DIRECTIVE No. 10/2003/CT-BTC of the MINISTER OF FINANCE on the implementation of Decision No. 119/2003/QĐ-TTg dated June 11, 2003 of the Prime Minister approving the overall plan for information technology application in the finance sector in 2010

DIRECTIVE OF THE MINISTER OF FINANCE

Regarding the implementation of Decision No. 119/2003/QĐ-TTg dated June 11, 2003of the Prime Minister approving the overall plan for the application of information technology in the finance sector until 2010On June 11, 2003, the Prime Minister issued Decision No. 119/2003/QĐ-TTg approving the overall plan for the application of information technology in the finance sector until 2010, setting out important goals and tasks that the finance sector must implement until 2010.

To effectively implement the above-mentioned Decision of the Prime Minister, the Minister of Finance requests the heads of units under the Ministry and the Directors of Provincial Finance Departments to organize the implementation of the following tasks well:

1. Organize the dissemination and thorough understanding among all cadres in the sector of the full role and importance of information technology in the administrative reform and national financial reform efforts, considering the implementation of the tasks set forth in Decision No. 119/2003/QĐ-TTg dated June 11, 2003 of the Prime Minister as one of the key tasks of the unit and the entire finance sector from now until 2010.

          2. The units of the Department of Information Technology and Financial Statistics, General Department of Taxation, General Department of Customs, Central Treasury, and National Reserve Bureau shall organize a comprehensive evaluation of the current status and service capacity of each specialized information system, on this basis, re-plan ongoing projects and initiatives to ensure uniformity in technology and meet the requirements stipulated in Decision No. 119/2003/QĐ-TTg dated June 11, 2003 of the Prime Minister; specifically:

          - The Department of Information Technology and Financial Statistics shall complete the Project on the informatization of administrative management and the Unified Communication Network Project for the finance sector, submit them to the Ministry for approval and organize their implementation before December 31, 2003.

          - The Central Treasury shall finalize the Modernization Project of the Treasury Information System by 2010, submit it to the Ministry for approval and organize its implementation in January 2004.

          - The General Department of Taxation shall complete the necessary procedures for the approval of the Informatization Project of the Tax Sector until 2010, submit it to the Ministry for approval and organize its implementation in January 2004.

          - The National Reserve Bureau shall complete the submission of the Modernization Project of the National Reserve Information System until 2010 to the Ministry for approval and organize its implementation in the first quarter of 2004.

          - The General Department of Customs shall promptly implement the Informatization Project of Customs Procedures approved by the Prime Minister, ensuring progress and compatibility with the overall system.

          3. The Department of Information Technology and Financial Statistics shall promptly develop and submit specific regulations on the procedures for project development, review, approval, etc., for information technology projects in the finance sector to the Ministry for approval. It shall act as the focal point for technical reviews of information technology projects within the sector; organize training courses to enhance the skills of cadres and civil servants in the sector; monitor and report monthly to the Ministry on the progress of implementing Decision No. 119/2003/QĐ-TTg throughout the sector.

          4. The Directors of Provincial Finance Departments shall immediately strengthen the IT workforce at local finance agencies, develop plans to enhance IT equipment systems and deploy management software applications to meet operational requirements and improve financial management capabilities within their jurisdictions in line with the unified IT system of the finance sector.

          5. The Financial Administration Department shall proactively coordinate with relevant units to ensure funding and material conditions for the implementation and completion of key IT projects of the sector according to the planned schedule.

The Minister of Finance requests the heads of units under the Ministry and the Directors of Provincial Finance Departments to strictly implement this Directive, regularly reporting monthly, quarterly, and annually to the Ministry on the progress of implementation.
