DIRECTIVE
Regarding price stabilization and thrift, combating wasteduring the Lunar New Year (Bính Tuất)

In recent times, the Ministry of Finance has implemented many mechanisms and policies, strengthened inspection and supervision work; heads of units within the finance sector have paid close attention and provided thorough guidance, resulting in significant achievements in price stabilization and thrift, combating waste at units within the finance sector.
In 2005, domestic market prices were strongly affected by the rise in global prices for many imported basic materials and losses caused by natural disasters and epidemics, which had adverse impacts on supply and demand for goods and consumer price indices. The world market prices of major imported materials are likely to remain high; avian influenza poses a risk of spreading; weather and climate conditions are complex,... Moreover, the demand for goods and services by the public during the Lunar New Year increases significantly, especially essential consumer goods and some basic services, which may lead to a sharp increase in commodity prices during the Lunar New Year (Bính Tuất).
To stabilize commodity and service prices and continue to implement thrift and combat waste during the Lunar New Year (Bính Tuất), the Minister of Finance requests the heads of units and organizations under the Ministry, and the Directors of Provincial Finance Departments to proactively disseminate and coordinate with market management agencies and relevant units in provinces and centrally-administered cities to promptly implement the following tasks:
1. In price stabilization work:
1.1. The Director of the Provincial Finance Department shall take the lead and coordinate with related agencies:
- Advise the People's Committee of the province or centrally-administered city (hereinafter referred to as the provincial People's Committee) to effectively implement Directive No. 28/2005/CT-TTg dated August 3, 2005 of the Prime Minister on measures to stabilize prices in the last months of 2005 at the local level. Promptly propose price stabilization measures within the local authority's jurisdiction to prevent sudden price fluctuations locally.
- Immediately organize the implementation of grasping the situation of preparing commodity supplies for the Lunar New Year (rice, food, sweets, beer, wine, clothing, cultural products, and means of transportation,...) from all enterprises of various economic sectors within the locality to report to the provincial People's Committee to ensure smooth production and circulation; closely monitor the market, organize the supply of goods and services; plan essential commodity reserves to meet people's needs, preventing supply-demand imbalance causing sudden price fluctuations before and after the Lunar New Year, particularly in areas recently affected by typhoons and floods and large cities.
- Coordinate with related departments (Market Management, Taxation, Public Security,...) to supervise the market, promptly detect monopolistic practices, cartels, improper competition regarding pricing, illegal trade in banned goods, counterfeit goods, low-quality goods, goods of unknown origin, live poultry and poultry meat not yet inspected,... and handle violations resolutely to protect consumers' interests.
- Inspect compliance with state regulations on price management, check the selling prices of certain goods and services stipulated by authorized agencies; inspect price labeling, preventing businesses and individuals from arbitrarily increasing prices during the Lunar New Year, causing damage to consumers' interests, and strictly punish violations according to Decree No. 169/2004/NĐ-CP dated September 22, 2004 of the Government on administrative penalties in the field of pricing.
- Coordinate with the Department of Transport and Market Management Agencies to inspect the implementation of passenger transport fares, bicycle, motorcycle, and car parking fees,... to prevent arbitrary price hikes during the Lunar New Year.
1.2. The Director of the Tax Inspection Department shall be responsible for participating in market inspections and supervision upon request of the Provincial Finance Department to promptly address violations within their jurisdiction and propose to higher authorities for handling violations exceeding their jurisdiction.
1.3. The Director of the State Treasury at the local level shall be responsible for strengthening expenditure control, while proactively coordinating with the Provincial Finance Department to implement measures to correct compliance with regulations and enhance thrift and combat waste in the use and spending of state budget funds during the Lunar New Year.
1.4. The Director of the Customs Department of the province or city shall be responsible for coordinating with border guard forces and other functional forces to strengthen manpower and equipment, organize patrols and inspections within customs operation areas and outside customs operation areas in border regions, land, sea, and air ports. Collect information, promptly detect and prevent smuggling, commercial fraud, and illegal cross-border transportation of goods to contribute to stabilizing domestic market prices, ensuring fair competition, and ensuring safety for the public.
2. For thrift and waste prevention work:
2.1. Heads of units within the finance sector shall proactively coordinate closely with Party organizations and mass organizations to thoroughly implement and instruct subordinate units to implement thrift, oppose extravagance and waste; instruct officials and civil servants not to bring Lunar New Year gifts to leaders' private residences; allocate time off during the Lunar New Year for family visits and greetings.
2.2. Strictly prohibit the use of official vehicles, unit assets, and equipment for personal, family, and kin purposes before, during, and after the Lunar New Year.
