JOINT CIRCULAR
Amending and supplementing Clause 2, Section II of Circular Joint Circular No. 10/1999/TTLT-BLDTBXH-BYT dated March 17, 1999 issued jointly by the Ministry of Labor, War Invalids and Social Affairs and the Ministry of Health guiding the implementation of the system of material allowances for workers working under hazardous and harmful conditions.
Pursuant to Article 104 of the Labor Code amended and supplemented in 2002 and Article 8 of Decree No. 06/CP dated January 20, 1995 of the Government detailing certain provisions of the Labor Code on labor safety and hygiene. After receiving comments from the Ministry of Finance in Circular No. 8476/BTC-PC dated July 10, 2006, the joint circular of the Ministry of Labor, War Invalids and Social Affairs and the Ministry of Health amends and supplements Clause 2, Section II of Joint Circular No. 10/1999/TTLT-BLDTBXH-BYT dated March 17, 1999 issued jointly by the Ministry of Labor, War Invalids and Social Affairs and the Ministry of Health guiding the implementation of the system of material allowances for workers working under hazardous and harmful conditions as follows:
1. Amending and supplementing Clause 2, Section II as follows:
"2. The level of allowance:

Material allowance is calculated according to a daily quota, with monetary value equivalent to the following levels:
- Level 1, at VND 4,000;
- Level 2, at VND 6,000;
- Level 3, at VND 8,000;
- Level 4, at VND 10,000."
a) This Circular shall take effect fifteen days after its publication in the Official Gazette;
b) During the implementation process, if there are any difficulties, please report them to the Ministry of Labor, War Invalids and Social Affairs and the Ministry of Health for research and resolution./.
