REGULATIONS ON THE ESTABLISHMENT, ORGANIZATION, AND OPERATIONS OF NATIONAL DEFENSE AND SECURITY EDUCATION CENTERS
OF THE NATIONAL DEFENSE AND SECURITY EDUCATION CENTER
On the basis of Law on Government Organization dated February 18, 2025;
On the basis of The Law on National Defense and Security Education dated June 19, 2013;
On the basis of The Higher Education Law dated June 18, 2012; Law Amending and Supplementing Certain Provisions of the Higher Education Law dated November 19, 2018;
On the basis of The Vocational Education Law dated November 27, 2014;
"Based on the proposal of the Minister of National Defense;"
The Prime Minister issues this Decision to regulate the establishment, organization, and operations of national defense and security education centers.
Article 1. Scope of Regulation and Applicability
1. This Decision stipulates the conditions, procedures, and steps for establishing, reorganizing, dissolving, functions, tasks, and operational activities of national defense and security education centers (hereinafter referred to as centers).
2. This Decision applies to centers, colleges, universities, regional universities, national universities, military schools with centers; ministries, sectors, agencies, organizations, units, localities, and individuals related thereto.
Article 2. Position and Functions of the Center
1. The national defense and security education center is an educational institution teaching national defense and security subjects as prescribed by law, having legal personality, bank accounts, and its own seal. The national defense and security education center of the Military School is a budgetary unit operating under the regulations of the State and the Ministry of National Defense.
2. The national defense and security education center has the function of training national defense and security subjects and military skills for specified groups as prescribed by law.
Article 3. Tasks of the Center
1. Organize the teaching of national defense and security subjects, manage and train students to live in a military environment at the center; cooperate with relevant agencies and organizations to educate patriotism, love for socialism, historical traditions of the nation, national pride, awareness of living and working according to the law, and military lifestyle skills for students.
2. Take the lead and coordinate with assigned colleges and higher education institutions (hereinafter referred to as associated units) to develop and implement joint plans for national defense and security subject instruction.
3. Conduct scientific research and participate in compiling textbooks, teaching materials on national defense and security education.
4. Organize professional training and capacity building for lecturers and managers.
5. Ensure benefits and policies for managers, staff, lecturers, speakers, employees, students, and workers of the center.
6. Issue internal regulations and operational rules in accordance with the law, consistent with the functions and tasks of the center.
7. Report student academic and discipline results to associated units; issue certificates for national defense and security subjects to students.
8. Implement reporting, mid-term reviews, final summaries, awards, and disciplinary actions within the scope of authority and other tasks as prescribed by law.
Article 4. Principles of Operation of the Center
1. Adhere strictly to the Party's viewpoints, guidelines, state policies, and laws; be subject to guidance, management, and supervision of the Ministry of National Defense, relevant ministries, sectors, agencies, units, and localities regarding national defense and security education; be directly led by the Party committee and managed and directed by the school director or principal.
2. Closely integrate national defense and security education, military skills, civil defense with political ideological education, legal dissemination and education, emphasizing patriotism, love for socialist regime, history, national tradition, national pride, awareness of living and working according to the law; build a comprehensive strong center.
3. Provide all-round education, management, and training with focus on specific student groups; combine theory with practice, theoretical knowledge with practical application.
Article 5. Conditions for establishment, operation, restructuring, and dissolution of centers
1. Conditions for establishing centers
a) The school has been approved by the Prime Minister to be included in the system of national defense and security education centers;
b) Possess sufficient land area to construct and develop the center in accordance with the scale of national defense and security education courses that have been approved;
c) Have a planning proposal for constructing and developing the center ensuring adequate lecture halls, specialized classrooms, dining halls, dormitories, and common living areas for students according to current national standards, meeting the training scale for students as approved by the competent authority; have a plan to arrange sufficient training facilities, practice fields according to the course program (ensuring individual tactical training, shooting, grenade throwing, drill command training) as prescribed by the Ministry of National Defense;
d) Have a plan to allocate staff and lecturers to ensure teaching and training, with a full complement of permanent lecturers meeting the required qualifications under the laws on national defense and security education to cover from 60 to 70% of the course content; ensure a sufficient number of management staff to fulfill administrative and management tasks for students according to the planned training scale.
