CIRCULAR
Regulations on the Framework Program for Intermediate Vocational Qualifications and the Framework Program for Higher Vocational Qualifications for certain occupations in Agriculture, Forestry, and Fisheries

Pursuant to the Vocational Training Law dated November 29, 2006;
Pursuant to Decree No. 186/2007/NĐ-CP dated December 25, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Labor - War Invalids and Social Affairs;
Pursuant to Decision No. 58/2008/QĐ-BLDTBXH dated September 6, 2008 of the Minister of Labor, Invalids and Social Affairs promulgating regulations on the framework program for intermediate vocational qualifications and the framework program for higher vocational qualifications;
Pursuant to the results of the review board's assessment and the proposal of the General Vocational Training Administration regarding the issuance of the framework program for intermediate vocational qualifications and the framework program for higher vocational qualifications for the following occupations: Marine Product Extraction and Fishing; Ornamental Animals; Gardening - Ornamental Plants;
The Ministry of Labor, Invalids and Social Affairs hereby stipulates the framework program for intermediate vocational qualifications and the framework program for higher vocational qualifications for the above occupations as follows:
Article 1. Scope of Regulation and Applicability:
This Circular stipulates the framework program for intermediate vocational qualifications and the framework program for higher vocational qualifications to be applied to public and private vocational training institutions (hereinafter referred to as Vocational Training Institutions) that have registered to provide vocational training for the occupations specified in this Circular;
The framework program for intermediate vocational qualifications and the framework program for higher vocational qualifications stipulated in this Circular are not mandatory for vocational training institutions with foreign investment capital.
Article 2. The framework program prescribed in this Circular includes:
1. The framework program for intermediate vocational qualifications and the framework program for higher vocational qualifications for the occupation "Marine Product Extraction and Fishing" (Annex 1);
2. The framework program for intermediate vocational qualifications and the framework program for higher vocational qualifications for the occupation "Ornamental Animals" (Annex 2);
3. The framework program for intermediate vocational qualifications and the framework program for higher vocational qualifications for the occupation "Gardening - Ornamental Plants" (Annex 3).
Article 3. Responsibility for Developing Vocational Training Programs:
Based on the provisions of this Circular, the Principals of vocational colleges, intermediate vocational schools, universities, colleges, and specialized intermediate vocational schools that have registered to provide vocational training for the occupations specified in this Circular shall organize the development, review, and approval of their vocational training programs.
Article 4. Implementation provisions:
1. This Circular takes effect 45 days from the date of signature;
2. Ministries, ministerial-level agencies, governmental agencies, Political-Social Organizations, People's Committees of provinces and centrally governed cities, the General Vocational Training Administration, vocational colleges, intermediate vocational schools, universities, colleges, specialized intermediate vocational schools that have registered to provide intermediate vocational qualifications and higher vocational qualifications for the occupations specified in this Circular, and related units are responsible for implementing this Circular./.
