BASED ON THE GOVERNMENT DECREE NO. 15/CP DATED MARCH 2, 1993 ON THE TASKS, POWERS, AND RESPONSIBILITIES FOR STATE MANAGEMENT OF MINISTRIES AND GOVERNMENT AGENCIES EQUIVALENT TO MINISTRIES;
Pursuant to Decree No. 29/CP dated March 30, 1994 of the Government on the tasks, powers, and organizational structure of the Ministry of Education and Training;
At the proposal of the Director of the Office and the Director of the International Relations Department,
DECISION:
Article 1. This Decision promulgates the Regulations on Receiving Foreign Guests by the Ministry's Leadership attached hereto.
Article 2. This Decision shall take effect fifteen days from the date of signing. Any previous regulations that conflict with this Decision are hereby abolished.
Article 3. The Directors of the Office, the Director of the International Relations Department, Heads of Units, and civil servants under the Ministry are responsible for implementing this Decision./.

Article 1. General Provisions on Receiving Foreign Guests by the Ministry's Leadership
1. The receptions of foreign guests by the Ministry's leadership (formal or informal, at the request of agencies within or outside the Ministry, or directly requested by guests to the Ministry's leadership) include:
- Social receptions;
- Working meetings, negotiations, signing cooperation documents, responding to interviews;
- Awarding honors to foreigners;
- Banquets.
2. The International Relations Department is responsible for coordinating with the Minister regarding the reception of foreign guests and organizing receptions by the Ministry's leadership according to diplomatic regulations. Based on the purpose, requirements; content, level of diplomatic relations and cooperation with Vietnam of the country or organization sending the delegation; rank and position of the head of the delegation, the International Relations Department will propose to the leadership of the Ministry (Minister, Deputy Minister) to receive or delegate the reception to the leadership of the Department.
3. Departments requesting the Ministry's leadership to receive foreign guests must go through the International Relations Department, which will then submit the request to the Ministry's leadership.
4. In cases where the leadership of the Ministry requests the reception of partners, the designated department will organize the reception together with the International Relations Department according to the instructions of the leadership of the Ministry.
Article 2. Petition for the Ministry's Leadership to Receive Foreign Guests
1. The petition for the Ministry's leadership to receive foreign guests should include the following contents:
a) Name of the proposing unit;
b) Proposed time and location of the reception;
c) Composition and characteristics of the guest delegation (as stipulated in Clause 2 of Article 1 of these Regulations);
d) Brief biography of the head of the delegation and other notable members;
đ) Activities of the guests and their managing organizations in Vietnam or abroad;
e) Reasons for the guests' request to meet with the Ministry's leadership (accompanied by the request letter from the relevant Vietnamese agency, the guest's letter, or the diplomatic note from the Embassy);
g) Expected issues raised during the reception;
h) Proposals for matters to be announced, responses to requests, or agreements with the guests;
i) Composition of agencies accompanying the Ministry's leadership in the reception;
k) Composition of the International Relations Department (leadership, specialists, interpreters).
2. In cases where the foreign guests are heads of diplomatic missions of foreign countries or international organizations under the United Nations or intergovernmental organizations, and the content of work relates to state foreign political relations, a formal written opinion from the Ministry of Foreign Affairs is required.
3. Social receptions for the heads of newly appointed diplomatic missions or at the end of their term in Vietnam shall be carried out in accordance with Clause 1 of this Article.
Article 3. Responsibilities of the Department of International Relations regarding the reception of foreign guests by Ministry leaders
1. Receive requests for the reception of foreign guests from agencies, organizations, or directly from guests; process, propose, and prepare related information to be submitted to Ministry leaders.
2. Take the lead and coordinate with relevant units to organize the reception according to diplomatic and foreign security regulations after obtaining approval from Ministry leaders.
3. Guide staff members participating in the reception on the procedures and diplomatic etiquette (flag hoisting, banners, attire, welcoming and seeing off guests, seating arrangements, attitude during the reception, gifts, etc.).
4. Proactively propose and coordinate with the Office to prepare the venue, reception services, and material conditions for the reception.
5. Be responsible for organizing news reporting, photography, and videography (if applicable) for each reception as directed by Ministry leaders.
6. Monitor and report the results of receiving foreign guests in accordance with Article 6 of this Regulation.
Article 4. Responsibilities of units requesting Ministry leaders to receive foreign guests
1. Prepare a Memorandum for Ministry leaders (as stipulated in Article 2 of this Regulation) and submit it to the Department of International Relations at least one week in advance.
2. Coordinate with the Department of International Relations to prepare and conduct the reception according to the guidance provided by the Department of International Relations.
Article 5. Responsibilities of the Office regarding the reception of foreign guests by Ministry leaders
1. Include the reception of foreign guests in the Work Schedule after approval by Ministry leaders.
2. Coordinate with the Department of International Relations and relevant units to prepare and serve the reception, ensuring requirements for the reception room, material facilities, and reception services as prescribed.
3. Fulfill financial requirements for hosting foreign guests in accordance with current government regulations and directives from the Ministry of Finance; expenditures for gifts and hospitality are based on the opinions of Ministry leaders.
4. The reception section of the Office is responsible for providing continuous and direct service for receptions of foreign guests by Ministry leaders.
Article 6. Monitoring and Reporting Results of Receiving Foreign Guests
1. The Department of International Relations maintains a log of receptions of foreign guests by Ministry leaders and compiles this information for inclusion in the departmental briefing report.
2. Depending on the content and nature of the reception of foreign guests, the Department of International Relations will coordinate with the Office to report the results of the reception according to the directives of Ministry leaders and follow up on any conclusions or assigned tasks (if any) issued by Ministry leaders./.
