Local technical regulations
1. Amend and supplement Clause 2, Article 3 as follows:
"2. are technical regulations issued by the People's Committee of provinces and centrally governed cities along with normative legal documents for application within the management scope of the locality for specific products, goods, services, processes unique to the locality and specific requirements for safety and environmental control in accordance with the geographical, climatic, hydrological characteristics and level of socio-economic development of the locality. Local technical regulations are abbreviated as: QCĐP." "4. Depending on the complexity of the objects under management, the technical content, the structure of basic technical regulations is organized as follows:
2. Amend and supplement Clause 4 of Article 13 as follows:
a) Part, Chapter, Section, Article, Point, Paragraph, Appendix; or
b) Part, Article, Point, Paragraph; or
c) Article, Point, Paragraph.
Parts, Chapters, Sections, Articles, Appendices in technical regulations must have titles. The title is a phrase indicating the main content of the part, chapter, section, article, appendix. The layout and numbering in technical regulations shall be carried out according to the Model specified in Appendix X attached to this Circular."
Article 3. Amending and supplementing Clause 4 of Article 14 as follows:
"4. The dossier and procedures for registering issued technical regulations shall be implemented in accordance with the provisions of Article 13 of Decree No. 127/2007/NĐ-CP.
The registration form of technical regulations shall be established according to the Model specified in Appendix XI attached to this Circular."
Article 2. Supplementing, replacing, and abolishing certain provisions of Circular No. 26/2019/TT-BKHCN dated December 25, 2019 of the Minister of Science and Technology detailing the construction, examination, and issuance of technical regulations
1. Replacing and deleting certain words and phrases in the following Articles, Clauses, Points:
a) Deleting the phrase "with confirmation from the People's Committee of the province or centrally governed city" at Point a6 Clause 4 Article 8;
b) Replacing the term "Step 4" with the term "Step 5" at Clause 5 Article 8.
3. Replacing and supplementing certain Appendices as follows:

a) Replacing the term "QCVN" with the term "QCĐP" at Item 5 and Item 8 of Appendix IV;
b) Adding Appendix X after Appendix IX;
c) Adding Appendix XI after Appendix X.
1. The Standardization, Measurement, and Quality Control General Department under the Ministry of Science and Technology is responsible for guiding and implementing this Circular.
This Circular takes effect from December 25, 2025/.
2. The Minister, Heads of ministerial-level agencies, Chairmen of provincial and centrally governed city People's Committees are responsible for organizing the implementation of this Circular.
