Amending and supplementing certain articles of Circular No. 03/2014/TT-BQP dated January 16, 2014

issued by the Minister of National Defense detailing and guiding the implementation of the work

on admissions to schools under the Military

Pursuant to the Education Law 2005, amended and supplemented with certain articles in 2009;

Pursuant to the Officer Law of the Vietnam People's Army 1999, amended and supplemented with certain articles in 2008;

Pursuant to the Law on Military Service 1981, amended and supplemented with certain articles in 1990, 1994, and 2005;

Pursuant to the Law on Militia and Self-Defense Forces 2009;

Pursuant to Decree No. 134/2006/NĐ-CP dated November 14, 2006 of the Government stipulating the quota-based recruitment system for higher education institutions at university, college, and secondary levels within the national education system and the Admissions Regulations of the Ministry of Education and Training;

Pursuant to Decree No. 35/2013/NĐ-CP dated April 22, 2013, of the Government, stipulating the functions, tasks, powers, and organizational structure of the Ministry of National Defense;

Article 2. This Circular applies to academies, universities, military officer schools, vocational colleges, secondary technical schools, and military schools (hereinafter referred to collectively as military schools) that organize training in accordance with the law, and related agencies, units, organizations, and individuals; it does not apply to teachers teaching at kindergartens, general education schools, national defense education centers, and security education centers.

The Minister of National Defense promulgates this Circular amending and supplementing certain articles of Circular No. 03/2014/TT-BQP dated January 16, 2014 on detailed regulations and guidance for implementing the work of admissions to schools under the Military.

Article 1. Amending and supplementing certain articles of Circular No. 03/2014/TT-BQP dated January 16, 2014 of the Minister of National Defense stipulating detailed regulations and guidance for implementing the work of admissions to schools under the Military, as follows:

1. Supplement Clause 3, Article 6:

"3. Schools shall establish an electronic information website (website), have dedicated computers to connect to the internet; appoint staff with appropriate qualifications to be responsible for information technology, set up email addresses; implement the software for admission processing of the Ministry of Education and Training (regarding structure, procedures, deadlines for processing admission data) in the following stages of work:

a) Inputting data from the preliminary screening file;

b) Inputting data from the candidate’s application for admission;

c) Printing the Admission Notification for admitted candidates, clearly stating the examination results of the candidates;

d) Updating registration and list of admitted candidates into the national admission management database;

đ) Conducting verification and cross-checking of information on the candidate’s application for admission with information from the national high school graduation examination database; the person conducting the verification must sign a confirmation record and bear responsibility for the verification process;

e) Announcing the list of admitted candidates on the school’s electronic information website, the Ministry of National Defense’s portal, the Ministry of Education and Training’s portal, and through mass media in accordance with the prescribed regulations."

2. Amending and supplementing Clause 7, Article 10:

"7. In cases where candidates reside in northern provinces but have transferred their permanent residence registration to southern provinces, and whose biological parents (adoptive parents in accordance with the law on adoption) have permanent residence registration and reside in northern provinces, and who themselves graduated from high school (in regular or continuing education form) at schools in northern provinces (both non-military youth and military personnel on active duty) shall register for admission as follows:

a) They are not allowed to register for admission to the Second Military Academy;

b) They may register for admission to other schools, enjoying the admission score for candidates from northern provinces;

c) The Military Recruitment Board of the province or centrally governed city (hereinafter referred to as the Military Recruitment Board of the province) shall compile a list of such candidates and send it to the schools and report to the Military Recruitment Board of the Ministry of National Defense along with the date of submission of the preliminary screening application."

3. Amending and supplementing Clause 1, Article 13:

"1. Educational level: As of the time of admission, having completed high school (in regular or continuing education form) or having completed junior college (junior college and vocational junior college), hereinafter collectively referred to as having completed high school.

Those who have completed junior college but do not have a high school diploma must complete and be recognized as having successfully completed the subjects in the high school curriculum according to the regulations of the Ministry of Education and Training."

4. Amending and supplementing the title of Section 3, Chapter III:

"Section 3: Organizing Preliminary Screening and Registering for the National High School Graduation Examination."

