CIRCULAR
REGULATIONS ON THE SET OF STATISTICAL INDICATORS FOR GREEN GROWTH
Pursuant to the Law on Statistics dated November 23, 2015; and the Law Amending and Supplementing Certain Provisions and the National Statistical Indicators List of the Law on Statistics dated November 12, 2021;
Pursuant to the Government Decree No. 94/2016/NĐ-CP dated July 1, 2016 detailing and guiding the implementation of certain provisions of the Law on Statistics;
Pursuant to the Government Decree No. 94/2022/NĐ-CP dated November 7, 2022 stipulating the contents of national statistical indicators and the process of compiling gross domestic product and provincial gross domestic product indicators;
Pursuant to the Prime Minister's Decision No. 1658/QĐ-TTg dated October 1, 2021 approving the National Green Growth Strategy for the period 2021-2030 with a vision to 2050;
Pursuant to the Prime Minister's Decision No. 882/QĐ-TTg dated July 22, 2022 approving the National Action Plan for Green Growth for the period 2021-2030;
Pursuant to the Government Decree No. 89/2022/NĐ-CP dated October 28, 2022 stipulating the functions, tasks, powers, and organizational structure of the Ministry of Planning and Investment;
At the proposal of the General Statistics Office Director;
The Minister of Planning and Investment issues this Circular to prescribe the Set of Statistical Indicators for Green Growth.
Article 1. Scope of Regulation and Applicability
Article 1. This Circular prescribes the Set of Statistical Indicators for Green Growth including:
a) The list of statistical indicators for green growth prescribed in Appendix I attached hereto;
b) The contents of statistical indicators for green growth prescribed in Appendix II attached hereto.
Article 2. The Set of Statistical Indicators for Green Growth serves as the basis for monitoring and evaluating the implementation of the National Green Growth Strategy for the period 2021-2030 with a vision to 2050 at provinces and centrally governed cities and nationwide.
Article 3. This Circular applies to agencies, organizations, and individuals providing statistical information, producing statistical information, and using statistical information on green growth.
Article 2. Implementation
Article 1. The Ministry of Planning and Investment (General Statistics Office) shall take the lead and coordinate with relevant agencies:
a) To collect and aggregate statistical information within the Set of Statistical Indicators for Green Growth assigned to them, ensuring the provision of complete, accurate, timely data that meets the requirements for monitoring and evaluating the implementation of the National Green Growth Strategy;
b) To develop and improve methods for collecting information on statistical indicators within the Set of Statistical Indicators for Green Growth;
c) To establish a database for statistical indicators for green growth;
d) To coordinate with relevant agencies to review the list and contents of statistical indicators for green growth as prescribed in this Circular and promptly propose amendments and supplements as necessary to align with practical needs.
Article 2. Ministries, ministerial-level agencies, government agencies, Supreme People's Court, Supreme People's Procuracy, Provincial People's Councils, Municipal People's Councils under central governance, and relevant agencies:
a) Shall implement integration, collection, and aggregation of assigned statistical indicators based on the Set of Statistical Indicators for Green Growth and provide them to the Ministry of Planning and Investment (General Statistics Office) for consolidation and compilation;
b) Shall closely coordinate with the Ministry of Planning and Investment (General Statistics Office) in amending and supplementing the Set of Statistical Indicators for Green Growth when required or proposed by government agencies;
c) Provincial People's Councils under central governance shall direct and manage departments and sectors at the local level to collect and aggregate statistical indicators (or sub-indicators) for green growth within their assigned scope.
Article 3. Effectiveness
Article 1. This Circular takes effect from December 15, 2023.
Article 2. During the implementation, if there are any difficulties, agencies and units shall send their opinions to the Ministry of Planning and Investment (General Statistics Office) for timely guidance, research, and amendment or supplementation./.
