Guidelines for monitoring and evaluating the implementation
of the National Target Program gto reduce poverty sustainably
during the period 2021 - 2025

Decree No. 14/2017/NĐ-CP dated 17 the 0February 2017 as prescribed by the Government's Decree on the functions, tasks, powers, and organizational structure of the Ministry of Labor - Invalids and Social Affairs;

On the basis of Decree No. 29/2021/NĐ-CP dated 26 the 3 Pursuant to Decree No. 32/2019/NĐ-CP dated April 10, 2019 of the Government on assigning tasks, procurement or tendering for the supply of products and services using state budget from regular operating expenses;21 of the Government stipulating procedures and formalities for reviewing important national projects and monitoring and evaluating investment;

On the basis of Decree No. 27/2022/NĐ-CP dated 19 the 4 Pursuant to Decree No. 32/2019/NĐ-CP dated April 10, 2019 of the Government on assigning tasks, procurement or tendering for the supply of products and services using state budget from regular operating expenses;22 of the Government stipulating management mechanisms for the implementation organization the specialized agency under the People's Committee of the province/city.target program,

At the proposal of Director of the National Office for Poverty Reduction;

The Minister of Labor - Invalids and Social Affairs issues this Circular guiding the monitoring and evaluation of the implementation of the National Target Program gto reduce poverty sustainably during the period 2021 - 2025.

Article 1. Scope of Regulation and Applicability

This Circular guides the monitoring and evaluation of the implementation of the National Target Program to reduce poverty sustainably from 2021 to 2025 (hereinafter referred to as the Program).

a) The Program’s sponsor, the managing agency of the Program, the project sponsor (project sponsor, sub-project sponsor, component content within the Program), the investor.

b) Agencies, units, localities, and participants in implementing the Program.

c) Related organizations and individuals.

Article 2. Steps for Monitoring and Evaluating the Implementation of the Program

1. The steps for monitoring the implementation of the Program shall be carried out according to Section I of Appendix I attached to this Circular.

2. The steps for evaluating the implementation of the Program shall be carried out according to Section II of Appendix I attached to this Circular.

Article 3. Indicators and Forms for Monitoring and Evaluating the Implementation of the Program

1. Indicators and framework of results of the Program’s implementation shall be carried out according to Form 01 of Appendix III attached to this Circular.

2. Results of the Program’s implementation shall be carried out according to Form 02 of Appendix III attached to this Circular.

3. Forms for collecting information to serve the work of monitoring and evaluating the implementation of the Program shall be carried out according to Forms 03, 04, 05, 06, 07, 08, 09, 10, 11, 12, 13, 14, and 15 of Appendix III attached to this Circular.

4. Template for Semi-annual, Annual, Periodic, and Ad-hoc Monitoring Reports of the Program shall be carried out according to Form 01 of Appendix II attached to this Circular.

5. Template for Initial, Mid-term, Final, Annual, and Ad-hoc Evaluation Reports of the Program shall be carried out according to Form 02 of Appendix II attached to this Circular.

Article 4. Information Collection and Reporting System for Monitoring and Evaluating the Implementation of the Program

1. Information collection and consolidation system for forms

a) Collecting and consolidating semi-annually and annually: Form 01, Form 02, Form 04, Form 05, Form 06, Form 07, Form 08, Form 09, Form 10, Form 11, Form 12, Form 13, Form 14, and Form 15 of Appendix III attached to this Circular.

b) Collecting and consolidating annually: Form 03 of Appendix III attached to this Circular.

2. Reporting system for monitoring and evaluating the implementation of the Program

a) Monitoring Report - Within 15 working days after the end of the monitoring period, ministries, sectors, central agencies, and localities shall submit reports to the Program’s permanent office at the same level for consolidation and reporting to higher-level agencies. - Before June 1 (Semi-annual Monitoring Report), before December 1 (Annual Monitoring Report), ministries, sectors, central agencies, and localities shall submit reports to the Ministry of Labor - Invalids and Social Affairs, the Ministry of Planning and Investment, the Ministry of Finance, and central agencies in charge of projects, sub-projects, and component contents within the Program.