5. Amending and supplementing Article 16:

"Article 16. Application forms and registration files for preliminary screening and registering for the National High School Graduation Examination

1. Registration file for preliminary screening: Using one set of preliminary screening registration file for university and college issued uniformly nationwide by the Military Recruitment Board of the Ministry of National Defense including:

a) Three preliminary application forms;

b) One health examination form;

c) One political review and verification form;

d) One certificate of entitlement to preferential treatment for eligible candidates;

đ) Six passport-sized photographs (4x6 cm) as stipulated in Clause 3, Article 17 of this Circular;

e) A certified copy of the high school transcript for candidates who graduated before 2014; for candidates who graduated in 2015, the transcript must include results from five semesters (grade 10, grade 11, and first semester of grade 12) and must be confirmed by the principal of the school where the candidate is currently studying grade 12, signed and stamped.

2. Registration file for the National High School Graduation Examination: Using one set of examination registration file issued by the Ministry of Education and Training."

6. Amending and supplementing Clause 1 and Clause 7, Article 17:

a) Amending and supplementing Clause 1, Article 17:

"1. Registration and purchase of admission files:

In 2015, each candidate must prepare two separate types of files, including: one set of preliminary screening registration file (issued by the Military Recruitment Board of the Ministry of National Defense) and one set of registration file for the National High School Graduation Examination (issued by the Ministry of Education and Training); the procedure for purchasing and registering is as follows:

a) Preliminary screening registration and first choice application for admission:

- Candidates outside the military purchase the application forms and submit preliminary applications at the Military Service Recruitment Board at the district level;

- Candidates who are military personnel on active duty register for preliminary screening at the battalion-level unit or equivalent;

- Each candidate can only apply for admission to one Military school as their first choice.

b) Registration for the National High School Graduation Examination:

- Non-military youth candidates: Candidates currently studying at high school purchase the file, complete the necessary procedures, and register for the National High School Graduation Examination at their current high school; self-study candidates (those who have graduated from high school since 2014 or earlier) register and submit their examination registration file at locations specified by the Department of Education and Training of the respective provinces or cities.

- Candidates who are active military personnel: The Military Recruitment Board of units at regiment level and equivalent shall organize preliminary screening, purchase application forms, handle procedures, and register for the examination at the location designated for self-study candidates (candidates who have graduated from high school since before 2014), as specified by the Department of Education and Training of the provinces and cities where the military personnel are stationed.

b) Amend and supplement Clause 7, Article 17:

“7. The time to organize preliminary screening and registration for the National High School Examination is as follows:

- Candidates may register for preliminary screening from March 5 to April 30 each year;

- Candidates must register for the National High School Examination according to the regulations of the Ministry of Education and Training before April 30 each year;

- Candidates outside the military can register for preliminary screening either before or after registering for the National High School Examination; candidates who are active military personnel must complete preliminary screening and meet the required criteria before they can register for the National High School Examination.”

7. Amend Article 22:

“Article 22. Handover of Application Forms for Preliminary Screening

1. Units and localities shall directly hand over application forms for preliminary screening and lists of candidates registered for preliminary screening to schools at two locations: South and North.

2. Units and localities shall hand over lists of candidates registered for preliminary screening and report the total number of candidates registered for preliminary screening to the Military Recruitment Board of the Ministry of National Defense.

3. The Standing Office shall specify the time and place for handing over application forms for the examination and notify units and localities to implement.”

8. Amend Clause 1; Point a, Clause 2; and add Clause 3, Article 23:

a) Amend Clause 1, Article 23:

“1. Examination Time: To be implemented according to the Regulations of the Ministry of Education and Training.”

b) Amend Point a, Clause 2, Article 23:

“2. Subjects, Examinations, and Testing Methods.

a) Subjects:

- Candidates who have not yet graduated from high school must take examinations for subjects to be recognized as having completed high school and register to take additional subjects suitable for their subject combination (group of subjects) for university and college admission as specified by universities and colleges;

- Candidates who have already graduated from high school will only take the National High School Examination to be admitted to universities and colleges, and register to take subjects according to the regulations of universities and colleges for the majors they wish to study;”

c) Add Clause 3, Article 23:

