On the basis of Decree No. 55/2003/ND-CP dated May 28, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Industry;
On the basis of Decree No. 179/2004/ND-CP dated October 21, 2004 of the Government stipulating state management over product and commodity quality;

Article 1. This Decision promulgates the Management Regulation for High Concentration Ammonium Nitrate attached hereto.
Article 2. This Decision shall take effect 15 days from the date of publication in the Official Gazette.
Article 3. The Head of the Ministry’s Office, the Inspector General of the Ministry, Heads of Departments, Directors of Bureaus under the Ministry, and relevant organizations and individuals are responsible for implementing this Decision./.
