CIRCULAR

Specifies the procedures for creating thematic maps using remote sensing images at scales of 1:5,000, 1:10,000, 1:500,000, and 1:1,000,000.

Specifies the functions, tasks, powers, and organizational structure of the Ministry of Natural Resources and Environment;

 

On the basis of Government Decree No. 36/2017/NĐ-CP dated April 4 Article 2. The receipt, handling of reflections and petitions from individuals and organizations concerning administrative regulations shall be carried out in accordance with Decree No. 20/2008/NĐ-CP dated February 14, 2008 of the Government on the receipt, handling of reflections and petitions from individuals and organizations concerning administrative regulations (amended and supplemented by Decree No. 48/2013/NĐ-CP dated May 14, 2013 on amending and supplementing certain articles of decrees related to administrative procedure control and Decree No. 92/2017/NĐ-CP dated August 7, 2017 on amending and supplementing certain articles of decrees related to administrative procedure control).7 of the Government qPursuant to Decision No. 81/2010/QĐ-TTg dated December 13, 2010, of the Prime Minister on the collection, storage, processing, exploitation, and use of national remote sensing data; Decision No. 76/2014/QĐ-TTg dated December 24, 2014, of the Prime Minister amending and supplementing certain provisions of Decision No. 81/2010/QĐ-TTg dated December 13, 2010, of the Prime Minister on the collection, storage, processing, exploitation, and use of national remote sensing data;   

Pursuant to Decision No. 83/2000/QĐ-TTg dated July 12, 2000, of the Prime Minister on the use of the National Reference System and Coordinate System of Vietnam;

At the proposal of the Director of the National Remote Sensing Center, the Head of the Science and Technology Department, and the Head of the Legal Affairs Department;

The Minister of Natural Resources and Environment issues this Circular specifying the procedures for creating thematic maps using remote sensing images at scales of 1:5,000, 1:10,000, 1:500,000, and 1:1,000,000.

This Circular stipulates the contents and steps of the procedures for creating thematic maps using remote sensing images at scales of 1:5,000, 1:10,000, 1:500,000, and 1:1,000,000.

 

PART I

GENERAL PROVISIONS

Article 1. Scope of Regulation and Applicability

Thông tư này quy định chi tiết khoản 4 Điều 38 Luật Thủy sản số 18/2017/QH14 đã được sửa đổi, bổ sung tại điểm c khoản 21 Điều 14 Luật số 146/2025/QH15.

This Circular applies to agencies, organizations, and individuals involved in the creation of thematic maps using remote sensing images at scales of 1:5,000, 1:10,000, 1:500,000, and 1:1,000,000.

Thông tư này áp dụng đối với tổ chức, cá nhân có liên quan đến hoạt động kinh doanh đối tượng thủy sản nuôi chủ lực trên lãnh thổ Việt Nam.

1. Thematic map: A type of map that represents a specific theme of a particular geographic area concerning natural resources and the environment. Thematic maps are established using remote sensing image materials and are divided into two basic groups: current state maps and composite change maps.

          Article 2. Interpretation of Terms

In this Circular, the following terms are understood as follows:

2. Current state map: A type of thematic map established using remote sensing image materials at a specific time or period to extract information for establishing the current state map of that time.

3. Composite change map: A type of thematic map established using remote sensing image materials from a single period or multiple periods to extract information for establishing derived maps according to each time point and compiling them into composite change maps.

Mathematical basis of thematic maps

1. Reference system and coordinate system.

Article 3. a) Using the National Reference System and Coordinate System VN2000 to represent thematic maps at scales of 1:5,000, 1:10,000, and 1:500,000. Parameters include:

UTM grid, WGS84 ellipsoid;

Zone 3, scale factor k = 0.9999 for maps at scales of 1:5,000 and 1:10,000;

Zone 6, scale factor k0 = 0.9996 for maps at a scale of 1:500,000.

b) Using a conical equal-angle projection with standard parallels at 11° and 21° to represent thematic maps at a scale of 1:1,000,000.02. Map title: Includes the thematic name, administrative unit (or region) name, and fragment number.

3. Other components: Legend table (if applicable), legend, map scale, and scale bar.

Content of thematic maps

The content of thematic maps includes base data layers and thematic data layers:

1. Base data layers are compiled and summarized from topographic maps or geographic base databases at equivalent or larger scales.

Article 4. 2. Thematic data layers are established from remote sensing images according to the thematic content requirements.

Chapter II

PROCEDURES FOR ESTABLISHING THEMATIC MAPS

AT SCALES OF 1:5,000, 1:10,000,

Preparation work

Conducting an overview survey, analyzing the geographical characteristics of the area where the map will be created; surveying and evaluating materials: remote sensing images, maps, statistical data, and related information to the thematic map to be created; analyzing and assessing the usability of each material. 1:500.000, 1:1.000.000

Article 6. Preparation work

Conducting an overall survey and analyzing the geographical characteristics of the area to be mapped; surveying and evaluating materials such as remote sensing images, maps, statistical data, and information related to the thematic map to be established; analyzing and assessing the usability of each material.

Article 7. Scientific Editing

1. Determine the area for map creation (drafting the map outline, construction site location, layout diagram, and other elements).

2. Define the theme of the map, scale, name of the map, criteria for representing content, content layout, and product map format.

