Pursuant to the Law on Inspection No. 22/2004/QH11 dated June 25, 2004;

Article 1. Other types of artistic performances

Pursuant to Decree No. 71/2009/NĐ-CP dated August 28, 2009 of the Government on the organization and operation of the Inspection of Culture, Sports and Tourism;

Pursuant to Circular Jointly Issued No. 150/2007/TTLT-BTC-TTCP dated December 14, 2007 between the Ministry of Finance and the Government Inspectorate guiding the management and distribution system for inspectors' uniforms and staff members of inspection agencies under state administration;

The Ministry of Culture, Sports and Tourism hereby provides detailed provisions for Article 20 of Decree No. 71/2009/NĐ-CP dated August 28, 2009 of the Government on the organization and operation of the Inspection of Culture, Sports and Tourism as follows:

Article 1. Scope of Regulation

This Circular stipulates the list of equipment, technical devices, uniforms, insignia, and signs serving the inspection work of the Inspection of Culture, Sports and Tourism.

Article 2. Applicability

1. Chief Inspectors, Deputy Chief Inspectors, Senior Inspectors, Principal Inspectors, and Inspectors within the Inspection of Culture, Sports and Tourism system.

2. Staff members engaged in inspection work at the Inspection of Culture, Sports and Tourism.

Article 3. List of Equipment and Technical Devices

1. Names of Equipment and Technical Devices:

a) Camera;

b) Light measuring device;

c) Sound measuring device;

d) Video camera (Camera);

đ) Computer with internet connection, laptop, printer;

e) Television, DVD player;

g) Tape recorder;

h) Mobile phone;

i) Walkie-talkie;

k) Fax machine;

l) Photocopier;

m) pH and chlorine residual level measuring device in swimming pool water;

n) GPS locator;

o) Specialized vehicles (cars, motorcycles);

p) Rapid wastewater testing device;

q) Air dust measuring device;

r) Supporting tools (as guided by the Ministry of Public Security).

2. In addition to the equipment and technical devices specified in Clause 1, depending on specific conditions of each locality and advancements in science and technology at different stages, the Inspection of Culture, Sports and Tourism shall be equipped with other types of equipment and technical devices (such as cars with high-reach working platforms, measuring tools over 50 meters in length...) suitable for inspection and supervision tasks.

Article 4. Budget for Purchasing Equipment and Technical Devices

1. The budget for purchasing equipment and technical devices for the Inspection of Culture, Sports and Tourism shall be funded from the state budget and other sources of the Inspection of Culture, Sports and Tourism approved by the competent authority according to the State Budget Law, guidelines for the State Budget Law, and Circular Jointly Issued No. 04/2008/TTLT-BTC-TTCP dated January 4, 2008 between the Ministry of Finance and the Government Inspectorate guiding the establishment, management, use, and settlement of funds ensuring the operations of state inspection agencies.

2. The purchase, management, and use of equipment and technical devices of the Inspection of Culture, Sports and Tourism shall comply with the laws on the state budget.

Article 5. Uniforms

1. The uniforms prescribed in this Circular include: winter clothing, trench coat, spring and summer clothing, long-sleeved shirt, leather belt, leather shoes, backless sandals, socks, tie, trousers, raincoat, file case, soft cap, shoulder badge.

2. The service life of uniforms shall be implemented according to the provisions of Clause 1, Section II of Circular Jointly Issued No. 150/2007/TTLT-BTC-TTCP dated December 14, 2007 of the Ministry of Finance and the Government Inspectorate, guiding the management and distribution system for inspectors' uniforms and staff members of inspection agencies under state administration.

3. The material of uniforms must ensure high quality and durability.

Article 6. Specifications and Colors of Men's Uniforms

1. Winter jacket (Model No. 07 issued together with this Circular);

a) Material: Twill fabric

b) Color: Brownish tan

c) Style: Long-sleeved jacket with two collars, two chest pockets with flaps, two lower pockets with flaps, a small pocket on the front, four buttons, cuffs with buttonholes, stitching 10 cm away from the sleeve opening, shoulder straps for insignia attachment. Back slit 15 cm.

2. Winter pants, spring and summer pants (Models No. 07, 08, 09, and 10 issued together with this Circular);

a) Material: Twill fabric

b) Color: Brownish tan

c) Style: Straight-leg pants with one seam on the front, two diagonal pockets on the sides, one pocket on the back.

