MINISTER OF NATIONAL DEFENSE

Pursuant to the Law on Legislative Documents of 2008;

Pursuant to Decree No. 104/2008/NĐ-CP dated September 16, 2008 of the Government on the Functions, Tasks, Authorities, and Organizational Structure of the Ministry of National Defense;

Pursuant to Decree No. 117/2008/ND-CP dated November 14, 2008 of the Government on civil defense;

CONSIDERING the proposal of the General Staff;

CIRCULAR:

Article 1. Tasks and Authorities of the General Staff Department

1. To take the lead in assisting the Ministry of National Defense and the Government in guiding and supervising ministries, ministerial-level agencies, and government agencies, other central organizations (hereinafter referred to collectively as ministries and sectors), provinces, and centrally-administered cities (hereinafter referred to collectively as provincial level) in building and implementing planning, plans, projects, and programs for constructing facilities serving civil defense missions in conjunction with military strategic deployment planning in defense zones as prescribed by law.

2. To advise the Ministry of National Defense on regulations governing the operations of the central civil defense agency of the Ministry of National Defense and the functions and responsibilities of military agencies and units and the People's Militia Self-Defense Force in performing civil defense tasks.

3. To direct civil defense forces under military agencies and units and the People's Militia Self-Defense Force to coordinate with civil defense forces of ministries, sectors, and localities in carrying out civil defense tasks according to their assigned areas while directing and guiding military regions and local military agencies to assist provincial people's committees in performing civil defense tasks.

4. To direct the Operations Directorate

a) As the central civil defense agency of the Ministry of National Defense, to assist the General Staff Department and the Ministry of National Defense in performing state management functions over civil defense in the assigned fields. Drafting documents to be submitted to the Ministry of National Defense for issuance to guide agencies and units in performing civil defense tasks. Collecting information related to the results of civil defense activities of the military, the People's Militia Self-Defense Force, and specialized or concurrently-assigned civil defense forces of ministries, sectors, and localities, reporting to the Ministry of National Defense and the Government. Assisting the Chief of the General Staff Department in directly directing civil defense forces of the military and the People's Militia Self-Defense Force during the implementation of tasks;

b) To take the lead and coordinate with relevant functional agencies in directing, guiding, and inspecting the civil defense central agencies of military regions and localities in planning and implementing civil defense tasks during wartime or in emergency situations concerning national defense;

c) To assist the Head of the General Staff Department and the Minister of National Defense in guiding the planning and construction of systems and components serving civil defense tasks in conjunction with military strategic deployment planning in defense zones and organizing the review and submission to competent authorities for approval in accordance with Article 14 of Decree No. 152/2007/ND-CP dated October 10, 2007 of the Government on defense zones and Articles 11, 12, and 13 of Decree No. 117/2008/ND-CP dated November 14, 2008 of the Government on civil defense (Decree No. 117/2008/ND-CP);

d) In case of disasters or war, to take the lead and coordinate with relevant agencies and units in assisting the Head of the General Staff Department and the Minister of National Defense in mobilizing various types of equipment, supplies, and materials to implement emergency measures to address and mitigate consequences, protecting the lives and property of the State and the people;

đ) To take the lead and coordinate with relevant agencies in inspecting, summarizing, and concluding on civil defense activities in the assigned field, reporting the results to the Head of the General Staff Department and the Minister of National Defense.

5. To direct the Rescue and Disaster Relief Directorate

a) To take the lead and coordinate with the central civil defense agency of the Ministry of National Defense in assisting the General Staff Department and the Ministry of National Defense in performing state management functions over civil defense in the field of prevention, response, and mitigation of natural disaster and disaster consequences;

b) To take the lead and coordinate with relevant agencies under the Ministry of National Defense in advising the Head of the General Staff Department and the Minister of National Defense on directing, guiding the planning and construction of plans and training exercises for civil defense tasks in the prevention, response, and mitigation of natural disaster and disaster consequences at military agencies and units and the People's Militia Self-Defense Force;

c) To coordinate with relevant agencies in assisting the central civil defense agency of the Ministry of National Defense in the field of rescue and disaster relief when handling situations involving the prevention, response, and mitigation of natural disaster and disaster consequences. Monitoring and summarizing the results of the prevention, response, and mitigation of natural disaster and disaster consequences by the military and the People's Militia Self-Defense Force, reporting to the central civil defense agency of the Ministry of National Defense;

d) In case of natural or man-made disasters, to coordinate with relevant agencies in assisting the central civil defense agency of the Ministry of National Defense in directing civil defense forces of the military and the People's Militia Self-Defense Force to mobilize various types of equipment, supplies, and materials to implement emergency measures to address and mitigate consequences, protecting the lives and property of the State and the people;

