The regular monthly meeting of the Government for June and July 2000

From July 12 to July 14, 2000, the Government convened its regular monthly meeting for June and July 2000, discussing and adopting the following issues:

The Government heard the Minister of Planning and Investment present the draft Decree of the Government detailing the implementation of the Law on Foreign Investment in Vietnam.

To further facilitate foreign investors' investment in Vietnam, on June 9, 2000, the National Assembly issued the Law Amending and Supplementing Certain Provisions of the Law on Foreign Investment in Vietnam. This Decree aims to provide comprehensive guidance on implementing the Law on Foreign Investment in Vietnam and the Law Amending and Supplementing Certain Provisions of the Law on Foreign Investment. It inherits the contents of current relevant legal documents, supplements new provisions, and adjusts those that are no longer appropriate, thereby enhancing legal effectiveness and ensuring consistency and synchronization in the State's policy of encouraging foreign investment.

The Government assigned the Ministry of Planning and Investment to lead, coordinate with the Government Office and related ministries and sectors to incorporate the opinions of Government members to perfect the draft Decree, and submit it to the Prime Minister for issuance in July 2000.

The Government heard the State Inspector General report on the work of handling complaints and denunciations in the second quarter of 2000.

Complaints and denunciations in the second quarter showed an increasing trend and became more complex, with some prolonged and collective cases exceeding jurisdictional levels, affecting social order. The Government noted that this situation had multiple causes, including the lack of responsibility awareness among some officials in administrative agencies, laxity and strictness in managing and handling affairs by some responsible officials. To gradually stabilize social order and resolve pending complaints and denunciations thoroughly, the Government requested local authorities at all levels to cooperate with relevant sectors to find practical solutions to prevent the emergence of new cases and hotspots of complaints. It was suggested that the Vietnam Fatherland Front and its member organizations collaborate with the Government to call upon and encourage the people to properly resolve disputes at the grassroots level, contributing to reducing complaints. In July, the Government will establish inter-sectoral working groups to directly inspect and urge some ministries and localities with many pending complaints and denunciations. The Government will take strict measures against officials who fail to fulfill their responsibilities in examining and resolving complaints and denunciations, and who do not comply with decisions made by higher-level leaders and the Prime Minister.

The Government heard the Ministry of Public Security report on the results of implementing Decree No. 36/CP dated May 29, 1995 of the Government on ensuring traffic order and safety on roads and in urban areas, and the implementation of Directive No. 21/1998/CT-TTg dated April 24, 1998 of the Prime Minister within the People's Public Security force; and heard the Ministry of Transport report on the traffic accident situation and measures to address them.

Although the Government and various levels and sectors have applied many positive measures to ensure traffic order and safety and achieved certain results, there were still many serious traffic accidents nationwide in the first six months of this year. To address this situation, the Government requested:

- The Ministry of Transport to lead and coordinate with the Ministry of Public Security and the Ministry of Construction to study and propose to the Government additional legal bases for traffic order and safety measures.

- The Ministry of Transport to lead and coordinate with the Ministry of Public Security to review driving schools, suspend those that do not meet standards or violate training regulations, and conduct a comprehensive inspection of drivers' skills and licenses, focusing on passenger vehicle drivers. This inspection must primarily be carried out at parking lots and bus stops. Strictly prohibit the misuse of inspections and controls to arbitrarily stop vehicles on the road.

Rectify vehicle registration inspections, firmly refusing to allow vehicles that do not meet traffic safety standards to operate. Establish a regulation linking the responsibility of the registration agency with the quality of inspected and licensed vehicles.

- The Ministry of Public Security needs to strengthen patrols and inspections, strictly handle violations of traffic order and safety, organize high-intensity inspections while maintaining regular checks to prevent illegal motorcycle racing. Severely deal with participants in racing.

