DIRECTIVE

ON IMPROVING THE QUALITY OF TEACHING STAFF AND TRAINING MANAGEMENT STAFF IN SCHOOLS UNDER THE MINISTRY OF CONSTRUCTION FOR THE PERIOD 2005-2010

In order to gradually improve the quality of human resource training in the Construction Industry to meet the needs of industrialization and modernization of the country and to implement Decision No. 09/2005/QĐ-TTg dated January 11, 2005 of the Prime Minister on approving the Project "Building and Improving the Quality of Teaching Staff and Training Management Staff for the Period 2005-2010" and Directive No. 09/2006/CT-BXD dated June 2, 2006 of the Minister of Construction on strengthening training and capacity building for officials, civil servants, and employees in the Construction Industry, the Ministry requests the heads of training institutions under the Ministry to implement the following main tasks:

1. Establish a school-level steering committee to implement Decision No. 09/2005/QĐ-TTg dated January 11, 2005 of the Prime Minister. The steering committee shall be headed by the School Director, with other members selected from the teaching staff and management personnel who are reputable, competent, and experienced within the school.

2. Schools should focus on implementing key tasks to bring about substantial changes in the work of building and improving the quality of teaching staff and training management staff, ensuring that by 2010 there will be sufficient numbers, appropriate structures, and required quality levels, specifically:

2.1. Conduct surveys and evaluations of the current status of teaching staff and training management staff to serve as a basis for planning, developing training programs, utilizing, and developing the teaching staff and training management staff of the school.

2.2. Reform and enhance the quality of teaching and training for teaching staff and training management staff:

- Selecting teachers and training managers who are politically steadfast, have good moral character, lifestyle, professional conscience, and specialized expertise, meeting the increasingly high demands of the Construction Industry in the process of accelerating industrialization and modernization of the country;

- Specifying specific mechanisms and policies to recruit university graduates with good grades and good qualities, and attracting construction industry officials with university and postgraduate degrees and practical experience in the construction field who wish to become teachers, to continue their professional and pedagogical training to supplement and improve the quality of the teaching staff of the school;

- Specifying specific mechanisms and policies to link training activities with scientific research and technology transfer, connecting the operations of universities and colleges with research agencies and production and business establishments in the Construction Industry;

- For vocational schools and technical schools, focusing on regular training and upgrading standards for teachers in both theoretical knowledge and practical skills;

- Developing plans for training, upgrading, and using training management staff and educational inspection staff; reforming the content and methods of training and upgrading towards professionalizing the training management staff.

2.3. Strengthening and reforming organizational structure:

- Reviewing, reassigning, and rearranging teaching staff who do not meet requirements through measures such as retraining, enhancing qualifications, and assigning suitable jobs according to their capabilities;

- Reviewing, reassigning, and rearranging training management staff to suit the requirements of educational management reform; specifying detailed responsibilities and authorities for individuals (at each position) and for departments, faculties, and subjects within the school to increase autonomy and responsibility in fulfilling individual and unit tasks;

- Strengthening supervision and inspection of teaching activities of teachers and training management activities of related functional departments.

2.4. Expanding and intensifying international cooperation, promoting socialization in education to meet the requirements and tasks of teacher and training management staff training.

2.5. Strengthening the construction of the Party and enhancing the effectiveness of leadership and management at all levels within the school.

3. Each year, schools need to allocate funds for the training and upgrading of teaching staff and training management staff according to regulations.

4. Every six months, units must compile and report to the Ministry of Construction through the Personnel Organization Department on the implementation of Decision No. 09/2005/QĐ-TTg dated January 11, 2005 of the Prime Minister at their units (in accordance with the prescribed form) before May 25 and November 25 each year.

5. The Personnel Organization Department is responsible for guiding, monitoring, urging, and inspecting the implementation of this Directive and regularly reporting to the Ministry's leadership on the results of its implementation./.