đ) To coordinate with the central civil defense agency of the Ministry of National Defense and relevant agencies in inspecting, summarizing, and concluding on civil defense activities in the prevention, response, and mitigation of natural disaster and disaster consequences by the military and the People's Militia Self-Defense Force;

e) To coordinate with the Science, Technology, and Environment Directorate, the Training Directorate, the People's Militia Self-Defense Force Directorate, the Military School Directorate, and relevant functional agencies of central ministries and sectors in compiling training materials on the prevention, response, and mitigation of natural disaster and disaster consequences for the military and the People's Militia Self-Defense Force.

6. To direct the People's Militia Self-Defense Force Directorate

a) To take the lead in researching, drafting, and submitting to competent authorities for issuance of guiding documents to direct the civil defense forces to perform their civil defense tasks during peacetime and wartime. Directly direct the compilation of materials for training and instructing officers, training, and conducting drills on civil defense for the civil defense forces. Take the lead in directing and guiding the training, competition, and drill exercises, and drafting plans for civil defense for the civil defense forces;

b) To take the lead and coordinate with relevant agencies inside and outside the military to research, produce samples, procure, and guide the provision of supplies, means, and equipment for the civil defense forces to perform disaster prevention, mitigation, and response tasks, and in wartime;

c) To monitor, direct, and compile results of the implementation of civil defense tasks by the civil defense forces at localities, agencies, and organizations within the assigned field. Coordinate with the Civil Defense Department of the Ministry of National Defense to inspect the implementation of civil defense tasks nationwide. Compile information related to the activities of the civil defense forces and report to the Civil Defense Department of the Ministry of National Defense;

d) To take the lead and coordinate with functional agencies of the General Staff and the Ministry of National Defense to direct and organize inspections, mid-term reviews, and final summaries of the implementation of civil defense tasks by the civil defense forces. Coordinate with the Propaganda and Education Department and the Policy Department under the Political Bureau to study, propose, and guide rewards and policies for collectives and individuals within the civil defense forces who fall ill, suffer accidents, die, are injured, or sacrifice while performing civil defense tasks according to the law;

e) To advise the Central Council for National Defense and Security on directing the inclusion of civil defense content in the programs for national defense and security knowledge training for cadres and students, and in the national defense and security education programs for students and propaganda to the entire population;

7. To direct the Training Department;

a) To take the lead in assisting the Chief of the General Staff and the Minister of National Defense in directing the development of training programs, contents, and compiling training materials on civil defense in the assigned field; organizing training sessions, instructing officers, directing training, organizing drills, competitions, and exercises on civil defense for military agencies and units;

b) To coordinate with functional agencies of the Ministry of National Defense to assist the Civil Defense Department of the Ministry of National Defense in planning and guiding functional agencies of ministries, sectors, and localities on the content of training and instructing civil defense forces and disseminating among the public measures to prevent, avoid, and mitigate the consequences of high-tech weapons, large-scale destructive weapons, and disasters caused by war;

c) To take the lead and coordinate with related agencies in formulating regulations and rules for inspection, competition, and exercise in implementing civil defense tasks for military agencies and units. To compile information related to the results of training and instructing civil defense for military agencies and units and report to the Civil Defense Department of the Ministry of National Defense;