3. Identify the sources of materials to be used for creating the map.

4. Develop technical design and budget estimate.

Article 8. Establishing Remote Sensing Image Grids

1. Collect and take remote sensing images.

2. Control remote sensing image measurements (applicable only for thematic maps at scales of 1:5,000 and 1:10,000).

3. Create digital elevation models (applicable only for thematic maps at a scale of 1:5,000).

4. Input initial data.

5. Increase the thickness of the remote sensing image block.

6. Geometrically correct the remote sensing image.

7. Process and enhance the quality of the image.

8. Align, stitch, and cut sections of the remote sensing image grid.

9. Frame, coordinate grid, annotate, and create the outer border of the remote sensing image grid.

Article 9. Establishing the Base Map

1. Collect topographic maps or geographic base data at the same scale as the thematic maps to be established.

2. Adjust to the National Reference System and National Coordinate System VN-2000 (if different coordinate systems), merge and cut data according to the scope of establishing the map.

3. Build base data layers through the synthesis and reduction of topographic map data or geographic base data.

4. Update and supplement base elements based on remote sensing images.

5. Edit base data layers.

Article 10. Spectral Measurement/Sampling

Depending on the requirements for the thematic map to be established and the data from the images used, spectral measurement or sampling shall be conducted in the following steps:

1. Spectral Measurement:

a) Develop a plan;

b) Prepare and calibrate the spectral measuring equipment, design and select field measurement point locations;

c) Conduct field spectral reflection measurements: Select objects needed for the spectral library. Perform field spectral reflection measurements on selected objects;

d) Calculate reflection values from field spectral measurements: Field spectral samples are original values that need to be converted to reflection values;

đ) Resample spectra: Bring the spectral reflection values of actual objects to the same spectral resolution as the remote sensing image;

e) Check and compare spectral values: Reflectance spectral values of objects are checked to eliminate confusion, unsuitable objects are removed. Correct values are compared to determine differences or similarities;

g) Classify spectral samples: Spectral samples determined to be suitable will be classified and grouped in the spectral library according to their intended use.

2. Spectral Sampling:

a) Develop plans, prepare maps, diagrams, and general information about the area to be sampled;

b) Prepare and calibrate equipment and auxiliary devices including satellite equipment (GPS), cameras, walkie-talkies, computers;

c) Determine sampling locations and conduct sampling;

d) Process data: Check data and calculate sampling results;

đ) Prepare a report on the results.

Article 11. Extracting Thematic Content from Remote Sensing Images

1. Sample (in cases where spectral measurement is not taken) on the image or import field-measured spectral samples.

2. Classify images.

3. Evaluate the accuracy of image classification.

4. Edit classified data.

5. Create supplementary field investigation survey diagrams.

6. Review and finalize results.

Article 12. Supplementary Field Investigation

Supplementary field investigation work only applies to the establishment of thematic maps at scales of 1:5,000 and 1:10,000.

1. Design field survey routes; list contents to be investigated in the field.

2. Supplementally investigate and draw changes in thematic content elements and base elements with variations.

3. Supplementally measure and draw thematic elements or according to technical requirements of the specialty (for images obscured by clouds and older than the map creation date).

4. Continuously edit, correct, and complete results. Complete statistical tables, diagrams, and additional guiding documents.

5. Transfer supplementary field investigation information onto the map.

Article 13. Normalizing Derived Data

1. Review and process data issues before consolidation.

2. Receive and normalize derived database.

3. Check, process, and consolidate derived database.

Article 14. Integration, analysis, and comprehensive processing of data

1. Integrate specialized data from derivative maps and necessary related documents.

2. Analyze and comprehensively process the data.

Article 15. Editing and presenting thematic maps

1. Edit and present the map according to the detailed technical design of the thematic map.

2. Print, check, repair, and complete the product.

3. Establish the map profile.

Article 16. Preparing explanatory reports for thematic maps

1. Prepare reports for each thematic subject.

2. Clearly state the legal basis, necessity, and purpose and requirements for establishing the map, the scope of implementation.

3. Collect and analyze information on methods and technologies for establishing the map, specifying the type of images and the time of image capture used to establish the map.

4. Analyze the content of the thematic map including the volume of work performed; the completeness, detail, and accuracy of the content elements; summarized data and evaluations according to the establishment purposes of the map.

5. Prepare a comprehensive explanatory report.

Article 17. Inspection and acceptance

Technical inspection and product acceptance work includes the following stages:

1. Inspection and acceptance at the construction unit level.

2. Inspection and acceptance at the project owner level.

3. Review and acceptance of quality and quantity documentation of the product.

Article 18. Submission of products

The products are submitted after undergoing technical inspection, quality assessment, and acceptance at the project owner level.

 

Chapter III

||| IMPLEMENTATION PROVISIONS

Article 19. Effective Date

This Circular takes effect from July 24, 2017.

Article 20. Implementation

Clause 1. Ministries, ministerial-level agencies, government agencies, provincial People's Committees, centrally governed cities, and related organizations and individuals are responsible for implementing this Circular.

2. The National Remote Sensing Center shall be responsible for guiding and inspecting the implementation of this Circular.

3. During the implementation of this Circular, if there are any difficulties, please promptly reflect them to the Ministry of Natural Resources and Environment for consideration and decision./.