2.3. Strictly prohibit units within the finance sector from using festivals to organize wasteful banquets, tours, and celebrations; using unit funds to purchase, give, reward, or offer gifts to other agencies, units, or individuals in any form that does not comply with state regulations.
2.4. Units entitled to allocate bonus funds according to prescribed regulations must comply with state, Ministry, and Ministry-affiliated organization regulations on year-end incentive payments for collectives and individuals who have contributed to unit operations. Incentives should be tied to work performance outcomes to motivate and encourage officials and civil servants to strive harder in their duties. The list of awardees must be publicly disclosed for all officials and civil servants within the unit to know and monitor.
Units using welfare funds to provide慰问、赠送礼物给有功于革命的家庭、残疾军人、烈士亲属以及财政部门退休干部时,必须遵循国家的方针和政策。
2.5. Properly implement budget forecasting, settlement, and management of allocated financial resources to ensure correct and effective use of funds for intended purposes; strictly adhere to regulations and fully economize in expenditures, asset purchases, meetings, conference organization, etc.; guarantee absolute safety of state assets and equipment entrusted to units for management and use.
2.6. Heads of units under the Ministry of Finance are responsible for directing, planning, organizing the implementation, and instilling a spirit of thrift and waste prevention among all officials and civil servants in their units.
3. Reporting System:
3.1. The system for reporting market prices during the Tet holiday is stipulated as follows:
a. For provincial Departments of Finance:
- Starting from December 5, 2005, in regular reports (daily, weekly, biweekly, monthly) sent to the Ministry of Finance (Price Management Department), they must include information on preparations for goods serving the Tet holiday, assessment of supply capabilities, price stabilization measures at the local level, particularly rice varieties (glutinous and fragrant), pork, fish, sweets, processed foods (sticky rice cake, sausage, etc.), fruits, and service fees such as clothing alteration, bicycle, motorcycle, car parking, passenger transport fares.
- Implement a daily rapid reporting system (via fax or email) from January 15, 2006, to February 10, 2006 (excluding Tet holidays) for 12 provincial Departments of Finance: Lang Son, Quang Ninh, Hai Phong, Hanoi, Nghe An, Thua Thien Hue, Da Nang, Khanh Hoa, Ho Chi Minh City, Can Tho, Dong Nai, and Ba Ria-Vung Tau. The number of items reported daily shall follow the provisions set out in Decision No. 1712/QD-BTC dated May 25, 2005, issued by the Minister of Finance regarding the Market Price Reporting System.
- After the Tet holiday, provincial Departments of Finance must submit comprehensive reports evaluating market conditions before and after the holiday to the Ministry of Finance (Price Management Department) by February 10, 2006, for consolidation and reporting to the Prime Minister.
b. For units: Tax Service, State Treasury, Customs Service of provinces and cities: starting from December 15, 2005, report weekly (excluding Tet holidays) on assigned tasks pursuant to this Directive to the Price Management Department and higher-level units within the vertical sector. After the Tet holiday, units must submit comprehensive reports on overall conditions before, during, and after the holiday to the Price Management Department and higher-level units within the vertical sector by February 10, 2006.
c. The Price Management Department shall compile and report to the Ministry leadership on market conditions periodically and urgently (if there are unusual fluctuations) during the Tet holiday of the Year of the Tiger.
3.2. System for reporting thrift and waste prevention efforts:
a. Units under the Ministry of Finance must submit comprehensive evaluations of thrift and waste prevention efforts at their units and subordinate units before, during, and after the holiday to their direct superiors by February 7, 2006.
b. Units and organizations under the Ministry of Finance, provincial Departments of Finance must submit comprehensive evaluations of thrift and waste prevention efforts at their units and subordinate units before, during, and after the holiday to the Ministry of Finance (Financial Affairs and Administration Department) by February 10, 2006.
c. In case of urgent and unusual issues, units must promptly compile and report to their direct superiors, the People's Committee at the same level, and the Ministry of Finance.
d. The Financial Affairs and Administration Department shall lead in compiling the situation report for the Ministry leadership or present it to the Ministry leadership for reporting to the Prime Minister on thrift and waste prevention efforts in units under the Ministry of Finance during the Tet holiday of the Year of the Tiger.
4. Implementation:
Assign the Director of the Price Management Department to coordinate with the Directors General of the Tax General Department, Customs General Department, State Treasury, and the Secretary-General of the Ministry to oversee and direct units under the sector to fulfill price stabilization tasks.
Assign Party committees, People's Inspection Committees, and mass organizations such as Trade Unions, Women's Associations, and Youth Leagues in units under the Ministry of Finance to inspect, supervise, and urge thrift and waste prevention efforts at their units and subordinate units.
Units tasked with responsibilities must strictly implement them to ensure timely price stabilization and thrift and waste prevention during the Tet holiday of the Year of the Tiger.