8. To direct the Military Forces Department;

a) To advise the Ministry of National Defense on procurement, inspection, and issuing management and usage regulations for types of means, equipment, and supplies ensuring civil defense tasks in the assigned field according to the Prime Minister's Decision No. 117/2008/ND-CP for military units when performing civil defense tasks under Clause 1, Article 10 of Decree No. 117/2008/ND-CP;

b) To coordinate with functional agencies under the Defense Industry General Department, the Logistics General Department, and the Technical General Department to advise the Ministry of National Defense on developing production plans for types of means, equipment, and supplies for civil defense tasks for military units and the civil defense forces; arranging storage locations ready to meet training, drill, competition, and exercise requirements and the implementation of civil defense tasks;

c) To coordinate with the Policy Department under the Political Bureau and related agencies to implement systems and policies for the civil defense force in the military when performing civil defense tasks if they fall ill, suffer accidents, die, are injured, or sacrifice. To compile information related to the implementation of civil defense tasks by the military and report to the Civil Defense Department of the Ministry of National Defense;

9. To direct other agencies under the General Staff, Military Command Departments of ministries and sectors, and the civil defense forces to perform civil defense tasks in the assigned field. To regularly report to the Minister of National Defense on the results of civil defense tasks performed by the military, ministries, sectors, and the civil defense forces.

Article 2. Tasks and Authorities of the Political General Department

1. Direct subordinate agencies to guide the implementation of party work and political work for the Military and the People's Self-Defense Force during the execution of civil defense tasks within the assigned domain.

2. Take the lead in monitoring and guiding the implementation of the leadership mechanism pursuant to Resolution No. 28-NQ/TW dated September 22, 2008 of the Party Central Committee on continuing to build provinces and centrally-administered cities into solid civil defense zones under new circumstances for the Military and the People's Self-Defense Force during the execution of civil defense tasks.

3. Direct the Organization Bureau

a) Take the lead and coordinate with relevant agencies under the Ministry of National Defense to direct and guide the content of party work and political work for the Military and the People's Self-Defense Force when executing civil defense tasks;

b) Assist the head of the Political General Department in monitoring and guiding military units and the People's Self-Defense Force to implement the leadership mechanism for the Military and the People's Self-Defense Force when executing civil defense tasks;

c) Coordinate with the central agency for civil defense under the Ministry of National Defense and related agencies to inspect, summarize, and conclude on the content of party work and political work in the execution of civil defense tasks by the Military and the People's Self-Defense Force;

d) Coordinate with the central agency for civil defense under the Ministry of National Defense, the Rescue and Relief Bureau, the People's Self-Defense Force Bureau, and related agencies to prepare the content of party work and political work in training, exercises, competitions, and games on civil defense for military units and the People's Self-Defense Force. Summarize the results of party work and political work in civil defense activities of the Military and the People's Self-Defense Force and report to the head of the Political General Department and the central agency for civil defense under the Ministry of National Defense.

4. Direct the Propaganda Bureau

a) Take the lead and coordinate with functional agencies to monitor and compile the political and ideological situation in agencies and units of the Military and the People's Self-Defense Force when executing civil defense tasks, and report to the head of the Political General Department and the central agency for civil defense under the Ministry of National Defense;

b) Take the lead and coordinate with functional agencies to study and propose content, forms, and methods of propaganda and education on politics, ideology, and law regarding civil defense for agencies and units of the Military and the People's Self-Defense Force to enhance awareness, responsibility, and effectiveness in executing civil defense tasks;

c) Direct the military press, radio, and television agencies to cooperate with central and local mass media agencies to publicize the civil defense activities of the Military and the People's Self-Defense Force; coordinate with functional agencies to compile, propose, and submit to competent authorities for commendation of collectives and individuals of the Military and the People's Self-Defense Force who have outstanding achievements in the process of executing civil defense tasks.

5. Direct the Mass Mobilization Bureau

a) Take the lead and coordinate with related agencies to advise the head of the Political General Department to direct and guide agencies and units of the Military and the People's Self-Defense Force to implement the content and forms of mass mobilization work in the execution of civil defense tasks;

b) Coordinate with functional agencies under the Ministry of National Defense to study and advise the head of the Political General Department and the Minister of National Defense to direct and guide the content and measures for coordinating activities with political and social organizations in the field of civil defense and the commendation, discipline, summary, conclusion, and experience extraction of mass mobilization work of the Military and the People's Self-Defense Force during the execution of civil defense tasks. Compile information related to the results of mass mobilization work when executing civil defense tasks by agencies and units of the Military, and report to the head of the Political General Department and the central agency for civil defense under the Ministry of National Defense.