3. Long-sleeved shirt (Model No. 10 issued together with this Circular);

a) Material: Coarse fabric

b) Color: Coffee milk

c) Style: Long-sleeved shirt with German collar, two chest pockets with flaps, six-centimeter pleats on the sleeves, seven-piece back, hemmed bottom.

4. Spring and summer jacket (Model No. 09 issued together with this Circular);

a) Material: Coarse fabric

b) Color: Coffee milk

c) Style: Short-sleeved shirt with stiff collar, two chest pockets with flaps, two-point-five-centimeter pleats, seven-piece back, hemmed bottom.

5. Trench coat (Model No. 08 issued together with this Circular);

a) Material: Twill fabric

b) Color: Brownish tan

c) Style: Two-collar coat with chest pleat, three to four buttons depending on height, two diagonal pockets with three-centimeter pleats. Seven-piece back, pleated center, back slit, cuffs with buttonholes, waist belt in the middle of the body 4.5 cm wide. Shoulder straps for insignia attachment, insignia on the collar. Full lining.

Article 7. Specifications and Colors of Women's Uniforms

1. Winter jacket (Model No. 07 issued together with this Circular);

a) Material: Twill fabric

b) Color: Brownish tan

c) Style: Two-collar jacket with four buttons, pockets with flaps, cuffs with buttonholes, back slit 15 cm.

2. Winter pants, spring and summer pants (Models No. 07, 08, 09, and 10 issued together with this Circular);

a) Material: Twill fabric,

b) Color: Brownish tan

c) Style: Straight-leg pants with one seam on the front, two diagonal pockets on the sides.

In office settings, short skirts can be worn, designed uniformly, straight style, back slit, lined, matching the jacket. Fabric and color similar to pants.

3. Long-sleeved shirt (Model No. 10 issued together with this Circular);

a) Material: Coarse fabric

b) Color: Coffee milk

c) Style: Long-sleeved shirt with German collar, six-centimeter pleats, two chest pockets with flaps, two-point-five-centimeter pleats.

4. Spring and summer jacket (Model No. 09 issued together with this Circular);

a) Material: Coarse fabric

b) Color: Coffee milk

c) Style: Short-sleeved shirt with three-centimeter cuffs, seven-piece front, two-collar, four buttons, two lower pockets with flaps, pleated center, seven-piece back.

5. Trench coat (Model No. 08 issued together with this Circular);

a) Material: Twill fabric

b) Color: Brownish tan

c) Style: Two-collar coat with chest pleat, three to four buttons depending on height, two diagonal pockets with three-centimeter pleats. Seven-piece back, pleated center, back slit, cuffs with buttonholes, waist belt in the middle of the body 4.5 cm wide. Shoulder straps for insignia attachment, insignia on the collar. Full lining.

Article 8. Other uniforms commonly equipped for both male and female

1. Necktie:

a) Material: Twill fabric

b) Color: Brownish tan

c) Style: The necktie has a moderate width and length, with a pre-tied style.

2. Soft hat (according to Model No. 6 issued together with this Circular):

a) Material: Twill fabric

b) Color: Brownish tan

c) Style: The hat has a detachable black plastic brim, the crown is oval-shaped according to head measurements; the two ends of the brim have a 1.2 cm wide trim of the same color, each end is fastened with a covered button; there is a central opening on the front of the crown for attaching the emblem; there are three openings on both sides of the crown; the lining matches the fabric color.

3. Shoulder badge (according to Model No. 5 issued together with this Circular):

It is rectangular in shape, light yellow in color, with the emblem of the Cultural, Sports and Tourism Inspectorate in the center.

4. Leather belt:

The metal plate is rectangular in shape, with a raised star in a circle with a diameter of 2 cm in the middle, the leather strap is dark in color.

5. Leather shoes:

Male leather shoes are black, with a 3 cm high sole, lace-up, low-cut.

Female leather shoes are black, with a 5 cm high sole, lace-up, low-cut.

6. Backstrap sandals:

Male backstrap sandals are made of leather, black in color, with a 3 cm high sole, and a buckle.

Female backstrap sandals are made of leather, dark purple in color, with a 5 cm high sole, and a buckle.

