Joint Circular No. 1-VGNN-XD/TT stipulates the list of products and services for which the State Price Commission is authorized by the Council of Ministers to set prices and the Ministry of Construction is authorized to set prices.

CIRCULAR

JOINT MINISTRY DECREE OF THE NATIONAL PRICING COMMISSION AND THE MINISTRY OF CONSTRUCTION
NO. 1-VGNN-XD/TT DATE 4TH DAY 4TH MONTH 1985 REGULATING THE LIST OF PRODUCTS AND SERVICES TO BE PRICED BY THE NATIONAL PRICING COMMISSION AND THE MINISTRY OF CONSTRUCTION
ACCORDING TO THE RESOLUTION OF THE STATE COUNCIL ON THE MANAGEMENT OF PRICES AS PER DECREE NO. 33-HĐBT OF 27TH FEBRUARY 1984; NOW THE JOINT MINISTRIES ISSUE THE FOLLOWING LIST OF PRODUCTS AND SERVICES TO BE PRICED BY THE NATIONAL PRICING COMMISSION AND THE MINISTRY OF CONSTRUCTION:

BASED ON THE DECREE NUMBER 33-HĐBT OF 27-2-1984 OF THE STATE COUNCIL ISSUING THE REGULATIONS ON PRICE MANAGEMENT; NOW THE JOINT MINISTRIES REGULATE THE LIST OF PRODUCTS AND SERVICES TO BE PRICED BY THE NATIONAL PRICING COMMISSION AND THE MINISTRY OF CONSTRUCTION AS FOLLOWS:

I. LIST OF PRODUCTS FOR WHICH THE MINISTRY OF CONSTRUCTION PREPARES THE PRICE PLAN TO BE APPROVED BY THE STATE COUNCIL

1. Material prices:

- Plaster.

- Cement bag P300 (according to test method 140-64 equivalent to P400 according to hard test method).

- Solid brick 220 x 105 x 60 mm strength 75-99 kg/cm2.

- Machine-made tile 22 tiles/m2 (type A).

- Crushed stone (limestone type), gravel, yellow sand in concentrated production areas.

2. Total equipment prices:

Domestic production projects and imported projects for which the State Council approves the total budget estimate and final settlement.

3. Rent price for residential housing (standard price).

4. Trade circulation discount for commercial materials throughout the industry.

5. Retail prices: cement bag P300; solid brick (220 x 105 x 60) mm strength 75-99 kg/cm2; machine-made tile 22 tiles/m2 (type A).

II. LIST OF PRODUCTS AND SERVICES TO BE PRICED BY THE NATIONAL PRICING COMMISSION

1. Specific pricing:

a. Based on the wholesale standard material prices set by the State Council to determine regional prices for the following products:

- Plaster.

- Cement bag P300.

- Solid brick 220 x 105 x 60 mm strength 75-99 kg/cm2, 100-124 kg/cm2.

- Machine-made tile 22 tiles/m2 (type A).

- Crushed stone (limestone type), gravel, yellow sand in concentrated production areas.

b. Based on the trade circulation discount for commercial materials throughout the industry set by the State Council to determine the trade circulation discount for commercial materials for the following products (cement bag P300).

c. Based on the standard retail prices set by the State Council to determine regional retail prices, by target group... for the following products:

- Cement bag P300.

- Solid brick (220 x 105 x 60) mm strength 75-99 kg/cm2, 100-124 kg/cm2.

- Machine-made tile 22 tiles/m2 (type A).

2. Determining wholesale factory prices and wholesale industrial prices for products for which the State Council has determined wholesale material prices and those products for which the National Pricing Commission has specified prices at point (a) above, specifically:

- Plaster.

- Cement bag P300.

- Solid brick (220 x 105 x 60) mm strength 75-99 kg/cm2, 100-124 kg/cm2.

- Machine-made tile 22 tiles/m2 (type A).

- Crushed stone (limestone type), yellow sand, gravel in concentrated production areas.