6. Direct the Policy Bureau

a) Coordinate with central functional agencies of relevant ministries and sectors to study and propose policies to the Government for agencies and units of the Military and the People's Self-Defense Force when executing civil defense tasks;

b) Take the lead and coordinate with related agencies under the Ministry of National Defense to study and propose to the head of the Political General Department and the Minister of National Defense to issue guiding documents on the implementation of state and military policies for agencies and units of the Military and the People's Self-Defense Force when executing civil defense tasks;

c) Assist the Ministry of National Defense in monitoring and guiding agencies and units of the Military and the People's Self-Defense Force to implement the policies of the Party, State, and Military to contribute to improving the quality of activities in the execution of civil defense tasks both in peacetime and wartime.

7. Direct other agencies under the Political General Department in advising on the implementation of civil defense tasks according to the directives of the head of the Political General Department and the Minister of National Defense. Compile information related to the results of policy implementation for forces engaged in civil defense activities of the Military and the People's Self-Defense Force and report to the head of the Political General Department and the Minister of National Defense.

Article 3. Tasks and Authorities of the General Logistics Department

1. Take the lead and coordinate with functional agencies under the Ministry of National Defense to direct and guide military agencies and units in developing plans for logistics support when performing civil defense tasks. Be ready to provide medical supplies for the reserve to treat the civil defense forces of the Military, the People's Militia Self-Defense Force, and assist the people in case of natural disasters or catastrophes. Participate in mitigating the consequences of catastrophes within the assigned field; coordinate with relevant ministries, sectors, and local authorities to ensure environmental hygiene after catastrophes or wars.

2. Monitor, inspect, and guide logistics support activities of military agencies and units when performing civil defense tasks, report to the Standing Civil Defense Office of the Ministry of National Defense. Participate in directing civil defense exercises, competitions, and sports events according to the assigned functions. Direct logistics support for the civil defense forces of military agencies and units in all situations.

3. Coordinate with central ministries and sectors related to advise the Head of the Ministry of National Defense on implementing policies combining economy with national defense, and national defense with economy to contribute to creating sources and ensuring local logistics support for the Military, and guide local military agencies to advise local party committees and governments on ensuring logistics support for the People's Militia Self-Defense Force in performing civil defense tasks while contributing to economic and social development at localities and grassroots levels. Summarize contents related to the results of logistics support for civil defense tasks performed by military agencies and units, report to the Standing Civil Defense Office and the Head of the Ministry of National Defense.

Article 4. Tasks and Authorities of the General Technical Department

1. Take the lead and coordinate with related agencies under the Ministry of National Defense to guide military agencies and units in developing plans for technical support work when performing civil defense tasks.

2. Advise and guide local military agencies to direct the technical sector under their jurisdiction to cooperate with relevant sectors of the locality in implementing the creation of technical resources to ensure local availability for civil defense tasks. Monitor, guide, and organize inspections of technical support during civil defense, report to the Standing Civil Defense Office of the Ministry of National Defense. Participate in directing civil defense exercises, competitions, and sports events according to the assigned functions and tasks of the Ministry of National Defense.

3. Coordinate with the General Staff Department and related agencies to assist the Ministry of National Defense in guiding the production, management, and use of technical equipment and materials to ensure the Military's performance of civil defense tasks. Direct and advise on technical support work to meet requirements when handling civil defense situations for the Military and the People's Militia Self-Defense Force. Summarize contents related to the results of technical support for the Military and the People's Militia Self-Defense Force in performing civil defense tasks, report to the Standing Civil Defense Office and the Head of the Ministry of National Defense.

Article 5. Tasks and Authorities of the General Department of National Defense Industry

1. Take the lead and coordinate with related agencies and units and functional agencies of central ministries and sectors to research, develop, and implement programs and projects to invest in developing the national defense industry combined with producing equipment and materials to ensure the Military and the People's Militia Self-Defense Force in performing civil defense tasks within the assigned field.

