Implementation of price stabilization and price declaration for agricultural products and rural development sectors

Pursuant to the Law on Prices No. 11/2012/QH13 dated June 20, 2012;

Pursuant to the Government's Decree No. 177/2013/NĐ-CP dated November 14, 2013 detailing and guiding the implementation of certain provisions of the Law on Prices;

Pursuant to the Government's Decree No. 199/2013/NĐ-CP dated November 26, 2013 stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;

Pursuant to Decree No. 215/2013/NĐ-CP dated December 23, 2013 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;

The Minister of Agriculture and Rural Development and the Minister of Finance issue this Joint Circular providing detailed guidance on agricultural products and rural development sectors for price stabilization and price declaration.

PART I

GENERAL PROVISIONS

Article 1. Scope of Regulation

This Joint Circular specifies in detail the products within the agricultural and rural development sectors that implement price stabilization and price declaration.

1. Products implementing price stabilization: urea nitrogenous fertilizer, compound fertilizer; insecticides, fungicides, herbicides; vaccines for livestock and poultry diseases; table salt; common rice paddy, ordinary white rice.

2. Products implementing price declaration: feed for livestock, poultry, and aquatic animals; disinfectants, antiseptics, decontaminants, and disease treatments for livestock, poultry, and aquatic animals, and the products specified in Clause 1 of Article 1 of this Joint Circular during periods when the State does not apply price registration measures.

Article 2. Applicability

Organizations and individuals engaged in production and business; state agencies; other organizations and individuals related to activities of price stabilization and price declaration in the agricultural and rural development sectors within the territory of Vietnam.

Chapter II

SPECIFIC PROVISIONS

Section 1

PRODUCTS FOR PRICE STABILIZATION

Article 3. Agricultural fertilizers implementing price stabilization

1. Urea nitrogenous fertilizer with total nitrogen (N) content ≥ 46%;

2. Compound fertilizer with total nutrient content of total nitrogen (Nts), effective phosphorus (P2O5hh), and effective potassium (K2Ohh) ≥ 18%.

Article 4. Plant protection products containing active ingredients implementing price stabilization

1. Insecticides: Fenobucarb (min 96%); Pymetrozine (min 95%); Dinotefuran (min 89%); Ethofenprox (min 96%); Buprofezin (min 98%); Imidacloprid (min 96%); Fipronil (min 96%);

2. Fungicides: Isoprothiolane (min 96%); Tricyclazole (min 95%); Kasugamycin (min 70%); Fenoxanil (min 95%); Fosetyl-aluminum (min 95%); Metalaxyl (min 95%); Mancozeb (min 95%); Zineb (min 80%);

3. Herbicides: Glyphosate (min 95%); Pretilachlor; Quinclorac (min 99%); Ametryn (min 96%).

Article 5. Vaccines for livestock and poultry diseases implementing price stabilization

1. Vaccines for livestock diseases: foot-and-mouth disease vaccine; blue ear disease (PRRS) vaccine; hemorrhagic septicemia vaccine; swine fever vaccine;

2. Vaccines for poultry diseases: avian influenza vaccine; duck plague vaccine; Newcastle disease vaccine.

Article 6. Table salt implementing price stabilization

Coarse salt, refined salt, and iodized salt produced and traded by organizations and individuals.

Article 7. Common rice paddy and ordinary white rice implementing price stabilization

Common rice paddy and ordinary white rice produced and traded by organizations and individuals.

Section 2

PRODUCTS FOR PRICE DECLARATION

Article 8. Products implementing price declaration

1. The products specified in Articles 3, 4, 5, 6, and 7 of this Joint Circular during periods when the State does not apply price registration measures.

2. Feed for livestock, poultry, and aquatic animals

a) Corn, soybean meal;

b) Complete mixed feed and concentrated feed for fattening pigs, broilers, and laying ducks;

c) Mixed feed for breeding striped catfish, basa, and silver carp;

d) Mixed feed for breeding giant freshwater prawns, whiteleg shrimp, and green tiger shrimp.

3. Disinfectants, antiseptics, decontaminants, and disease treatments for livestock, poultry, and aquatic animals containing active ingredients

a) Disinfectants, antiseptics, decontaminants: Chloramine; Iodine; Benzalkonium; Glutaraldehyde; Chlorine; potassium permanganate (KMnO4); Formaldehyde; Copper sulfate (CuSO4);

b) Disease treatments: Ampicillin, Amoxicillin; Colistin; Florfenicol; Tylosin; Doxycycline; Gentamicin; Spiramycin; Oxytetracycline; Kanamycin; Streptomycin; Lincomycin; Cephalexin; Flumequine.

Chapter III

IMPLEMENTATION PROVISIONS

Article 9. Responsibility for implementation

1. The Ministry of Agriculture and Rural Development shall take the lead and coordinate with the Ministry of Finance, the Ministry of Industry and Trade, and relevant units to review and assess to supplement and amend detailed guidance on products implementing price stabilization and price declaration as stipulated in Articles 3, 4, 5, 6, 7 of Part 1 and Article 8 of Part 2 of this Joint Circular in accordance with each period.

2. The Ministry of Finance shall manage prices according to the laws on prices for products implementing price stabilization and price declaration as stipulated in Articles 3, 4, 5, 6, 7, and 8 of this Joint Circular.

3. Provincial People's Committees (hereinafter referred to as Provincial People's Committee) shall manage prices at the local level according to the laws on prices for products implementing price stabilization and price declaration as stipulated in Articles 3, 4, 5, 6, 7, and 8 of this Joint Circular.

4. Relevant organizations and individuals

a) Implement price stabilization for products as stipulated in Articles 3, 4, 5, 6, and 7 of this Joint Circular in accordance with the laws on prices.

b) Implement price declaration for products as stipulated in Article 8 of this Joint Circular in accordance with the laws on prices.

Article 10. Effective Date

This Joint Circular takes effect from April 20, 2015. During the implementation process, if there are difficulties or obstacles, please report to the Ministry of Agriculture and Rural Development and the Ministry of Finance for timely guidance and resolution./.