b) Initial, mid-term, final, annual, and ad-hoc evaluation reports. - Before December 1, 2022, ministries, sectors, central agencies, and localities implementing the Program shall submit initial evaluation reports (for 2022) to the Ministry of Labor - Invalids and Social Affairs, the Ministry of Planning and Investment, the Ministry of Finance, and central agencies in charge of projects, sub-projects, and component contents within the Program. - Before September 1, 2023, ministries, sectors, central agencies, and localities implementing the Program shall submit mid-term evaluation reports (for the period 2021-2023) to the Ministry of Labor - Invalids and Social Affairs, the Ministry of Planning and Investment, the Ministry of Finance, and central agencies in charge of projects, sub-projects, and component contents within the Program. - Before September 1, 2025, ministries, sectors, central agencies, and localities implementing the Program shall submit final evaluation reports (for the period 2021-2025) to the Ministry of Labor - Invalids and Social Affairs, the Ministry of Planning and Investment, the Ministry of Finance, and central agencies in charge of projects, sub-projects, and component contents within the Program. - Before December 1 each year, ministries, sectors, central agencies, and localities implementing the Program shall submit annual evaluation reports to the Ministry of Labor - Invalids and Social Affairs, the Ministry of Planning and Investment, the Ministry of Finance, and central agencies in charge of projects, sub-projects, and component contents within the Program. - Ad-hoc reports as required by the management agencies of projects, sub-projects, and component contents within the Program.

3. Reporting format: In paper and electronic form.

State-owned enterprises that have been assigned by the Ministry of Agriculture and Rural Development to conduct offshore wind power project surveys before the effective date of this Circular shall continue to implement according to the assigned documents; any new matters arising after the effective date of this Circular shall be implemented in accordance with the provisions of this Circular.

1. The Ministry of Labor - Invalids and Social Affairs shall take the lead in building plans for monitoring and evaluation; coordinate with relevant ministries and central agencies to organize monitoring and evaluation at central and local levels; consolidate and report the results of monitoring and evaluation; build, guide, and implement the Management System of the National Target Program to Reduce Poverty Sustainably, linking data into the database of the Monitoring and Evaluation System of the National Target Program in the consolidation and reporting of monitoring and evaluation of the Program’s implementation as prescribed.

2. Ministries and agencies in charge of managing and participating in implementing projects, sub-projects, and component contents within the Program shall build plans, organize monitoring and evaluation of assigned projects, sub-projects, and component contents; direct and guide localities to carry out monitoring and evaluation in their areas; organize the collection and consolidation of information, and report to the Program’s sponsors regularly and ad-hoc; simultaneously consolidate and report on the Management System of the National Target Program to Reduce Poverty Sustainably.

a) Departments of Labor, Invalids and Social Affairs - To submit to the provincial People's Committee for approval the plan, organize supervision, and evaluation of the implementation of the Program. - To compile and submit the overall results of supervision and evaluation of the Program's implementation within their jurisdiction to the provincial People's Committee for reporting to the Ministry of Labor, Invalids and Social Affairs and other central ministries and agencies responsible for the projects, sub-projects, and components of the Program; simultaneously update the report on the National Target Program Management System for Sustainable Poverty Reduction in accordance with regulations. - To guide the People's Committees at the district and commune levels to implement supervision and evaluation work in accordance with regulations.

b) Departments, sectors, and agencies primarily responsible for managing and participating in implementing projects, sub-projects, and components of the Program - To approve plans, organize supervision, and evaluation; guide the People's Committees at the district and commune levels to implement supervision and evaluation; compile results of project, sub-project, and component implementation managed and participated in by departments, sectors, and agencies. - To report the results of implementation of projects, sub-projects, and components of the Program managed and participated in by departments, sectors, and agencies to the Department of Labor, Invalids and Social Affairs for consolidation and submission to the provincial People's Committee for reporting to the Ministry of Labor, Invalids and Social Affairs and other central ministries and agencies responsible for the projects, sub-projects, and components of the Program.

c) People's Committees at the district and commune levels: to approve plans and organize supervision and evaluation in accordance with this Circular. Commune-level People's Committees shall assign civil servants from the culture and social affairs office at the commune level to assist the commune-level management board in poverty reduction work.

4. Request the Vietnam Fatherland Front at all levels to supervise the implementation of the Program in accordance with regulations.

Article 6. Funding for Implementation

The funds for supervision and evaluation of the Program's implementation shall be allocated from the operating funds for Project 7. Enhancing Capacity and Supervision and Evaluation of the Program under the National Target Program for Sustainable Poverty Reduction for the 2021-2025 period issued together with Decision No. 90/QĐ-TTg dated January 18, 2022.

Article 7. Effective Date

1. This Circular takes effect from July 15, 2022.

2. Circular No. 39/2016/TT-BLĐTBXH dated October 25, 2016, of the Minister of Labor, Invalids and Social Affairs guiding the procedures for inspection and supervision and evaluation of the implementation of the National Target Program for Sustainable Poverty Reduction for the 2016-2020 period shall cease to be effective from the date this Circular takes effect. In the process of implementation, if there are difficulties, please reflect them to the Ministry of Labor, Invalids and Social Affairs for timely consideration and guidance.
