Amending and supplementing certain provisions of Circular No. 06/2018/TT-BKHCN

dated May 15, 2018 issued by the Minister of Science and Technology

promulgating the "National Technical Regulation on Internal Combustion Engine Lubricating Oil"

Pursuant to the Law on Standards and Technical Regulations 2007 of the Government detailing the implementation of certain provisions of the Law on Standards and Technical Regulations the 6 year 2006;

Pursuant to Decree No. 74/2018/NĐ-CP dated August 15, 2008 of the Government detailing the implementation of certain provisions of the Law on Product and Goods Quality the 8 year and Decree No. 78/2018/NĐ-CP dated August 16, 2018 amending and supplementing certain provisions of Decree No. 127/2007/NĐ-CP dated December 1, 2007 the 5 year Circular No. 06/2018/TT-BKHCN dated May 15, 2018 issued by the Minister of Science and Technology the 8 year 2007;

Pursuant to Decree No. 95/2017/NĐ-CP dated August 16, 2017, of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Science and Technology;

At the proposal of the Director General of the National Standardization, Metrology and Quality Control Department and the Head of the Legal Affairs Department;

The Minister of Science and Technology issues this Circular "7. A flexible power plant is a thermal power plant using reciprocating internal combustion engines (RICE) or aeroderivative gas turbines (Aero-GT) with fast start-up capabilities, designed in modular form to generate electricity for balancing capacity and maintaining power system stability."Amending, supplementing some articles of promulgating the "National Technical Regulation on Internal Combustion Engine Lubricating Oil" VIOLATION uy Technical Regulation on National Technical Regulation on Internal Combustion Engine Lubricating Oil”.

Article 1. Amending and supplementing certain provisions of Circular No. 06/2018/TT-BKHCN dated May 15, 2018 issued by the Minister of Science and Technology promulgating "National Technical Regulation on Internal Combustion Engine Lubricating Oil" as follows:

1. Amend and supplement Article 1 as follows:

"Article 1. Issuing along with this Circular QCVN 14:2018/BKHCN National Technical Regulation on Internal Combustion Engine Lubricating Oil and Amendment 1:2018 QCVN 14:2018/BKHCN National Technical Regulation on Internal Combustion Engine Lubricating Oil".

2. Amending and supplementing Article 3 as follows:

"Article 3Transitional period
1. As of September 15, 2019, products of internal combustion engine lubricating oil produced, compounded, imported, and circulated in the market must comply with the provisions of QCVN 14:2018/BKHCN and Amendment 1:2018 QCVN 14:2018/BKHCN.

2. Internal combustion engine lubricating oil that has been produced, compounded, imported, and circulated in the market before September 15, 2019 shall continue to be circulated in the market until September 15, 2021."

Article 2. This Circular takes effect from December 15, 2018.

Article 3. Implementation

1. The Director of the General Department of Standardization, Metrology and Quality Control shall be responsible for organizing guidance and implementing this Circular.

2. During the implementation process, if any difficulties arise, agencies, organizations, and individuals shall promptly reflect them in writing to the Ministry of Science and Technology for consideration and resolution.

3. Ministries, ministerial-level agencies, government-affiliated agencies, People's Committees of provinces and centrally governed cities, and related organizations and individuals are responsible for implementing this Circular./.
