Pursuant to Decree No. 49/2003/NĐ-CP dated May 15, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Health;
Pursuant to Decision No. 49-QĐ/TW, Decision No. 51-QĐ/TW dated May 3, 1999 of the Central Committee of the Communist Party of Vietnam on the management hierarchy of cadres and regulations on cadre appointment;
Pursuant to Guideline No. 17-HD/TCTW dated April 23, 2003 of the Organization Department of the Central Committee of the Communist Party of Vietnam guiding the cadre planning work for leaders and managers during the period of accelerating industrialization and modernization of the country;
Pursuant to Decree No. 116/2003/NĐ-CP dated October 10, 2003 of the Government on recruitment, utilization, and management of cadres and civil servants in public service units of the State;
Pursuant to Decision No. 27/2003/QĐ-TTg dated February 19, 2003 of the Prime Minister promulgating the regulations on cadre appointment, reappointment, rotation, resignation, and removal of leaders and managers;

Article 1. Attached to this Decision is the"Regulations on Standards for Leaders and Managers of Subordinate Public Service Units under the Ministry of Health".
Article 2. This Decision shall take effect fifteen days from the date of publication in the Official Gazette. Article 1, Clause 2 of Decision No. 1947/2000/QĐ-BYT dated June 23, 2000 of the Minister of Health temporarily stipulating the management hierarchy, appointment, evaluation of cadres and civil servants, and standards for leaders and managers when considering appointment is hereby repealed.
Article 3. The Permanent Secretaries, Directors of Departments, Heads of Bureaus, Inspector General of the Ministry of Health, and Heads of subordinate public service units under the Ministry of Health are responsible for implementing this Decision./.
