RESOLUTION

On the Supervision Work Program of the National Assembly for 2008

NATIONAL ASSEMBLY OF THE SOCIALIST REPUBLIC OF VIETNAM

Pursuant to the Constitution of the Socialist Republic of Vietnam in 1992 as amended and supplemented by Resolution number 51/2001/QH10;

Pursuant to the Law on the Activities of Supervision of the National Assembly;

Based on the review of the proposal of the National Assembly's Ethnic Council, the National Assembly's Committees, the Delegations of National Assembly Members, the Central Committee of the Vietnam Fatherland Front, the Report of the National Assembly's Standing Committee, and the opinions of the National Assembly members,

RESOLUTION:

Article 1:

The National Assembly conducts supreme supervision of the following contents:

1. At the third session:

1.1- Review the supplementary report of the Government on the assessment of the results of implementing tasks related to economic and social development and state budget in 2007; the situation of implementing the plan for economic and social development and state budget in the first months of 2008, and other relevant reports of competent agencies as prescribed by law.

1.2- Question some members of the Government regarding their activities in directing and managing within their respective fields of responsibility.

1.3- Special supervision on the implementation of policies and laws concerning the socialization of health care services for the people.

2. At the fourth session:

2.1- Review the reports of the Government on the situation of implementing tasks related to economic and social development and the state budget estimate for 2008; the plan for economic and social development and the state budget estimate for 2009; the allocation of the central budget and additional local budgets for 2009; the work reports of the National Assembly's agencies, the Government, the Supreme People's Court, the Supreme People's Procuracy, and other relevant reports of competent agencies as prescribed by law.

2.2- Question some members of the Government, the President of the Supreme People's Court, and the Chief Prosecutor of the Supreme People's Procuracy regarding their activities in directing and managing within their respective fields of responsibility.

2.3- Special supervision on the implementation of policies and laws concerning basic construction investment using state capital from 2005 to 2007 at ministries, sectors, and localities.

Article 2:

Based on the content of the highest supervision activities of the National Assembly and according to the tasks and powers prescribed by law, the National Assembly's Standing Committee, the National Assembly's Ethnic Council, and the National Assembly's Committees proactively build and implement their own supervision programs; have detailed plans for each quarter and month to serve the direction, coordination, and cooperation in supervision activities; carry out consolidation work and report according to the provisions of law.

Article 3:

Based on the contents of Article 1 and Article 2 of this Resolution and the actual situation and conditions, the Delegations of National Assembly Members and National Assembly members proactively select content to build their supervision programs, conduct supervision activities, and report results according to the provisions of law.

Article 4:

The National Assembly's Standing Committee is tasked with organizing the implementation of the Resolution on the National Assembly's supervision activity program for 2008; directing, coordinating, and cooperating in the supervision activities of the National Assembly's Ethnic Council and the National Assembly's Committees; guiding the Delegations of National Assembly Members and National Assembly members in conducting supervision activities; directing research to improve and innovate methods of operation to enhance the quality and effectiveness of supervision; directing the follow-up, urging, and summarizing the results of resolving supervisory recommendations.

Article 5:

Relevant central and local agencies and organizations shall cooperate closely with National Assembly agencies, Delegations of National Assembly Members, and National Assembly members in supervision activities; promptly provide necessary information and documents upon request of the supervising agency; implement recommendations and report the results of implementation to the supervising agencies.

Article 6:

The National Assembly's Standing Committee shall examine the consolidated report on the results of supervision activities of National Assembly agencies and Delegations of National Assembly Members every six months and annually; summarize and report on the implementation of the supervision program at the final session of the National Assembly in the year.