3. Determining wholesale factory prices, wholesale industrial prices, and wholesale material prices:

a. Types of materials:

- Refractory bricks, acid-resistant bricks.

- Cement-sand floor tiles (200 x 200 x 18) mm (smooth colored tiles; 2-3 color pattern tiles).

- Fibro-cement roofing sheets.

- Prefabricated concrete and steel components (standard items).

b. Types of machinery and equipment:

- Brick and tile manufacturing machines.

- Rock drilling machines, rock cutting machines.

- T100 children's crane.

- Construction motorcycles.

- Concrete mixers.

- Construction barges.

- Mechanical products that are components with a value of 500 thousand dong or more.

4. Determining standard or range rental prices for business and production premises.

5. Determining rental prices for foreigners, land rental prices, material sales prices, and service prices for construction projects of foreigners and joint ventures between our country and foreign countries.
III. LIST OF PRODUCTS AND SERVICES TO BE PRICED BY THE MINISTRY OF CONSTRUCTION

1. Specific pricing:

a. Based on the standard prices set by the State Council and the National Pricing Commission to determine selling prices for the following products:

- Cement P200, P400, P500.

- Solid brick (220 x 105 x 60) mm strength 50, 125, 150.

- Tile 22 tiles/m2 (type B).

- Cement-sand floor tiles (200 x 200 x 18) mm (white smooth tiles; 4-color pattern tiles or more).

- Prefabricated concrete and steel components outside the standard items priced by the National Pricing Commission.

b. Based on the standard or range rental prices for business and production premises set by the National Pricing Commission to determine rental prices for production and business premises by level, by target group...

c. Based on the trade circulation discount for commercial materials throughout the industry set by the State Council to determine the trade circulation discount for specific products in the industry (excluding cement bag P300).

2. Determining wholesale factory prices, wholesale industrial prices, wholesale material prices, and retail prices (if applicable) for products produced and sold by units directly under the Ministry (including building material production units and construction organizations assigned production and consumption plans within the industry). Specifically:

a. Types of materials:

- Loose cement (P200, P300, P400, P500).

- Clinker.

- Hollow bricks.

- Non-fired bricks.

- Nem leaf bricks, dứa leaf bricks.

- Silicate bricks, block bricks, honeycomb bricks, ceramic tiles (including export products).

- Decorative bricks.

- Roof tiles 13 tiles/m2, roof tiles 15 tiles/m2.

- Bull-nose roof tiles 36, bull-nose roof tiles 45.

- Clear glass, colored glass (including export colored glass).

- Sanitary ceramics.

- VIETNAM TOBACCO ASSOCIATIONPorcelain, porcelain pipe fittings.

- Brake pads, foam insulation powder.

- Wall panels.

- Crushed stone (limestone type) in concentrated production areas.

- Crushed stone, crushed stone (hard granite type) in non-concentrated production areas.

- Export marble.

- Marble slabs, marble mosaic.

- Lime.

- Granite tabletops.

- Wood products; door frames, door leaves, ceiling beams.

- Refined kaolin, raw kaolin.

b. Types of machinery, equipment, and spare parts:

- Dump trucks.

- Electrical cabinets.

- Spare parts for cement production (including balls).

- Spare parts for building material production machinery.

- Steel formwork and molds.

- Small hardware.

- Improved vehicles.

- Metal doors.

- Hospital beds, wardrobes.

- Water meters.

- Ceramic sanitary accessories.

- Screws, locks, hinges.

- Elbows, valves, tees, water pipes.

For products and services listed in Sections I and II of this Circular, which are produced by Ministries or provinces for internal use, the relevant Ministries or provinces shall base their pricing decisions on the prices set by the State Council and the National Pricing Commission after consultation and agreement with the National Pricing Commission and the Ministry of Construction (if the product is specialized). In cases where they are sold externally, the pricing shall be decided by the National Pricing Commission.

During the course of production and business operations, if new products arise or it is necessary to change the pricing decision authority, the inter-ministerial pricing decision authority shall continue to be supplemented.
