THE SOCIAL EVILS PREVENTION AND CONTROL AGENCY UNDER THE MINISTRY OF LABOUR, INVALIDS AND SOCIAL AFFAIRS

THE GOVERNMENT

Pursuant to the Government Organization Law dated September 30, 1992;
Considering the proposal of the Head of the Social Evils Prevention and Control Steering Board, the Minister of Labour, Invalids and Social Affairs, and the Minister and the Head of the Civil Service Organization Board of the Government,

DECREE:

Article 1.- The Social Evils Prevention and Control Agency under the Ministry of Labour, Invalids and Social Affairs is hereby established.

Article 2.- The Social Evils Prevention and Control Agency shall have the following tasks:

1. Assist the Minister of Labour, Invalids and Social Affairs in drafting programs and plans to prevent and control social evils, particularly prostitution and drug addiction, for submission to the Government for approval; subsequently guide and supervise the implementation of these programs and plans.

2. Coordinate with relevant agencies to study and draft projects, policies, and regulations on preventing and controlling social evils for submission to the Government for issuance or for issuance by the Ministry within its authority; guide and supervise the implementation of these policies and regulations by sectors, levels, and institutions.

3. Organize propaganda, mobilization, and struggle against social evils together with relevant agencies.

4. Work with localities and relevant sectors and mass organizations to establish and manage rehabilitation centers, educational facilities, vocational training centers, and job creation programs suitable for individuals involved in social evils.

Article 3.-The Social Evils Prevention and Control Agency shall have one Director and one to two Deputy Directors.

The Director and Deputy Directors shall be appointed and relieved from duty by the Minister of Labour, Invalids and Social Affairs.

Based on the tasks stipulated in Article 2, the Minister of Labour, Invalids and Social Affairs shall specify the organizational structure and specific duties and powers of the Social Evils Prevention and Control Agency.

Article 4.-The Social Evils Prevention and Control Agency shall have legal personality, its own seal, and be allocated operational funds, and be allowed to open accounts at the State Treasury; the staffing of the Agency shall be included in the total staffing of the Ministry of Labour, Invalids and Social Affairs.

Article 5.- The Minister of Labour, Invalids and Social Affairs shall coordinate with the Civil Service Organization Board of the Government to guide the establishment of specialized units for social evils prevention and control under the Provincial Departments of Labour, Invalids and Social Affairs.

Article 6.-This Decree shall take effect from the date of issuance. All previous provisions contrary to this Decree shall be abolished.

Article 7.- The Head of the Social Evils Prevention and Control Steering Board, the Minister of Labour, Invalids and Social Affairs, the Minister and the Head of the Civil Service Organization Board of the Government, the Ministers and Heads of Ministries equivalent to Ministries and other governmental agencies, and the Chairpersons of the People's Committees of provinces and centrally-administered cities are responsible for implementing this Decree.