2. Conditions for operating centers
a) Have a decision to establish a national defense and security education center;
b) Have sufficient lecture halls, specialized classrooms, dining halls, dormitories according to current standards, ensuring students can study, eat, live, and participate in concentrated activities at the center to train them in military lifestyle and environment; have sufficient training grounds to ensure technical, tactical, and drill command training, and common living areas according to the program and content of the courses for different groups as prescribed by the Ministry of National Defense;
c) Have a sufficient number of permanent lecturers meeting the required qualifications; ensure teaching coverage of from 60 to 70% of the course content; have a sufficient number of battalion-level student management staff as prescribed;
d) Have regulations on the organization and operation of the national defense and security education center.
3. Conditions for restructuring centers
Schools within the system of national defense and security education centers approved by the Prime Minister, when organizing mergers or dissolutions to merge with other schools to adjust their functions, tasks, and authorities in line with approved national sector plans shall reorganize the national defense and security education center according to current regulations.
4. Conditions for dissolving centers
a) No longer having the function or task of teaching national defense and security education courses to students;
b) Not meeting the conditions for operating national defense and security education centers as stipulated in Clause 2 of this Article;
c) For three consecutive years, the center's operations have been ineffective as assessed by the Ministry of National Defense, the Ministry of Education and Training, and local state management agencies.
Article 6. Procedures and formalities for establishing centers
1. The application dossier for establishing a center sent to the competent authority includes:
a) A document requesting the establishment of the center signed and stamped by the proposing agency or organization in accordance with regulations;
b) A report requesting the establishment of the center, including the following contents: necessity; legal basis; process of building the proposal; main content of the proposal; differing opinions and related issues, signed by the head of the proposing agency or organization and submitted to the competent authority or person authorized to decide on establishment;
c) The proposal for establishing the center, including the following contents: necessity and legal basis; objectives and scope of operation; type and name; location, functions, tasks, authorities, organizational structure; operational mechanism; report explaining compliance with establishment criteria and conditions; proposed personnel; implementation plan and rollout schedule; recommendations of the proposing agency or organization (if any); schematic diagrams and maps of the planned construction and development of the center (scale 1:2,000) approved by the competent authority;
d) Draft documents of the competent authority or person authorized to decide on the establishment of the center; draft regulations on the organization and operation of the center;
đ) Copies of written opinions of relevant agencies and organizations regarding the establishment of the center;
e) Report of the proposing agency or organization on the incorporation and explanation of opinions of relevant agencies and organizations.
2. The dossier specified in Clause 1 of this Article shall be prepared in four sets and sent to the competent authority issuing the establishment decision through postal services for primary review.
3. Within three working days from the date of receipt of the dossier, the primary reviewing authority shall check and examine the completeness and validity of the dossier. In case the dossier is incomplete or invalid, the primary reviewing authority shall notify the proposing agency or organization to supplement and complete the dossier. Within fifteen working days from the date of receipt of the notification, the proposing agency or organization must complete the dossier and resubmit it to the primary reviewing authority. The time taken by the proposing agency or organization to complete the dossier shall not be counted towards the review period.
4. Within thirty working days from the date of receipt of the complete dossier requesting establishment, the primary reviewing authority shall coordinate with the Ministry of National Defense, relevant ministries, sectors, and localities involved in the planning of the center to review the establishment proposal dossier and issue a notification of the review results to the proposing agency or organization.
In case the review result indicates insufficient conditions for establishment, the primary reviewing authority must issue a notification clearly stating the reasons and requiring explanations, supplements, and completion of the dossier. Within fifteen working days from the date of receipt of the notification and request to complete the dossier from the primary reviewing authority, the proposing agency or organization must complete the dossier and resubmit it to the primary reviewing authority.
Within fifteen working days from the date of receiving the amended, supplemented, and completed dossier, the leading agency shall be responsible for inspecting, reviewing, and issuing a notification document on the results of the examination.
5. After receiving the notification document on the results of the examination, the agency or organization proposing to establish the center shall prepare one set of documents to submit to the competent authority deciding on the establishment of the center, including:
a) The documents stipulated in Clause 1 of this Article. Specifically, the document requesting examination shall be replaced by the document requesting the establishment of the center.
b) The examination document issued by the competent authority.
6. Within twenty-five working days from the date of notification that the examination results meet the conditions for establishing the center, the competent authority shall issue a decision to establish the center.