“3. Organization of the National High School Examination

a) Universities assigned by the Ministry of Education and Training to serve as Examination Cluster Leaders and participating universities shall organize the examination, supervise the examination, grade the examination, and announce the results according to the regulations of the Ministry of Education and Training;

b) Universities not assigned by the Ministry of Education and Training to organize the examination shall only accept examination results of candidates applying for admission to their university and conduct admissions based on those results;”

9. Add Article 28a before Article 29:

“Article 28a. Acceptance of Application Forms for Admission

1. Subject Combination for Admission:

a) Universities shall not use more than four subject combinations for admission to one major. Universities using multiple subject combinations for admission to one major or group of majors must reserve at least 75% of the quota for that major or group of majors for admission through corresponding subject combinations with the subject groups of previous years, and reserve the remaining 25% for new subject combinations;

b) The subject combinations for admission to each university shall be announced by the Military Recruitment Board of the Ministry of National Defense in the document: Important Information on Admissions to Military Schools in 2015.

2. Application Forms for Admission to Military Universities and Colleges:

Military universities shall only accept application forms for admission to military universities and colleges from candidates who have passed preliminary screening, meet the required criteria set by the Ministry of National Defense, and participated in the National High School Examination organized by universities, taking subjects suitable for the subject combinations for admission to military universities and colleges that the candidate has applied for, specifically:

a) Admission to First Choice:

- Immediately after the results of the high school graduation examination and the minimum quality threshold for admission announced by the Ministry of Education and Training, universities shall announce the conditions for admission to their majors, in accordance with the regulations of the Ministry of National Defense;

- Military universities shall only accept application forms for admission to military universities and colleges from candidates who have passed preliminary screening and meet the required criteria, participated in the National High School Examination organized by universities, and submitted their application forms for admission to the university where they registered for preliminary screening within the specified time;

- Application Form for Admission to First Choice: Registration form for admission, original Certificate of Examination Results for First Choice Admission, one envelope with stamps and the candidate's address clearly marked, relevant documents related to the preliminary screening and first choice admission application, sent via express mail service or delivered directly to the university where preliminary screening was conducted within the specified time;

- If a candidate does not submit all the application forms for first choice admission to the university where they registered for preliminary screening within the specified time by the Ministry of Education and Training, they will lose the right to be considered for first choice admission to that university;

- If a candidate submits an application form for first choice admission to a university where they did not register for preliminary screening, they will not be considered for first choice admission to that university;

- A candidate who has submitted an application form for first choice admission retains the right to withdraw their application form for admission to apply to other universities or civilian programs within military universities;

b) Admission to Additional Choices: Only candidates who have passed preliminary screening for military universities, meet the required criteria set by the Ministry of National Defense (paying attention to health standards of different universities), were not admitted to their first choice, and registered for additional choices according to the regulations of the Ministry of Education and Training and the Ministry of National Defense, and meet the criteria and regulations for admission to the university for additional choices will be considered;

After each round of additional choice admission, candidates who were not admitted retain the right to withdraw their application form for admission to apply for the next round;

c) Universities shall conduct rounds of admission according to the regulations of the Ministry of Education and Training; the admission score for subsequent rounds shall not be lower than the admission score for previous rounds;

d) Institutions organizing the acceptance of registration files for examination and admission, updating the registration data for admission to their institutions into the National Admissions Data Management System; publish on their website every three days a list of candidates registered for admission ranked according to examination results from highest to lowest;

At the end of each admission round, announce and send to the National Admissions Data Management System the admission scores and the list of successful candidates.

10. Amend and supplement Point c and Point e, Clause 2, Article 28:

a) Amend and supplement Point c, Clause 2, Article 28:

“c) The Political Officer School recruits 65% of its quota from candidates with permanent residence in the Northern region, and 35% from candidates with permanent residence in the Southern region. The Border Guard Academy recruits 55% of its quota from candidates with permanent residence in the Northern region (from Quang Binh Province northward). Candidates with permanent residence in the Southern provinces are allocated based on military regions: Military Region 4 (Quang Tri and Thua Thien Hue Provinces): 4%, Military Region 5: 11%, Military Region 7: 14%, Military Region 9: 16%.”

b) Amend and supplement Point e, Clause 2, Article 28:

“e) The Air Force Officer School conducts admissions based on two regions, North and South; based on the registration results of candidates, the school proposes appropriate ratios for each region; within each region, it selects candidates from those with the highest scores until the quota is filled, first selecting for the Military Pilot Officer program and then for the Paratrooper Officer program.”

