Regulations on economic and technical norms for processing expired documents

Pursuant to the Law on Archives No. 01/2011/QH13 dated November 11, 2011;
Pursuant to Decree No. 61/2012/NĐ-CP dated August 10, 2012 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Home Affairs;
The Minister of Home Affairs issues this Circular stipulating economic and technical norms for processing expired documents,
Article 1. Scope of Regulation
This Circular stipulates economic and technical norms for processing expired documents for documents that have exceeded their storage period in archives and documents that have been removed after revision and no longer have value.
Article 2. Applicability
This Circular shall be applicable at Historical Archives and Organizational Archives using state budget funds.
Article 3. Explanation of Terms
1. Economic and technical norms for processing expired documents include labor norms; material and office supply norms for implementing the processing of documents that have exceeded their storage period in archives and the processing of documents that have been removed after revision and no longer have value.
2. Processing documents that have exceeded their storage period in archives is the act of re-evaluating the value of documents according to the principles, methods, and standards prescribed by competent authorities to determine documents that have lost archival value and to carry out the destruction of such documents.
3. Processing documents that have been removed after revision and no longer have value is the act of evaluating the value of documents according to the principles, methods, and standards prescribed by competent authorities to determine documents that have lost archival value and to carry out the destruction of such documents.
4. Direct labor norm (also called technological labor norm - Tcn) is the total time of direct labor consumption to perform the steps of the process of processing expired documents under specified organizational and technical conditions.
Tcn = Ttn + Tnn,nc + Tck.
a) (Ttn): Operational time is the time of direct labor consumption using tools to affect the object of labor, including the time for workers to complete all work processes of processing expired documents.
b) (Tnn,nc): Rest and natural needs time is the time for rest and fulfilling natural needs of workers during working hours as prescribed by the Labor Code. The total rest and necessary needs time for a working day is 30 minutes.
c) (Tck): Standard preparation and completion time is the time for preparing and concluding the work process. Tck is calculated at a maximum of 30 minutes for a working day (480 minutes).
5. Labor norm (Tsp) for processing documents that have exceeded their storage period in archives and processing documents that have been removed after revision and no longer have value is the time of labor consumption to process one meter of document shelf or one meter of processed documents, calculated as the sum of direct labor norm, service labor norm, and management labor norm.
Tsp = Tcn + Tpv + Tql.
a) Service labor norm (Tpv) is calculated as 2% of the direct labor norm: (Tpv) = (Tcn) x 2%.
b) Management labor norm (Tql) is calculated as 5% of the direct labor norm and service labor norm: (Tql) = (Tcn + Tpv) x 5%.
6. Unit of product
a) The unit of product selected to establish labor norms for processing documents that have exceeded their storage period in archives is one meter of document shelf.
b) The unit of product selected to establish labor norms for processing documents that have been removed after revision and no longer have value is one meter of actual processed documents.
Article 4. Economic and technical norms for processing expired documents
1. Labor norm for processing documents that have exceeded their storage period in the warehouse (Tsp) = 331,050 minutes/meter of document as specified in Appendix I attached hereto.
2. Labor norm for processing documents that have lost value and have been removed after revision (Tsp) = 283,110 minutes/meter of document as specified in Appendix II attached hereto.
3. Material and office supply norms for processing expired documents as specified in Appendix III attached hereto.
State-owned enterprises that have been assigned by the Ministry of Agriculture and Rural Development to conduct offshore wind power project surveys before the effective date of this Circular shall continue to implement according to the assigned documents; any new matters arising after the effective date of this Circular shall be implemented in accordance with the provisions of this Circular.
This Circular takes effect from January 28, 2013.
Other agencies and organizations may apply this Circular to carry out the processing of expired documents.
In the course of implementation, if any difficulties arise, they are requested to report promptly to the Ministry of Home Affairs for study, amendment, and supplementation to ensure appropriateness./.
