JOINT CIRCULAR
Guidelines for developing financial plans to implement
The National Human Resources Development Master Plan for the period 2011-2020
Pursuant to Decree No. 116/2008/ND-CP dated November 14, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Planning and Investment;
Pursuant to Decree No. 118/2008/NĐ-CP dated November 27, 2008, of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;
Implementing Decision No. 579/QD-TTg dated April 19, 2011 of the Prime Minister approving the Strategy for Human Resource Development in Vietnam for the period 2011-2020;
Implementing Decision No. 1216/QD-TTg dated July 22, 2011 of the Prime Minister approving the National Human Resources Development Master Plan for the period 2011-2020;
The Minister of Planning and Investment and the Minister of Finance issue this Joint Circular guiding the development of financial plans to implement the National Human Resources Development Master Plan for the period 2011-2020 as follows:
PART I
GENERAL PROVISIONS
Article 1. Scope of Regulation
This Circular guides the development of financial plans to implement the National Human Resources Development Master Plan and those of Ministries, ministerial-level agencies, government agencies, other central agencies, and provinces/cities directly under the Central Government (hereinafter referred to as Ministries, sectors, localities) for the period 2011-2020.
Article 2. Applicability
This Circular applies to Ministries, sectors, localities, organizations, and individuals using state budget funds to develop human resources as stipulated in Decision No. 1216/QD-TTg dated July 22, 2011 of the Prime Minister approving the National Human Resources Development Master Plan for the period 2011-2020.
Article 3. Principles for Developing Financial Plans to Implement the National Human Resources Development Master Plan and Those of Ministries, Sectors, Localities for the Period 2011-2020
1. Financial plans to implement the human resource development of Ministries, sectors, and localities for the period 2011-2020 shall be compiled into annual and five-year socio-economic development plans of Ministries, sectors, and localities.
2. Funding for implementing the National Human Resources Development Master Plan will be sourced from the state budget (central budget and local budget), socialized capital, and other lawful sources. The division of responsibilities for central budget and local budget expenditures shall be carried out in accordance with the State Budget Law and its implementing regulations.
3. Standards for preparing budgets for the contents of financial plans to implement the National Human Resources Development Master Plan shall be applied according to current regulations.
Chapter II
SPECIFIC PROVISIONS
Article 4. Contents of Financial Plans to Implement the National Human Resources Development Master Plan
1. Developing, reviewing, and adjusting the National Human Resources Development Master Plan and those of Ministries, sectors, and localities.
a) Contents of developing, reviewing, and adjusting the National Human Resources Development Master Plan include:
- Conducting surveys, collecting data to serve the review and adjustment of the National Human Resources Development Master Plan and those of Ministries, sectors, and localities;
- Reviewing and adjusting the National Human Resources Development Master Plan and those of Ministries, sectors, and localities.
b) Sources of funding:
State budget funds allocated from the regular expenditure of Ministries, sectors, and localities according to the budget classification.
2. Building and maintaining information systems on the National Human Resources Development Master Plan:
a) Contents of building and maintaining information systems on human resource needs include:
- Building and upgrading national and sectoral/local human resource demand forecasting information systems;
- Maintaining and operating national and sectoral/local human resource demand forecasting information systems;
- Collecting, processing, updating, and consolidating information data on human resource needs by industry and educational level;
- Analyzing and forecasting human resource demands of Ministries, sectors, and localities;
- Providing and disseminating human resource demand forecasting information.
b) Contents of building and maintaining the online information portal on human resource development in Vietnam include:
- Building and upgrading the online information portal on human resource development in Vietnam;
- Maintaining the operation of the online information portal on human resource development in Vietnam;
- Providing, editing, and updating information on the online information portal on human resource development in Vietnam.
c) Sources of funding:
- State budget funds allocated from the investment development expenditure of Ministries, sectors, and localities according to the budget classification for building and upgrading the national human resource demand forecasting information system and the online information portal on human resource development in Vietnam;
- State budget funds allocated from the regular expenditure of Ministries, sectors, and localities according to the budget classification for implementing the remaining contents mentioned in Points a) and b) Clause 2.