7. Socks:

Light gray-green in color, made of elastic knitted material.

8. Raincoat pants and jacket:

The coat is in a faded grass green color, with a chin strap and a hem that covers the knees; the pants have elastic cuffs and match the coat's color.

9. Document case:

The document case is made of leather, black in color, with a number lock and shoulder strap.

Inspectors of Culture, Sports and Tourism are permitted to wear casual attire when working in offices. For provincial inspectors of Culture, Sports and Tourism in southern provinces, they may switch from winter jackets to spring/summer jackets to suit the weather conditions.

Article 9. Emblem

1. The emblem of the Cultural, Sports and Tourism Inspectorate is the symbol of the Cultural, Sports and Tourism Inspectorate (also called Logo) (according to Model No. 01 issued together with this Circular).

2. The emblem is made of metal, circular in shape, and gold-plated.

3. The emblem is used for: attaching to the soft hat with a diameter of 29 mm (according to Model No. 03 issued together with this Circular); attaching to the shoulder badge with a diameter of 20 mm (according to Model No. 04 issued together with this Circular); attaching to the sleeve with a diameter of 35 mm (according to Model No. 02 issued together with this Circular), and printed on the nameplate (according to Model No. 05 issued together with this Circular).

Article 10. Nameplate

1. The nameplate of the Cultural, Sports and Tourism Inspectorate (according to Model No. 05 issued together with this Circular) is worn on the left chest when performing duties.

2. The nameplate is printed on hard paper, rectangular in shape, with dimensions of 85 mm in length and 55 mm in width.

The upper part of the nameplate: the left corner is the symbol of the Cultural, Sports and Tourism Inspectorate, followed by the capitalized letters: MINISTRY OF CULTURE, SPORTS AND TOURISM (for Ministry Inspectors) or DEPARTMENT OF CULTURE, SPORTS AND TOURISM (for Department Inspectors).

The lower part of the nameplate: the left side is a (2x3) cm photo of the person wearing the nameplate; the right side has three lines of printed text:

- Full name of the person wearing the nameplate;

- Position of the person wearing the nameplate;

- Management code of civil servants.

Article 11. Management and use of uniforms, emblems, and nameplates

1. The management, distribution, and use of uniforms, emblems, and nameplates shall be carried out in accordance with the provisions of Joint Circular No. 150/2007/TTLT-BTC-TTCP dated December 14, 2007, issued by the Ministry of Finance and the Government Inspectorate, guiding the management and distribution system for uniforms of inspectors and staff of state inspection agencies.

2. Those who are provided with uniforms must use them when performing official duties or on holidays and traditional days, and are responsible for maintaining and preserving them. In cases of damage or loss due to objective reasons, replacement will be provided. If damage or loss occurs without justifiable reasons, the individual must replace the uniform at their own expense to meet the requirements for official duties.

Strictly prohibited is the misuse of uniforms for personal gain.

3. In cases of job transfer, retirement, or dismissal due to disciplinary action, uniforms that have not yet reached their service life will not be recalled; if the service life has expired and new uniforms have not been provided, they will not be provided.

Article 12. Implementation Organization

1. Individuals who have been provided uniforms according to previous regulations can continue to use them until the end of their service life. When new uniforms are provided, they must comply with the provisions of this Circular.

2. Annually, the Ministry Inspectorate, Provincial Department of Culture, Sports and Tourism under the Central Government have the responsibility to develop budget plans to purchase equipment, technical devices, and uniforms, which must be approved by the competent authority.

Article 13. Effectiveness and Responsibility for Implementation

1. This Circular takes effect from November 1, 2010.

Repeal Decision No. 21/2007/QĐ-BVHTT dated July 10, 2007, issued by the Minister of Culture and Information regarding the issuance of the list of equipment and technical devices for Cultural and Information Inspectors.

2. The Director of the Office, the Chief Inspector, the Director of the Planning and Finance Department of the Ministry of Culture, Sports and Tourism, and the Directors of Provincial Departments of Culture, Sports and Tourism under the Central Government are responsible for implementing this Circular.

3. During implementation, if any issues arise or difficulties occur, relevant agencies, organizations, and individuals are requested to promptly report to the Ministry of Culture, Sports and Tourism (through the Ministry Inspectorate) for research, amendment, and supplementation as appropriate./.
