Circular No. 10/2019/TT-BKHĐT stipulates the set of statistical indicators for national gender development

CIRCULAR

Regulations on National Gender Development Indicators

Pursuant to the Law on Statistics No. 89/2015/QH13 dated November 23, 2015No.Pursuant to the Law on Gender Equality No. 73/2006/QH11 dated November 29, 2006;June 2024;59/2015/ND-CP dated June 18, 2015 of the Government on project management for construction investment;

Pursuant to Decree No. 94/2016/NĐ-CP dated July 1, 2016 of the Government detailing and guiding implementation of the Law on Statistics;Pursuant to Decree No. 97/2016/NĐ-CP dated July 1, 2016 of the Government stipulating the contents of statistical indicators under the national statistical indicator system;Pursuant to Decision No. 2351/QĐ-TTg dated December 24, 2010 of the Prime Minister approving the National Strategy on Gender Equality for the period 2011-2020;11Pursuant to Decision No. 800/QĐ-TTg dated July 7, 2018 of the Prime Minister amending and supplementing certain contents of the National Strategy on Gender Equality for the period 2011-2020;

Pursuant to the Government DecreePursuant to Decision No. 668/QĐ-TTg dated May 16, 2017 of the Prime Minister approving the Plan to implement the recommendations of the United Nations Commission on the Elimination of All Forms of Discrimination Against Women;The Minister of Planning and Investment issues this Circular prescribing the National Gender Development Indicators. dated October 20, 2015 of July 1, 2016 Government Decree detailing and guiding the implementation of certain provisions of the Statistics Law;"b) In addition to the lists of public services issued according to the provisions of Clause 2, Article 4 of this Decree, specialized agencies under provincial People's Committees shall report to the provincial People's Committee for decision-making on amending, supplementing, or issuing the list of public services funded by the state budget within their jurisdiction and consistent with the local budget capacity within the approved budget by the Provincial People's Assembly, and send it to the Ministry of Finance and relevant ministries and sectors for supervision during implementation." July 25, 2017 Government Decree on the functions, tasks, powers, and organizational structure of the Ministry of Planning and Investment;iThis Circular prescribes the National Gender Development Indicators. National Gender Development Indicators

Pursuant to DecreeNo.The National Gender Development Indicators include: a) The list of national gender development statistical indicators prescribed in Appendix I;"b) In addition to the lists of public services issued according to the provisions of Clause 2, Article 4 of this Decree, specialized agencies under provincial People's Committees shall report to the provincial People's Committee for decision-making on amending, supplementing, or issuing the list of public services funded by the state budget within their jurisdiction and consistent with the local budget capacity within the approved budget by the Provincial People's Assembly, and send it to the Ministry of Finance and relevant ministries and sectors for supervision during implementation."b) The content of national gender development statistical indicators prescribed in Appendix II.No.a) Collecting and compiling statistical information for the assigned national gender development statistical indicators, ensuring the provision of complete, accurate, timely data that meets international comparison requirements;

At the proposal of the General Statistics Office Director;

Article 1. Scope of Regulation

||| 2. During implementation, if there are any difficulties, agencies and units shall send their opinions to the Ministry of Planning and Investment (General Statistics Office) for timely guidance, research, and amendment./.

Article 2. Applicability

This Circular applies to agencies, organizations, and individuals providing statistical information, producing statistical information, and using statistical information on national gender development.

Article 3. National Gender Development Statistical Indicators

The National Gender Development Statistical Indicators include:

a) The list of national gender development statistical indicators as specified in Appendix I;

b) The content of national gender development statistical indicators as specified in Appendix II.

Article 4. Organization of Implementation

Article 1. The Ministry of Planning and Investment (General Statistics Office) shall take the lead and coordinate with relevant agencies:

a) Collecting and compiling statistical information for the assigned national gender development statistical indicators to ensure the provision of complete, accurate, timely data and meet international comparison requirements;

b) Establishing and improving methods for collecting information on the assigned national gender development statistical indicators;

c) Compiling statistical information within the National Gender Development Statistical Indicators to submit to the Minister of Planning and Investment for publication; organizing the dissemination of gender statistical information; monitoring, guiding, and reporting on the implementation of this Circular;

d) Building a national gender statistical database.

2. Ministries, ministerial-level agencies, government agencies, the Supreme People's Court, the Supreme People's Procuracy, and related agencies within their respective functions and powers shall implement integration, collection, and compilation of assigned indicators based on the National Gender Statistical Indicators and provide them to the Ministry of Planning and Investment (General Statistics Office) for consolidation, compilation, and publication.

Article 5. Effective Date

1. This Circular takes effect from September 16, 2019.

2. During implementation, if there are any difficulties, agencies and units should send their comments to the Ministry of Planning and Investment (General Statistics Office) for prompt guidance, research, and amendment./.