2. Advise to assist the Ministry of National Defense in coordinating with related central ministries, councils, and sectors to guide military agencies and units and local military agencies in developing mobilization plans for the national defense industry to meet civil defense tasks in peacetime and wartime. Summarize contents related to the results of performing civil defense tasks within the assigned field, report to the Standing Civil Defense Office and the Head of the Ministry of National Defense.

Article 6. Tasks and Authorities of Departments under the Ministry of National Defense

1. Department of Planning and Investment

a) Take the lead and coordinate with departments under the Ministry of National Defense and relevant agencies of other ministries and sectors to assist the Standing Office for Civil Defense of the Ministry of National Defense in appraising and submitting to competent authorities for approval the planning and construction plans for civil defense works in accordance with Articles 11, 12, and 13 of Decree No. 117/2008/NĐ-CP;

b) Assist the Minister of National Defense in overseeing, directing, and guiding the implementation of economic-military integration projects and military-economic integration projects to ensure readiness to meet civil defense requirements during peacetime and wartime.

c) Develop budget plans to ensure that the Military can fulfill civil defense tasks, submit them to competent authorities for approval. Summarize contents related to the results of civil defense task implementation within their assigned fields, report to the Standing Office for Civil Defense of the Ministry of National Defense.

2. Finance Department

a) Guide financial agencies of military units in preparing budgets, finalizing accounts, and ensuring funding for organizations implementing civil defense tasks according to the functions and responsibilities of each agency and unit;

b) Lead and monitor the provision of funding for the implementation of civil defense tasks at military units. Summarize contents related to the results of civil defense task implementation within their assigned fields, report to the Standing Office for Civil Defense of the Ministry of National Defense.

3. Economic Department

a) Take the lead and coordinate with relevant agencies to assist the Ministry of National Defense in directing the development of economic and social planning and projects in accordance with the Government's planning, economic-military zones to meet civil defense requirements within their assigned fields;

b) Direct civil defense forces under economic-military groups to cooperate with civil defense forces of military units, localities, agencies, organizations, and self-defense forces in organizing training, drills, exercises, competitions, and being ready to perform civil defense tasks;

c) Annually and periodically, according to the directives of the Ministry of National Defense and the Standing Office for Civil Defense of the Ministry of National Defense, develop and implement inspection, summary, and conclusion plans. Summarize the results of civil defense task implementation by economic-military units, report to the Standing Office for Civil Defense of the Ministry of National Defense.

4. Science, Technology, and Environment Department

a) Take the lead in advising the Ministry of National Defense on directing and guiding the safety assurance of chemical and nuclear facilities, radiation prevention, leakage of toxic chemicals and radiation, water treatment, waste disposal, and environmental protection in garrison areas and related locations;

b) Take the lead in advising the Ministry of National Defense on directing military units to develop plans to protect production facilities directly related to harmful sources. Coordinate with the Rescue and Relief Department, Medical Service Department, and relevant central agencies of other ministries and sectors to develop rescue and disaster mitigation plans;

c) Coordinate with relevant agencies inside and outside the Military to research and propose improvements and applications of equipment, devices, and materials for civil defense training. Summarize the results of civil defense task implementation within their assigned fields, report to the Standing Office for Civil Defense of the Ministry of National Defense.

Article 7. Tasks and Authorities of the Military Region Command and the Hanoi Capital Command

1. The Military Region Command

a) Coordinate with the local Party committee and administration within the military region to lead and direct the implementation of civil defense tasks of the Army and self-defense forces. Direct the military agencies under the military region to advise the same-level People's Committee on planning and implementing civil defense tasks according to the law, government directives, and the Ministry of National Defense's guidance;

b) Assign the Operations Department as the permanent civil defense agency of the military region. The Ministry of National Defense directs the establishment of regulations and activities for the permanent civil defense agency at the military region level;

c) Direct and command armed forces under its jurisdiction to cooperate with local civil defense forces in training, exercises, competitions, and handling civil defense situations occurring within the area. Summarize relevant contents related to the implementation results of civil defense tasks of the military region and report to the permanent civil defense agency of the Ministry of National Defense.

