Joint Circular No. 1-TTLB guiding the implementation of assistance levels for people going to build new economic zones

GUIDELINES FOR IMPLEMENTING SUBSIDIES FOR CITIZENS PARTICIPATING IN THE CONSTRUCTION OF NEW ECONOMIC ZONES
CONSTRUCTION OF NEW ECONOMIC ZONES

Pursuant to Decision No. 95-CP dated March 27, 1980 of the Council of Ministers, Circular No. 935-V1 dated March 18, 1982 of the Chairman of the Council of Ministers, and based on the current pricing system; while awaiting the State's revision and supplementation of policies for citizens participating in the construction of new economic zones, the Joint Ministry of Finance and Labour provides additional guidelines regarding subsidies for citizens participating in the construction of new economic zones within the collective economy sector as follows:

I. SUBSIDY LEVELS AT THE PLACE OF DEPARTURE

1. Transportation costs for people and luggage. Citizens participating in the construction of new economic zones shall be provided with state funds for train and bus fares and a certain amount for luggage transportation fees according to the current rates and actual distance traveled by ordinary means such as automobiles, trains, ships... For mountainous and island areas where primitive means of transport must be used, subsidies will be provided according to the rates set by the Provincial People's Committee and equivalent levels specified. The amount of luggage that can be carried still adheres to the regulations stipulated in Circular No. 935-V1 mentioned above from the Chairman of the Council of Ministers.

2. Subsidies for meals during travel. During the travel days, each person receives a subsidy at the following rate:

- Within the province (North or South): 15đ/person/day.

- Outside the province: 20đ/person/day.

3. Medical supplies and medication expenses.

During travel days, citizens participating in the construction of new economic zones shall be provided with funds for common medical supplies and medications at the following rates:

- Within the province (North or South): 1.50đ/person.

- Outside the province (North or South): 2.00đ/person.

4. Hardship allowances.

Households meeting the criteria and truly facing difficulties may be eligible for hardship allowances, with the allowance level being 500đ/household. The number of households receiving allowances is determined by local authorities but shall not exceed 20% of the total number of households going in a year.

5. Expenditure for propaganda and mobilization work.

Provinces sending people and provinces receiving people can allocate an average of 3đ/person. Labor dispatch agencies are responsible for managing and distributing these funds according to the prescribed regulations.

6. Subsidies for purchasing production tools.

Each main laborer shall be subsidized for purchasing production tools at an average rate of 250đ/laborer.

7. Additional subsidies for workers going ahead.

If the locality sending people considers it necessary to send workers ahead to prepare conditions for production and living for the collective and family, they may send a certain number of workers (within the number of households already decided to participate in the construction of new economic zones). The number of workers going ahead and the additional subsidy for each worker going ahead shall be decided by the local People's Committee, and the budget level making the decision shall bear the responsibility for funding.

8. Costs for inspecting the area before sending people.

If the locality sending people considers it necessary to send people to survey the area before sending people there, the locality may decide to send a certain number of people to perform this task (number of people going, composition of people going, number of days going). The budget level making the decision shall bear the responsibility for funding.

II. SUBSIDY LEVELS FOR PROVINCES AND CITIES RECEIVING PEOPLE

1. Food subsidies.

The objects, standards, and methods of food subsidies continue to be implemented strictly according to Point 9, Section I of Circular No. 935-V1 dated March 18, 1982 of the Chairman of the Council of Ministers for citizens participating in the construction of new economic zones. The selling price of food for citizens participating in the construction of new economic zones is the centrally directed retail price for cadres, workers, and employees in the locality.

2. Subsidies for preventive and curative medicines.

Starting from the day of arrival at the new residence, citizens participating in the construction of new economic zones shall be subsidized a certain amount to establish a fund for common preventive and curative medicines according to the provisions in Circular No. 935-V1 dated March 18, 1982 of the Chairman of the Council of Ministers. The subsidy level is averaged at 2đ/person/month. This subsidy is managed and used collectively by the cooperative or production group.

3. Subsidies for cooperative management and production group management costs.

Subsidies for cooperative managers shall apply to the objects and duration of the subsidy according to the provisions in Decision No. 95-CP dated March 27, 1980 and Circular No. 935-V1 dated March 18, 1982 (Cooperatives with a scale of 100 hectares or more shall be subsidized 3 to 5 quota units; Cooperatives under 100 hectares and production groups shall be subsidized 2 quota units). Regarding the subsidy level for each quota unit, it is now stipulated at 200đ/month.

III. IMPLEMENTATION

This Circular takes effect from the date of signature.

During implementation, if there are difficulties and obstacles, please report them promptly and specifically to the Joint Ministries for research and necessary guidance to resolve them.