Other schools base their regional admission ratios on the registration results of candidates.

11. Supplement Clause 3, Article 29:

“3. Principles for Admission:

Based on the total examination score of candidates, including the total score of the three subjects registered for examination (for schools that have a main subject with a coefficient of 2) and bonus points; schools admit candidates according to the major they have registered for; admissions are conducted from candidates with the highest total examination scores down to the quota limit.

In cases where admissions are made up to a certain score but there are still remaining quotas, and the number of candidates with the same high score exceeds the remaining quota, admissions will be made based on additional criteria as follows:

a) Criterion 1:

- For schools with a main subject with a coefficient of 2, candidates with higher scores in the main subject will be admitted;

- Military Medical Academy: For the combination of subjects Mathematics, Chemistry, Biology, candidates with higher scores in Biology will be admitted; for the combination of subjects Mathematics, Physics, Chemistry, candidates with higher scores in Mathematics will be admitted;

- Chemical Officer School: For the combination of subjects Mathematics, Physics, Chemistry, candidates with higher scores in Chemistry will be admitted;

- For schools with the combination of subjects Literature, History, Geography, candidates with higher scores in Literature will be admitted;

- For other schools with combinations of subjects Mathematics, Physics, Chemistry and Mathematics, Physics, English and Mathematics, Literature, History, candidates with higher scores in Mathematics will be admitted;

b) Criterion 2: After applying Criterion 1, if there are still remaining quotas and multiple candidates have the same score and meet Criterion 1, then apply Criterion 2 as follows: Candidates with higher cumulative average scores in the three examination subjects over five semesters (Semester 1 and Semester 2 of Grade 10, Grade 11 and Semester 1 of Grade 12) will be admitted;

c) Criterion 3: After applying Criterion 2, if there are still remaining quotas and multiple candidates have the same score and meet both Criterion 1 and Criterion 2, then apply Criterion 3 as follows: Candidates with higher cumulative average scores in the three examination subjects in Semester 1 of Grade 12 will be admitted;

d) If after applying Criterion 3 the quota is still not filled, the Chairman of the Admissions Council of the school will decide to admit candidates from subsequent preferences.”

12. Amend Point b, Clause 1, Article 37:

“b) The Air Force Officer School admits candidates for the first preference and supplementary preferences for associate degree training in Aviation Engineering, following the same procedures as for officer training at the division level;

- Admissions target: Male candidates (including active-duty military personnel, former military personnel, defense workers, and young people outside the military) who have passed preliminary screening and meet the criteria set by the Ministry of Defense;

- Admission standards are determined separately for the North and South regions, starting from the highest score down to the quota limit (North from Quang Binh northward, South from Quang Tri southward);”

13. Amend and supplement Clause 2, Article 40:

“2. Admission Methods:

a) Units under the Ministry of National Defense organize preliminary screening, selection, and preparation of registration files for admission, including certified copies of high school transcripts, submitted to the schools according to assigned quotas;

b) Schools conduct admissions according to assigned training quotas for units. A unified criterion for admission is the cumulative average score of three years of high school subjects plus bonus points;

c) Admission scores are taken from the highest down to the quota limit for each military region, corps, branch, Border Guard, and other units under the Ministry of National Defense;

d) Permanent residence is determined based on whether candidates qualify for the Southern or Northern standard, following the regulations for division-level university admissions.”

14. Amend and supplement Clause 1, Article 43:

“1. Universities, colleges, and secondary vocational schools admitting civilian students organize admissions based on the results of the National High School Examination according to the Regulations of the Ministry of Education and Training; accept registration files for admission; compile and report proposed admission scores to the Military Recruitment Board of the Ministry of National Defense.”

15. Amend and supplement Point b, Clause 1, Article 46:

“b) Age not exceeding 35 (for joint training in aviation engineering, age not exceeding 40) as of the year of admission;”

16. Amend and supplement Article 49:

“Article 49. Training According to Address, Joint Training to Assist the Ministry of Public Security

1. Regarding quotas, targets, and admission criteria: The Ministry of Public Security develops plans and reports to the Ministry of Education and Training and relevant state agencies in accordance with current regulations.

