DIRECTIVE
OF THE PRIME MINISTER NO. 10/2001/CT-TTG
JUNE 4, 2001 ON THE IMPLEMENTATION OF
THE VIETNAM POPULATION STRATEGY FOR THE 2001-2010 PERIOD
On December 22, 2000, the Prime Minister approved the Vietnam Population Strategy for the period 2001-2010. To effectively implement this Strategy, the Prime Minister issues the following directive:
1. The National Committee on Population and Family Planning:
- Shall take the lead and coordinate with the Ministry of Health and relevant ministries and sectors to urgently develop and perfect population policies linked to development, draft the Population Ordinance and guiding legal documents for its implementation to submit to competent authorities for approval; establish mechanisms for coordination among sectors and levels in implementing the Strategy; organize inspections, supervision, and evaluation of the implementation of the Strategy.
- Shall take the lead and coordinate with the Ministry of Planning and Investment and relevant ministries and sectors to develop and submit to the Prime Minister for approval the National Target Program on Population and Family Planning for the periods 2001-2005 and 2006-2010.
- Shall take the lead and coordinate with the Ministry of Finance, the Ministry of Planning and Investment, relevant ministries and sectors, and localities to develop annual financial plans to implement the Strategy's goals and tasks.
- Shall take the lead and coordinate with the Ministries of Justice, Public Security, Agriculture and Rural Development, Science and Technology, Planning and Investment, Finance, General Statistics Office, and related agencies to urgently draft the Decree on the organization, management, and operation of the National Population Database System to be submitted to the Government in the fourth quarter of 2001; continue to complete the Project on the National Population Database System for the period 2001-2005 to be submitted to the Prime Minister for consideration and decision, aiming to meet the requirements for evaluating the implementation results of the Strategy and advising on population policy formulation.
- Shall take the lead and coordinate with the Ministry of Science and Technology and relevant ministries and sectors to develop and direct the implementation of research and application plans of science and technology in the field of population.
- Shall take the lead and coordinate with the Ministry of Foreign Affairs to strengthen international cooperation activities to mobilize resources to support the implementation of the Strategy.
- Shall take the lead and coordinate with the Government's Organizational and Cadre Management Agency, relevant ministries and sectors, and provincial people's committees to improve and consolidate the organizational system for population and family planning work, especially at the grassroots level, to effectively implement the Strategy.
2. Ministries, ministerial-level agencies, government-affiliated agencies, and provincial people's committees shall thoroughly understand the Party's guidelines and state laws on population work; strengthen guidance, build programs and plans of activities to effectively implement this Strategy; integrate population factors into policy formulation and development planning within their respective authority and responsibilities.
a) The Ministry of Planning and Investment shall take the lead and coordinate with the National Committee on Population and Family Planning and relevant ministries and sectors to incorporate annual and five-year population targets and tasks into the national socio-economic development plan; integrate activities of international cooperation programs related to population into this Strategy's activities, prioritizing investment in ethnic minority areas, mountainous regions, islands, and areas with particularly difficult economic and social conditions or difficulties.
b) The Ministry of Finance shall take the lead and coordinate with the National Committee on Population and Family Planning to ensure necessary funding for implementing the Strategy; guide relevant ministries, sectors, and localities to use funds effectively and appropriately.
c) The Ministry of Culture, Sports and Tourism shall take the lead and coordinate with the National Committee on Population and Family Planning to guide central and local mass media organizations to widely disseminate the contents of the Strategy.
d) Vietnam Radio, Vietnam Television, and other central mass media organizations shall regularly have programs and special sections introducing the contents of the Strategy and the Party and State's population policies to enhance public awareness of population work responsibilities.
đ) The Ministry of Education and Training shall take the lead and coordinate with the National Committee on Population and Family Planning to develop and implement plans to expand and improve the quality of population education in schools.
e) The Ministry of Health shall take the lead and coordinate with the National Committee on Population and Family Planning to develop and implement the Reproductive Health/Family Planning Program within the framework of action programs to implement the Strategy; prioritize poor women and policy beneficiaries, ethnic minority areas, mountainous regions, islands, and areas with particularly difficult economic and social conditions or difficulties.
g) The Committee for Ethnic Minorities and Mountainous Areas shall take the lead and coordinate with the National Committee on Population and Family Planning to develop and implement plans to disseminate and promote the Party's guidelines and state laws on population work and the Population Strategy among ethnic minorities.
h) Provincial People's Committees shall incorporate population targets into their long-term and short-term socio-economic development plans; urgently develop and implement activity plans for the periods 2001-2005 and 2006-2010 and annually to implement the Strategy with appropriate goals and solutions based on local economic and social characteristics; launch and organize the participation of the whole society in population work; mobilize all resources to support the implementation of the Strategy; allocate and use resources effectively, prioritizing investment in communes with high birth rates, ethnic minority areas, mountainous regions, islands, and poor communes; regularly inspect the use of funds for implementing the Strategy.
Direct local mass media agencies to regularly have programs and columns for communication and education with content and forms suitable for each region and each target group; focus communication and education activities on communes in ethnic minority areas, mountainous regions, islands, poor communes, and groups that still lack awareness and behavior in implementing population policies, thereby contributing to creating appropriate awareness and behavior regarding population and reproductive health/family planning for all citizens.
3. Request the Central Committee of the Vietnam Fatherland Front and its member organizations, as well as social organizations, to participate in implementing the Strategy; coordinate with the National Population and Family Planning Commission to direct and guide counseling, dialogue, and mobilization activities to effectively implement population policies of the Party and State.
4. Ministers, Heads of ministerial-level agencies, Heads of government agencies, Chairpersons of provincial and centrally-administered city People's Committees, within the scope of their management responsibilities at the ministry, sector, and local levels, shall develop specific plans and organize the implementation of this Directive; report annually to the Prime Minister on the implementation of the Strategy, and simultaneously send these reports to the National Population and Family Planning Commission.
The National Population and Family Planning Commission shall be responsible for monitoring, urging, and inspecting the implementation of this Directive, and annually compile and report to the Prime Minister.
