Amending and supplementing certain Articles of Circular No. 29/2018/TT-BGTVT dated May 14, 2018 of the Minister of Transport on the inspection of quality, technical safety, and environmental protection of railway transport vehicles

Pursuant to the Railway Law dated June 16, 2017;

Pursuant to Decree No. 12/2017/NĐ-CP dated February 10, 2017, issued by the Government on the functions, tasks, powers, and organizational structure of the Ministry of Transport;

At the proposal of the Director of the Science and Technology Department and the Director of the Vietnam Vehicle Inspection Agency;

The Minister of Transport shall issue This Circular amends and supplements certain Articles of Circular No. 29/2018/TT-BGTVT dated May 14, 2018 of the Minister of Transport on the inspection of quality, technical safety, and environmental protection of railway transport vehicles.

Article 1. Amending and supplementing Clause 2 of Article 5 of Circular No. 29/2018/TT-BGTVT dated May 14, 2018 of the Minister of Transport on the inspection of quality, technical safety, and environmental protection of railway transport vehicles

"2. The design dossier includes:

a) For newly manufactured and assembled vehicles:

Technical drawings: overall drawings of the vehicle, assemblies, and equipment; installation drawings of assemblies, equipment, and systems on the vehicle;

Explanations and calculations: explanations of the basic technical characteristics of the vehicle; dynamic testing explanations and calculations: smoothness of operation, safety against overturning and derailment; traction testing explanations and calculations (applicable to locomotives); explanations and calculations for structural strength testing of the bogie frame, axle assembly, chassis, and body; explanations and calculations for braking system testing.

b) For newly manufactured and assembled assemblies, equipment, and parts: overall drawings of the assemblies, equipment, and parts; technical characteristic explanations of the assemblies, equipment, and parts; strength testing calculations for the body, bogie frame, axle assembly, and coupling buffer assembly."

Article 2. Repealing certain Points of Circular No. 29/2018/TT-BGTVT dated May 14, 2018 of the Minister of Transport on the inspection of quality, technical safety, and environmental protection of railway transport vehicles

1. Repeal Point c of Clause 3 of Article 5.

2. Repeal Point c of Clause 2 of Article 7 (amended by Clause 3 of Article 1 of Circular No. 32/2020/TT-BGTVT dated December 14, 2020 of the Minister of Transport amending and supplementing certain Articles of Circular No. 29/2018/TT-BGTVT dated May 14, 2018 of the Minister of Transport on the inspection of quality, technical safety, and environmental protection of railway transport vehicles and Circular No. 31/2018/TT-BGTVT dated May 15, 2018 of the Minister of Transport on the implementation of system safety assessment and certification for urban rail transit).

Article 3. Effectiveness

This Circular takes effect from July 1, 2022.

Article 4. Organization of Implementation

The Head of the Ministry's Office, the Inspector General of the Ministry, the Heads of the Departments and Agencies: Vietnam Railway Corporation, Vietnam Vehicle Inspection Agency, Directors of Provincial and Municipal Transport Departments under the Central Government, Director of Lao Cai Transportation and Construction Department, Heads of relevant agencies, units, and individuals are responsible for implementing this Circular./.