- The National Traffic Safety Committee to closely cooperate with the Ministry of Construction and local authorities at all levels to restore order and discipline in construction, ensuring clear roads and sidewalks. Strictly prohibit construction, setting up tents, or selling goods along both sides of the road within the traffic safety corridor, especially on newly opened national highways.

Assign the National Traffic Safety Committee to incorporate the opinions of Government members to develop a report evaluating the implementation of Decree 36/CP in recent times, proposing effective measures to enhance traffic order and safety in the future, and submit it to the Prime Minister for consideration before organizing a specialized conference on traffic order and safety with localities.

The Government heard the Minister and Head of the Government Office present a report on the Government's leadership and management work in the first half of 2000.

Overall, the Government's leadership and management activities in the first half of the year showed significant improvements, reflecting responsibility and adherence to the spirit of the Central Committee's resolutions and the National Assembly, focusing on key goals for national economic and social development, with many new mechanisms and policies that meet the requirements of the people and businesses.

The Office of the Government shall incorporate the opinions of the members of the Government to perfect the report above, and submit it for the Prime Minister's consideration before sending it to the ministries, sectors, and localities.

The Government heard the Minister of Planning and Investment present the Report on the socio-economic situation in the first six months of the year and the draft Resolution of the Government on measures to manage the plan in the last six months of 2000.

Our country's economy achieved a relatively high growth rate in the first six months of the year, with some industries and fields beginning to regain their previous development momentum; industrial production increased significantly and evenly across regions and areas; agricultural production had a large harvest; some service activities showed improvement; the domestic market showed signs of recovery; residential investment increased significantly... However, there were still some weaknesses such as difficulties in consuming major agricultural products, low and scattered state budget investment, slow disbursement progress, a decline in foreign investment, a serious increase in traffic accidents, significant social grievances...

To maintain the growth rate and strive to exceed the annual plan for 2000, the Government requests that the ministers, chairpersons of provincial people's committees under the central government make greater efforts, be more closely attuned to reality, resolve difficulties, especially administrative procedures within the state apparatus, to enhance the effectiveness of management and guidance, strengthen discipline and order, and complete the following main tasks:

Actively and proactively resolve difficulties, boost production and business operations to achieve the Government's goal of higher growth in the last six months of the year.

Strive to exceed the construction plan for 2000. The Ministry of Planning and Investment shall coordinate with the Ministry of Finance to review projects with outstanding issues, provide solutions to assist ministries and localities in resolving difficulties, focus on directing the acceleration of construction progress and disbursement of construction projects, particularly those to be completed in 2000 and early 2001.

Pay attention to and invest heavily in human development goals, improve the education and training system, complete the planning network of universities and vocational schools, establish preferential mechanisms and policies to develop knowledge-based economic sectors such as software industry, biotechnology...

Actively address urgent social issues such as poverty reduction, employment, social evils; prevent and combat crime, drug abuse, ensure traffic safety with resolute and effective measures.

The Ministry of Planning and Investment, in coordination with the Office of the Government, shall incorporate the opinions of the Government members to perfect the draft Resolution of the Government on measures to manage the plan in the last six months of 2000, and submit it for the Prime Minister's issuance in July 2000.

The Government heard the Ministry of National Defense present the proposal to the Government on the Draft Law on National Boundaries of the Socialist Republic of Vietnam; heard the Ministry of Justice present the proposal to the Government on the Draft Ordinance on Administrative Violation Handling (amended); heard the People's Committee of Hanoi present the proposal to the Government on the Draft Ordinance on Hanoi Capital; heard the Government's Religious Council present the proposal to the Government on the Draft Ordinance on Religion.

The Government assigns the Ministry of Justice, the Ministry of National Defense, the Government's Religious Council, and the People's Committee of Hanoi to coordinate with the Office of the Government and relevant ministries and sectors to incorporate the opinions of the Government members, perfect the Draft Laws and Ordinances mentioned above, and submit them for the Prime Minister's consideration and decision on submitting to the Standing Committee of the National Assembly.
