CIRCULAR

Regulations on the conditions for operating sports facilities organizing Lion-Dragon Dance activitiesorganizing Lion-Dragon Dance activities

Pursuant to the Law on Physical Education and Sports No. 77/2006/QH11 dated November 29, 2006;

“1. Position

Article 1. Other types of artistic performances

Pursuant to Decree No. 69/2008/NĐ-CP dated May 30, 2008 of the Government on policies encouraging socialization in education, vocational training, healthcare, culture, sports, and environmental activities;

Article 1. This Circular stipulates special conditions for organizing training and competitions in Golf.

The Minister of Culture, Sports and Tourism issues this Circular detailing the conditions for operating sports facilities organizing Lion-Dragon Dance activities.

Article 1. Scope of Regulation

This Circular specifies the detailed conditions regarding infrastructure, equipment, tools, and specialized staff at sports facilities organizing Lion-Dragon Dance activities.

Folk dragon dance and lion dance activities are not within the scope regulated by this Circular.

Article 2. Applicability

This Circular applies to organizations and individuals organizing Lion-Dragon Dance activities in Vietnam.

Article 3. Issuance of Certificate of Compliance with Operating Conditions

1. A sports facility organizing Lion-Dragon Dance activities must be a business entity that has obtained a certificate of eligibility for business operations according to the procedures stipulated in Clause 5, Article 55 of the Law on Physical Education and Sports when conducting such activities.

2. A sports facility organizing high-performance sports training and competition activities in the Lion-Dragon Dance discipline must meet the conditions specified in Article 43 of the Law on Physical Education and Sports.

Article 4. Conditions Regarding Infrastructure

The training venue for Lion-Dragon Dance must satisfy the following conditions:

1. The training venue for Lion-Dragon Dance can be indoors or outdoors, with an area of at least 200 square meters.­­2 /second or more;

2. The floor surface must be flat and non-slippery;

3. For indoor training venues, the minimum height from the floor to the ceiling is 5 meters. In cases where a flower drum is used, the minimum height from the floor to the ceiling is 7 meters, and the lighting system must ensure a luminance of at least 150 lux;

4. Sound levels must not exceed 120 dBA;

5. There must be a first aid kit or emergency medical supplies and initial rescue equipment;

6. There must be a restroom and parking area;

7. There must be a notice board displaying the training schedule, safety measures during training, and other relevant regulations;

8. Security, hygiene, and fire prevention must be ensured in accordance with regulations.

Article 5. Conditions for Equipment and Tools

Sports facilities organizing Lion-Dragon Dance activities must ensure the following equipment and tools:

1. Lion, Dragon, and accompanying costumes and props must comply with the current Law on Lion-Dragon Dance Competition Rules or local traditions;

2. Drums, cymbals, gongs, conical hats, flower drums, and other equipment and props must be safe and appropriate to local customs and cultural traditions;

3. Any equipment and tools used for training, performance, and competition that are considered simple weapons must be managed and used in accordance with the law.

Article 6. Conditions Regarding Specialized Staff

Sports facilities organizing Lion-Dragon Dance activities must have a professional instructor who meets one of the following conditions:

1. They must be a coach or instructor knowledgeable about the Law on Lion-Dragon Dance Competition Rules, possessing professional expertise and tactical skills in Lion-Dragon Dance performance and competition;

2. They must hold a certificate issued by the General Department of Sports, national and international Lion-Dragon Dance Associations, or provincial Departments of Culture, Sports, and Tourism for having completed training courses on Lion-Dragon Dance organized by these entities.

Article 7. Implementation Organization

1. The General Department of Sports is responsible for disseminating and monitoring the implementation of this Circular.

Sports facilities organizing Lion-Dragon Dance activities that have been established but do not yet meet the conditions specified in this Circular must complete the necessary improvements within six months from the date this Circular takes effect.

2. Cultural, Sports, and Tourism Inspectors shall conduct inspections and handle violations related to professional conditions when organizing Lion-Dragon Dance activities according to their authority.

3. Provincial Departments of Culture, Sports and Tourism under the central government are responsible for implementing this Circular.

Article 8. Effective Date

This Circular takes effect from January 10, 2013.

During its implementation, if any difficulties arise, agencies, organizations, and individuals are requested to promptly report them to the Ministry of Culture, Sports, and Tourism for study and timely resolution./.
