Regulations on physical infrastructure, equipment, and training of specialized staff for football
professional for sport of Bodybuilding and Fitness
Pursuant to the Law on Physical Culture and Sports dated November 29, 2006;
Pursuant to Decree No. 106/2016/NĐ-CP dated July 1, 2016 of the Government stipulating conditions for operating sports activities;
Pursuant to Decree No. 79/2017/NĐ-CP dated July 17, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Culture, Sports and Tourism;
At the proposal of the Director-General of the General Department of Physical Training and Sport;
The Minister of Culture, Sports and Tourism issues this Circular prescribing the physical facilities, equipment, and professional training for the sport of Bodybuilding and Fitness.
Article 1. Scope of Regulation
1. This Circular prescribes the physical facilities, equipment, and professional staff training to meet the requirements for practicing and competing in the sport of Bodybuilding and Fitness.
2. The standards for physical facilities and equipment for high-performance sports training and competition in the sport of Bodybuilding and Fitness shall be implemented in accordance with Article 43 of the Law on Physical Education and Sports.
Article 2. Applicability
This Circular applies to organizations and individuals organizing training, competition, and professional staff training for the sport of Bodybuilding and Fitness in Vietnam.
Chapter 3. Infrastructure and Equipment for Training
1. Training venue:
a) A training room with an area of at least 60 square meters, with a distance from floor to ceiling of at least 2.8 meters, ensuring good ventilation. The distance between training equipment must be from 10 cm to 30 cm.
b) Lighting of at least 150 lux;
c) An audio system in good working condition;
d) A restroom area, changing room, and personal item storage area for trainees; first aid kits as prescribed by the Ministry of Health must be available.
e) Rules including the following main contents: Training hours, participants eligible for training, those not allowed to participate in training, safety measures during training.
2. Training equipment must comply with the provisions set out in Appendix 1 attached hereto.
Chapter 4. Infrastructure and Equipment for Competition
1. Competition venues for the sport of Bodybuilding and Fitness can take place indoors or outdoors.
2. Stage: The stage size is 12m x 12m and has a height of 0.8m. The stage surface must be covered with soft carpet. The carpet color should be either light blue or turquoise.
3. Background: Behind the competition stage, a background screen must be stretched with one of the following colors: dark blue, dark brown, dark green, dark purple.
4. The Bodybuilding competition platform is placed centrally on the stage. The platform dimensions are 6m long, 2m wide, and 0.3m high, surrounded by a carpet of light green or light blue color.
5. Lighting of at least 1500 lux. For Fitness, lighting must be evenly distributed across the stage; for Bodybuilding, lighting must focus on the competition platform area.
6. An audio system in good working condition.
7. Warm-up areas must be close to the competition venue. Warm-up equipment includes barbells, weight plates, dumbbells, resistance bands, springs, and exercise benches.
1. The General Department of Physical Training and Sports, the Weightlifting and Bodybuilding Federation of Vietnam, or the Department of Culture, Sports and Tourism of provinces and centrally-administered cities organize professional training for coaches of the sport of Bodybuilding and Fitness.
2. The General Department of Physical Training and Sports is responsible for developing the content and program for professional training for coaches of the sport of Bodybuilding and Fitness, to be submitted to the Minister of Culture, Sports and Tourism for approval.
3. Certificates of professional training are issued by the training organization. The certificate format is specified in Appendix 2 attached hereto.
Article 6. Instructor-to-Diver Ratio
Each coach may instruct no more than 70 people in one session.
Article 7. Implementation organization.
1. The General Department of Physical Education and Sports shall be responsible for guiding and inspecting the implementation of this Circular.
2. The Cultural, Sports and Tourism Inspection Agency shall conduct inspections and handle violations of this Circular within its authority.
3. The Departments of Culture, Sports and Tourism, and Departments of Culture and Sports of provinces and centrally governed cities are responsible for implementing this Circular.
Article 8. Effective date.
1. This Circular shall take effect from April 15, 2018.
2. The Circular No. 16/2010/TT-BVHTTDL dated December 31, 2010 of the Minister of Culture, Sports and Tourism on conditions for operating fitness centers shall cease to be effective from the date this Circular takes effect.
During implementation, if any difficulties arise, agencies, organizations and individuals are requested to promptly report to the Ministry of Culture, Sports and Tourism for study and prompt resolution./.
