Regulations on the Framework Program for Intermediate Vocational Qualifications and Advanced Vocational Qualifications

for some occupations in the following occupational groups: Business and Management - Computers and Information Technology - Journalism and Information - Security and National Defense - Humanities for certain occupations belonging to the following occupational groups: Business and Management - Computers and Technology Information - Journalism and Information - Security and National Defense - Humanities

Pursuant to the Vocational Training Law dated November 29, 2006;

Pursuant to Decree No. 186/2007/NĐ-CP dated December 25, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Labor - War Invalids and Social Affairs;

Pursuant to Decision No. 58/2008/QĐ-BLDTBXH dated September 6, 2008 of the Minister of Labor, Invalids and Social Affairs promulgating the Regulations on the Framework Program for Intermediate Vocational Qualifications and the Framework Program for Advanced Vocational Qualifications;

Pursuant to the results of the review by the Review Board and the proposal of the General Vocational Training Administration regarding the issuance of the Framework Program for Intermediate Vocational Qualifications and the Framework Program for Advanced Vocational Qualifications for the occupations: Inland Waterway Transport Management; Data Processing; Applied Telecommunications Computing; Archiving; Secretarial Work; Air Cargo Security Inspection; Commercial English Translation;

The Ministry of Labor, Invalids and Social Affairs hereby stipulates the Framework Program for Intermediate Vocational Qualifications and the Framework Program for Advanced Vocational Qualifications for the above occupations as follows:

Article 1. Scope of Regulation and Applicability:

This Circular stipulates the Framework Program for Intermediate Vocational Qualifications and the Framework Program for Advanced Vocational Qualifications to be applied to vocational training institutions, including public and private colleges and universities, vocational colleges, and specialized secondary schools (hereinafter referred to collectively as vocational training institutions) that have registered to provide vocational training for the occupations specified in this Circular;

The Framework Programs for Intermediate Vocational Qualifications and Advanced Vocational Qualifications stipulated in this Circular are not mandatory for vocational training institutions with foreign investment capital.

Article 2. The Framework Programs stipulated in this Circular include:

1. The Framework Program for Intermediate Vocational Qualifications and the Framework Program for Advanced Vocational Qualifications for the occupation "Inland Waterway Transport Management" (Annex 1).

2. The Framework Program for Intermediate Vocational Qualifications and the Framework Program for Advanced Vocational Qualifications for the occupation "Data Processing" (Annex 2).

3. The Framework Program for Intermediate Vocational Qualifications and the Framework Program for Advanced Vocational Qualifications for the occupation "Applied Telecommunications Computing" (Annex 3).

4. The Framework Program for Intermediate Vocational Qualifications and the Framework Program for Advanced Vocational Qualifications for the occupation "Archiving" (Annex 4).

5. The Framework Program for Intermediate Vocational Qualifications and the Framework Program for Advanced Vocational Qualifications for the occupation "Secretarial Work" (Annex 5).

6. The Framework Program for Intermediate Vocational Qualifications and the Framework Program for Advanced Vocational Qualifications for the occupation "Air Cargo Security Inspection" (Annex 6).

7. The Framework Program for Intermediate Vocational Qualifications and the Framework Program for Advanced Vocational Qualifications for the occupation "Commercial English Translation" (Annex 7).

Article 3. Responsibilities for Developing Vocational Training Programs:

Based on the provisions of this Circular, the Principals of vocational colleges, intermediate vocational colleges, universities, colleges, and specialized secondary schools that have registered to provide vocational training for the occupations specified in this Circular shall organize the development, review, and approval of their vocational training programs.

Article 4. Implementation Provisions:

1. This Circular takes effect from June 10, 2011.

2. Ministries, ministerial-level agencies, government agencies, political-social organizations, provincial People's Committees, the General Vocational Training Administration, vocational colleges, intermediate vocational colleges, universities, colleges, specialized secondary schools that have registered to provide vocational training at the intermediate and advanced levels for the occupations specified in this Circular, and related units are responsible for implementing this Circular.