2. The Hanoi Capital Command

a) Advise the Hanoi City Party committee and administration in leading and directing the implementation of civil defense tasks of armed forces under its jurisdiction. Direct military agencies at the district level, Military Command at the commune level, and Military Command of agencies and organizations within the area to advise the same-level People's Committee and heads of agencies and organizations on planning and implementing civil defense tasks according to the law, government directives, and the permanent civil defense agency of the Ministry of National Defense's guidance;

b) Assign the Operations Department as the permanent civil defense agency of the Command. The Ministry of National Defense directs the establishment of regulations and activities for the permanent civil defense agency of the Command;

c) Direct and command military agencies and units and self-defense forces under its jurisdiction to cooperate with civil defense forces of localities, bases, agencies, and organizations within the area in training, exercises, competitions about civil defense. Summarize relevant contents related to the implementation results of civil defense tasks of the Command and report to the permanent civil defense agency of the Ministry of National Defense.

Article 8. Tasks and Authorities of the Service Command and the Border Guard Command

1. The Naval Service Command

a) Direct agencies, units, and self-defense forces under the Service to implement civil defense tasks according to assigned functions and responsibilities;

b) Direct civil defense forces under the Service to coordinate with other civil defense forces operating at sea to be ready to perform civil defense tasks;

c) Continuously grasp the situation at sea and islands, informing localities and related forces to take measures and plans for coordination and implementation. 2. The Air Defense-Air Force Service Command

a) Direct agencies and units under its jurisdiction to organize forces to implement civil defense tasks according to assigned functions and responsibilities;

b) Coordinate with civil defense forces of military units, self-defense forces, and forces of agencies and organizations and related localities to implement civil defense tasks within their assigned areas;

c) Be ready to perform civil defense tasks according to orders from competent authorities and the permanent civil defense agency of the Ministry of National Defense. Summarize relevant contents related to the implementation results of civil defense tasks of the Service and report to the permanent civil defense agency of the Ministry of National Defense.

3. The Border Guard Command

a) Direct and guide agencies and units under its jurisdiction to organize forces, train, practice, conduct exercises, competitions, and be ready to coordinate with other forces within the area to implement civil defense tasks;

b) Be ready to perform civil defense tasks according to orders from competent authorities and the permanent civil defense agency of the Ministry of National Defense;

c) Grasp the situation regarding civil defense occurring in border, coastal, and island areas to promptly inform related civil defense forces to proactively take measures and plans for timely and effective handling, contributing to maintaining sovereignty and territorial integrity in all situations. Article 9. Tasks and Authorities of the Corps Command

1. Direct the organization, training, and deployment of forces to perform civil defense tasks according to the orders of competent authorities and the guidance of the Standing Office for Civil Defense under the Ministry of National Defense. Coordinate with other civil defense forces in the locality where the troops are stationed in performing civil defense tasks.

2. Command units under its jurisdiction to participate in building plans and programs for civil defense in localities where the troops are stationed according to approved civil defense coordination plans. Summarize contents related to the results of civil defense tasks performed by the corps and report to the Standing Office for Civil Defense under the Ministry of National Defense.

Article 10. Tasks and Authorities of the Service Command

1. The Command of the Signal Service

a) Coordinate with relevant agencies to ensure communication during the process of forecasting risks, scale, and extent of damage in areas that may experience civil defense situations. Ensure communication for notification, command transmission, and alarm issuance to military agencies, units, and localities when civil defense situations occur;

b) Direct and guide communication within military units and self-defense forces. Develop plans to ensure communication for leadership, command, coordination, and implementation of civil defense tasks. Propose to the General Staff Department and the Ministry of National Defense to equip appropriate communication equipment to meet the requirements and tasks of the military and self-defense forces. Summarize contents related to the results of civil defense tasks performed by the service and report to the Standing Office for Civil Defense under the Ministry of National Defense.