3. Building physical infrastructure for training institutions:
a) Contents of building physical infrastructure for training institutions include:
- Constructing new training institutions;
- Upgrading, expanding, and enhancing the physical infrastructure of existing training institutions;
- Purchasing additional training equipment for training institutions.
b) Sources of funding:
The state budget will support part of the funding for building physical infrastructure for training institutions and purchasing training equipment from investment development expenditure and regular expenditure with an investment nature of Ministries, sectors, and localities according to the budget classification.
4. Training human resources:
a) Contents of training human resources include:
- Training human resources according to industries and levels suitable for the approved National Human Resources Development Master Plan of Ministries, sectors, and localities, including:
+ Vocational training: short-term vocational training, primary vocational training, intermediate vocational training, advanced vocational training;
+ Training at secondary vocational, college, and university levels;
+ Training high-level human resources: master's, doctoral degrees, and other special levels.
- Standardizing, improving professional and vocational skills of civil servants, public officials, and employees;
- Attracting high-level human resources both domestically and internationally to work at training institutions, research institutes, and centers.
b) Sources of funding:
The state budget will support part of the funding for implementing the human resource training plan from the regular expenditure of Ministries, sectors, and localities according to the budget classification.
5. Monitoring, supervising, and evaluating the implementation of the National Human Resources Development Master Plan:
a) Contents of monitoring, supervising, and evaluating the implementation of the National Human Resources Development Master Plan include:
- Establishing a set of indicators for monitoring and evaluating the implementation of the National Human Resources Development Master Plan;
- Activities of the National Steering Committee for Implementing the National Human Resources Development Master Plan and Training According to Social Demand and the Provincial Human Resource Training Council;
- Monitoring, supervising, and summarizing the implementation of the National Human Resources Development Master Plan and those of Ministries, sectors, and localities.
b) Sources of funding:
The State budget allocates funds to implement the plan for inspecting, monitoring, and evaluating the implementation of the Human Resources Development Plan from the regular expenditure of ministries, sectors, and localities according to the budget classification.
Article 5. Financial Planning Process for Implementing the Human Resources Development Plan
The financial planning process for implementing the national Human Resources Development Plan and those of ministries, sectors, and localities shall be carried out in accordance with current regulations on developing five-year and annual socio-economic development plans.
Chapter III
IMPLEMENTING PROVISIONS
Article 6. Implementation Organization
1. Responsibilities of the Ministry of Planning and Investment:
a) Aggregate the plans for implementing the Human Resources Development Plan of ministries, sectors, and localities into the annual socio-economic development plan of the whole country for submission to the Prime Minister;
b) Take the lead and coordinate with the Ministry of Finance and relevant ministries and sectors to inspect and monitor the preparation and implementation of the financial plan for implementing the national Human Resources Development Plan and those of ministries, sectors, and localities.
2. Responsibilities of the Ministry of Finance:
a) Allocate funds for implementing the Human Resources Development Plan in the annual state budget estimates of ministries and sectors in accordance with the State Budget Law and guiding documents;
b) Coordinate with the Ministry of Planning and Investment to inspect and monitor the preparation and implementation of the financial plan for implementing the national Human Resources Development Plan and those of ministries, sectors, and localities.
3. Responsibilities of Ministries, Sectors, and Localities:
a) Based on the approved national Human Resources Development Plan and those of ministries, sectors, and localities, ministries, sectors, and localities are responsible for guiding subordinate units to prepare the financial plan for implementing their own Human Resources Development Plan;
b) Aggregate the financial plan for implementing the Human Resources Development Plan into their own socio-economic development plan and submit it to the Ministry of Planning and Investment and the Ministry of Finance for consolidation in the national socio-economic development plan;
c) Allocate funds for subordinate units to implement the contents of the national Human Resources Development Plan and those of ministries, sectors, and localities in accordance with the State Budget Law and guiding documents;
d) Mobilize non-state budget funds to implement the national Human Resources Development Plan and those of ministries, sectors, and localities;
đ) Inspect, monitor, and evaluate the implementation of the financial plan for implementing the Human Resources Development Plan of ministries, sectors, and localities; report periodically every six months and annually to the Ministry of Planning and Investment and the Ministry of Finance for consolidation and reporting to the Prime Minister.
Article 7. Effective Date
This Circular takes effect from February 15, 2013.
Ministries, sectors, and localities should reflect any issues arising during implementation to the Ministry of Planning and Investment and the Ministry of Finance for guidance on resolution.