2. The Ministry of Public Security is responsible for publicly disclosing all information about admissions in accordance with the Regulations of the Ministry of Education and Training.

3. Military schools organize admissions:

a) Conducting registration for university and college admissions through a unified program, updating and processing data on the national admissions data management system in accordance with the general admission schedule of the State;

b) On the basis of enrollment targets and progress, coordinate with the Training Department of the Ministry of Public Security to establish the admission score, report to the Military Recruitment Board of the Ministry of National Defense for decision on the standard score.

17. Amend Clause 1, Clause 4, and add Clause 11 of Article 61:

a) Amend and supplement Clause 1 of Article 61:

“1. There shall be three preliminary registration forms.”

b) Amend and supplement Clause 4 of Article 61:

“4. There shall be one copy of the high school graduation certificate; if the candidate is taking the examination for concurrent training, there shall be an additional copy of the certificate of completion from a vocational college or junior college; if the candidate is taking the examination for a second bachelor's degree, there shall be an additional copy of the bachelor's degree certificate; if the candidate is directly admitted or recommended, there shall be an additional copy of the high school transcript.”

c) Add Clause 11 of Article 61:

“11. The application form for the national high school examination: Issued by the Ministry of Education and Training.”

18. Amend and supplement Clause 1 of Article 62:

“1. Candidates participating in the national high school examination to be admitted to regular undergraduate or college programs in military fields must pass the preliminary screening and meet the required criteria before registering for the examination. Preliminary screening and registration shall be conducted according to the quotas allocated to each military region.

Each candidate must prepare two separate sets of documents: One set of preliminary registration documents (issued by the Military Recruitment Board of the Ministry of National Defense) and one set of documents for the national high school examination (issued by the Ministry of Education and Training):

a) Preliminary registration documents: Purchase and submit preliminary registration documents at the Military Recruitment Board of the district;

b) Documents for the national high school examination: Purchase documents, complete procedures, and register for the examination at the registration point designated for self-study candidates (candidates who graduated from high school before 2014) as specified by the Department of Education and Training of the province or city where the candidate resides.”

19. Amend and supplement Point a of Clause 1; Point d of Clause 2 and Clause 3 of Article 63:

a) Amend and supplement Point a of Clause 1 of Article 63:

“1. Examination venue:

a) Regular undergraduate and college admissions: In accordance with regulations of the Ministry of Education and Training;”

b) Add Point d of Clause 2 of Article 63:

“d) Admissions for a second bachelor's degree, test two subjects: Ho Chi Minh Thought and History of the Communist Party of Vietnam.”

c) Amend and supplement Clause 3 of Article 63:

“3. Examination time

a) Regular undergraduate and college admissions: Examination time in accordance with regulations of the Ministry of Education and Training;

b) Concurrent admissions from vocational college to junior college, from junior college to undergraduate, and second bachelor's degree admissions, examination over two days: July 14 and 15 annually.”

20. Amend and supplement Point a of Clause 1 of Article 65:

“a) Undergraduate and college regular programs:

The process of receiving applications for admission shall be carried out in accordance with Article 28a added in this Circular. In cases where there are remaining quotas but multiple candidates have the same score, the admission shall be conducted based on the supplementary criteria stipulated in Clause 3 of Article 29 added in this Circular.”

21. Amend and supplement Article 66:

“Article 66. Preferential policies for specific groups

The preferential policies for specific groups in admissions shall be implemented in accordance with the current regulations of the Ministry of Education and Training.”

22. Add Clause 5 of Article 75:

“5. Candidates shall bear full responsibility for the authenticity of information in their application forms for admission and examination registration forms. Schools have the right to refuse acceptance or force withdrawal if candidates do not meet the admission criteria when comparing the information in their application forms for admission and examination registration forms with the original documents.”

Article 2. Effective Date

This Circular takes effect from April 25, 2015.

Article 3. Responsibility for Implementation

The Chief of General Staff, heads of agencies and units, directors and principals of academies and schools under the Military, relevant organizations and individuals are responsible for implementing this Circular./.