2. The Command of the Chemical Service

a) Lead and coordinate with relevant agencies inside and outside the military to study and assess the situation of toxic substances, radiation, and nuclear materials in case of disasters. Advise and propose solutions and plans to prevent, combat, and mitigate consequences. Guide military units and self-defense forces to forecast, observe, scout, and detect nuclear, chemical, and radiological situations if they occur. Mark, isolate, decontaminate, and disinfect contaminated areas;

b) Lead and coordinate with relevant agencies to propose contents on preventing weapons of mass destruction in national defense and security education programs and knowledge enhancement programs for target groups; ensure chemical protection equipment and supplies for military units; guide local military agencies to ensure chemical protection for self-defense forces in performing civil defense tasks within their assigned scope. Summarize contents related to the results of civil defense tasks performed by the service and report to the Standing Office for Civil Defense under the Ministry of National Defense.

3. The Command of the Engineering Service

a) Lead and coordinate with functional agencies to advise the General Staff Department and the Ministry of National Defense on transforming and utilizing natural caves, grottos, and terrain to serve avoidance purposes in case of disasters or wars;

b) Guide the development of plans to build civil defense engineering systems at various levels in conjunction with approved military strategic planning for defense zones;

c) Command forces under its jurisdiction to implement civil defense tasks according to orders from competent authorities and directives from the Standing Office for Civil Defense under the Ministry of National Defense; organize the construction and management of civil defense engineering works to prevent, combat, and mitigate consequences according to分级限制词汇,请忽略此提示。

Article 11. Tasks and Authorities of Military Academies and Schools

1. To take the lead and coordinate with functional agencies of the Ministry of National Defense and relevant ministries and sectors to research, compile textbooks, and implement training and education on civil defense contents for target groups according to their respective levels.

2. To participate in researching and proposing the application of scientific topics in civil defense activities within the military, self-defense militia forces, and ministries, sectors, and localities. To compile and report on the results of civil defense tasks implemented by academies and schools to the Standing Office of Civil Defense under the Ministry of National Defense.

Article 12. Tasks and Authorities of Military Command Boards of Ministries and Sectors

1. To assist the Party Committee, the Board of the Party Organization, the Party Committee, and the heads of agencies and organizations in leading and directing civil defense tasks of their agencies and organizations, and to perform state management functions in civil defense according to the assigned fields.

2. To advise the heads of agencies and organizations to coordinate with the Commanders of Military Regions, the Commander of the Hanoi Capital Military Region, the Commanders of Military Services and Arms, and the People's Committees of provinces where the agencies and organizations are located to implement civil defense tasks according to the fields of their agencies and organizations.

3. To report to the heads of agencies and organizations for approval of civil defense plans of their agencies and organizations and self-defense forces under their authority. To propose the implementation of policies and benefits for self-defense forces when participating in civil defense tasks and suffering illness, accidents, death, injury, or sacrifice according to the provisions of the law.

4. To command self-defense forces under their authority to organize training, participate in competitions, exercises, and drills, and to carry out civil defense tasks according to the orders of competent authorities and the guidance of the Standing Office of Civil Defense under the Ministry of National Defense.

5. To advise the heads of agencies and organizations to manage facilities and equipment serving civil defense tasks and to incorporate civil defense knowledge into annual training, education, and propaganda programs of their agencies and organizations and subordinate public institutions. To compile and report on the results of civil defense tasks implemented by their agencies and organizations to the Standing Office of Civil Defense under the Ministry of National Defense.

Article 13. Tasks and Authorities of Other Military Agencies and Units

1. Military agencies and units specified from Article 1 to Article 12 of this Circular, based on their respective functions and tasks according to the directives of the Standing Office of Civil Defense under the Ministry of National Defense, shall be responsible for coordinating with civil defense forces of military agencies and units, self-defense militia forces, and forces of agencies, organizations, and localities where they are stationed to implement assigned tasks when situations arise.

2. To compile and report on the results of civil defense tasks implemented by their agencies and units to the Standing Office of Civil Defense under the Ministry of National Defense.

Article 14. Effective Date

This Circular takes effect from March 22, 2010.

Article 15. Implementation Organization

The Chief of General Staff, the Director of the Political General Department, the Heads of Departments, the Heads of Agencies and Units, and the Commanders of Military Command Boards of Central Agencies are responsible for implementing this Circular and reporting on the organization and implementation of civil defense tasks to the Ministry of National Defense through the Standing Office of Civil Defense under the Ministry of National Defense./.
