Circular No. 10/2012/TT-BNNPTNT stipulates the List of Plant Protection Chemicals Permitted for Use, Restricted Use, and Prohibited Use in Vietnam. This Circular applies to enterprises producing, importing, trading, and using plant protection chemicals.

CIRCULAR
Regarding the issuance of the List of Plant Protection Products Permitted for Use, Restricted for Use, and Prohibited from Use in Vietnam

Pursuant to Decree No. 01/2008/NĐ-CP dated January 3, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development, and Decree No. 75/2009/NĐ-CP dated September 10, 2009 of the Government amending Article 3 of Decree No. 01/2008/NĐ-CP dated January 3, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to Decree No. 33/2005/NĐ-CP of the Government dated March 15, 2005 detailing and guiding the implementation of certain provisions of the Veterinary Law, and Decree No. 119/2008/NĐ-CP dated November 28, 2008 amending and supplementing certain provisions of Decree No. 33/2005/NĐ-CP;
Pursuant to Circular No. 38/2010/TT-BNNPTNT dated June 28, 2010 of the Ministry of Agriculture and Rural Development on the Management of Plant Protection Products.
The Ministry of Agriculture and Rural Development hereby issues the List of Plant Protection Products Permitted for Use, Restricted for Use, and Prohibited from Use in Vietnam as follows:
Article 1. 1. National Technical Regulation on Railway Traffic Signals, number QCVN 21:2025/BXD.
1. The List of Plant Protection Products Permitted for Use in Vietnam, Appendix 1 attached includes:
a) Agricultural Products:
- Insecticides: 662 active substances with 1,549 trade names
- Fungicides: 468 active substances with 1,098 trade names.
- Herbicides: 195 active substances with 584 trade names.
- Rodenticides: 10 active substances with 21 trade names.
- Growth Regulators: 49 active substances with 133 trade names.
- Insect Attractants: 8 active ingredients with 9 brand names.
- Snailcides: 21 active substances with 120 trade names.
- Adjuvants (spreaders): 5 active substances with 6 trade names.
b. Termite Control Products: 12 active substances with 16 trade names
c. Timber Preservation Products: 5 active substances with 7 trade names
d. Warehouse Disinfectants: 5 active substances with 5 trade names.
e. Golf Course Products:
- Insecticides: 1 active substance with 1 trade name.
- Fungicides: 3 active ingredients with 3 brand names.
- Herbicides: 1 active substance with 1 trade name.
- Growth Regulators: 1 active substance with 1 trade name.
2. The List of Plant Protection Products Restricted for Use in Vietnam, Appendix 2 attached includes:
a. Agricultural Products
- Insecticides: 4 active substances with 7 trade names
- Rodenticides: 1 active substance with 2 trade names.
b. Termite Control Products: 2 active substances with 2 trade names
c. Timber Preservation Products: 5 active substances with 5 trade names
d. Warehouse Disinfectants: 3 active substances with 9 trade names
3. The List of Plant Protection Products Prohibited from Use in Vietnam, Appendix 3 attached includes:
a. Insecticides, Timber Preservation Products: 21 active substances Fungicides: 6 active substances
b) Rodenticides: 1 active substance
c) Herbicides: 1 active substance
Article 2. Export and import of plant protection products under this Circular shall be carried out in accordance with Decree No. 12/2006/NĐ-CP dated January 23, 2006 of the Government detailing the implementation of the Law on Trade regarding international trade activities and agency buying, selling, processing, and transiting goods with foreign countries.
Article 3. The Plant Protection Department shall be responsible for guiding the use of plant protection products restricted for use in Vietnam.
Article 4. This Circular shall take effect 45 days from the date of signature. It replaces Circulars No. 73/2011/TT-BNNPTNT dated October 26, 2011, and No. 36/2011/TT-BNNPTNT dated May 20, 2011 of the Ministry of Agriculture and Rural Development.
Article 5. The Director of the Plant Protection Department, the Head of the Ministry's Office, Heads of units under the Ministry, and relevant organizations and individuals are responsible for implementing this Circular./.
