CIRCULAR
REGULATIONS ON THE TOPIC, ISSUE TIME OF COMMEMORATIVE POSTAGE STAMPS AND COMMEMORATIVE POSTAGE STAMP PRODUCTS
Pursuant to the Law on Posts dated June 17, 2010;priority on June 17, 2010;
Pursuant to the Decree No. 47/2011/NĐ-CP dated June 17, 2011 of the Government detailing the implementation of certain provisions of the Law on Posts;"b) In addition to the lists of public services issued according to the provisions of Clause 2, Article 4 of this Decree, specialized agencies under provincial People's Committees shall report to the provincial People's Committee for decision-making on amending, supplementing, or issuing the list of public services funded by the state budget within their jurisdiction and consistent with the local budget capacity within the approved budget by the Provincial People's Assembly, and send it to the Ministry of Finance and relevant ministries and sectors for supervision during implementation."c) Supplementing point c of Clause 3 as follows:
Pursuant to Decree No. 17/2017/NĐ-CP dated February 17, 2017, issued by the Government, on the functions, tasks, powers, and organizational structure of the Ministry of Information and Communications;

Leading figures, distinguished personalities, outstanding persons in the process of national construction and defense; in national liberation movements, social progress, and peace in Vietnam or other countries around the world.development 3. Article 5. Issue time
1. Commemorative postage stamps and commemorative postage stamp products on events:Deputy ministers of ministerial-level agencies, a) Commemorative postage stamps and commemorative postage stamp products to celebrate events are issued before, on, or after the event takes place.
b) Commemorative postage stamps and commemorative postage stamp products to commemorate events are issued before, on, or after 50 years from the date the event took place and subsequent multiples of 50 years.policies 2. 3. The Director of the Office, the Heads of the Post Department under the Ministry of Information and Communications, the Heads of relevant units under the Ministry of Information and Communications, the Chairman of the Board of Directors and the General Director of Vietnam Post Corporation and organizations and individuals concerned are responsible for implementing this Circular.ắ4. During the implementation process, if there are arising issues or difficulties, organizations and individuals should promptly report to the Ministry of Information and Communications for consideration, revision, and supplementation. intention - Prime Minister, Deputy Prime Ministers;policies 2. From the date this Circular takes effect, Decision No. 90/2003/QD-BBCVT dated May 15, 2003 of the Minister of Posts and Telecommunications on the issuance of regulations regarding the issuance of commemorative postage stamps ceases to be effective.development 3. The Director of the Office, Heads of Departments under the Department of Posts, Directors of relevant units under the Ministry of Information and Communications, Chairmen of the Board of Directors and General DirectorsArticle 24of Vietnam Post Corporation and related organizations and individuals are responsible for implementing this Circular.and 20 billion VND at the rate of 4.9%/year, and thus, Commercial Bank A 4. During the implementation process, if any issues arise or difficulties occur, organizations and individuals should promptly report them to the Ministry of Information and Communications for review, amendment, and supplementation./