Article 7. Procedures and formalities for restructuring the center
1. The dossier for restructuring the center submitted to the examining agency shall include:
a) A request for restructuring the center signed and stamped by the agency or organization proposing the restructuring in accordance with regulations;
b) A report on restructuring the center, including the following contents: necessity and legal basis; the process of developing the proposal; main contents of the proposal; issues with differing opinions and related issues, signed and submitted by the head of the agency or organization proposing the restructuring to the competent authority deciding on restructuring;
c) The restructuring proposal, including the following contents:
Necessity and legal basis; objectives, scope of activities; type, name; location, functions, tasks, powers, organizational structure; operational mechanism; report on meeting the criteria and conditions for restructuring; projected human resources; implementation plan and phased rollout schedule; recommendations of the agency or organization drafting the restructuring proposal (if any); schematic diagrams and maps of planned construction and development of the restructured center (scale 1:2,000) approved by the competent authority;
Current organizational and operational status of the center before restructuring;
Plan for handling organizational structure, personnel, finance, assets, land, and other related issues;
Documents from competent agencies and organizations confirming financial status, assets, land, loans, debts, and other related issues (if any);
Regulations on the responsibilities of the center's head and relevant individuals regarding the implementation of the restructuring plan and deadlines for resolution;
d) Draft documents of the competent authority deciding on restructuring the center; draft regulations on restructuring and operations of the center.
2. The dossier specified in Clause 1 of this Article shall be prepared in four sets and sent to the competent authority issuing the establishment decision through postal services for primary examination.
3. Within three working days from the date of receipt of the dossier, the primary reviewing authority shall check and examine the completeness and validity of the dossier. In case the dossier is incomplete or invalid, the primary reviewing authority shall notify the proposing agency or organization to supplement and complete the dossier. Within fifteen working days from the date of receipt of the notification, the proposing agency or organization must complete the dossier and resubmit it to the primary reviewing authority. The time taken by the proposing agency or organization to complete the dossier shall not be counted towards the review period.
4. Within thirty working days from the date of receiving the complete dossier for examination of restructuring the center, the leading agency shall cooperate with the Ministry of National Defense, relevant ministries, sectors, and localities where the center is planned to be located to examine the dossier for restructuring the center and issue a notification document on the examination results to the agency or organization proposing the examination.
In cases where the examination results do not meet the conditions for restructuring the center, the leading agency must issue a notification clearly stating the reasons and requesting explanations, supplements, and completion of the dossier. Within fifteen working days from the date of receipt of the notification requesting the completion of the dossier from the leading agency, the agency or organization proposing the examination must complete the dossier and resubmit it to the leading agency.
Within fifteen working days from the date of receiving the amended, supplemented, and completed dossier, the leading agency shall be responsible for inspecting, reviewing, and issuing a notification document on the results of the examination.
5. After receiving the notification document on the results of the examination, the agency or organization proposing the restructuring of the center shall prepare one set of documents to submit to the competent authority deciding on the restructuring of the center, including:
a) The documents stipulated in Clause 1 of this Article. Specifically, the document requesting examination shall be replaced by the document requesting the restructuring of the center.
b) The examination document issued by the competent agency or organization.
6. Within twenty-five working days from the date of notification that the examination results meet the conditions for restructuring the center, the competent authority shall issue a decision to restructure the center.
Article 8. Procedures and formalities for dissolving the center
1. The dissolution proposal dossier submitted to the competent authority shall include:
a) A request for dissolution of the center signed and stamped by the agency or organization proposing the dissolution in accordance with regulations;
b) A dissolution plan including: The necessity and legal basis for dissolution; organizational structure, personnel, financial, asset, land, and other related issues handling plans; confirmation documents from competent agencies and organizations regarding finance, assets, land, loans, debts, and other related matters (if applicable); responsibility assignment for the center's head and relevant individuals for implementing the dissolution plan and the timeframe for resolution;
c) A dissolution report built by the agency or organization proposing dissolution, submitted to the competent authority for decision on dissolution, containing: Necessity; legal basis; the process of building the plan; main contents of the plan; differing opinions and related issues, signed by the head of the proposing agency or organization and submitted to the competent authority for decision on dissolution;
d) Draft documents of the competent authority for decision on dissolution of the center;
đ) Confirmation documents from competent agencies and organizations regarding completion of financial, asset, land obligations, loans, debts, and other related matters (if applicable);
2. The dossier specified in Clause 1 of this Article shall be prepared in four copies and sent to the authority issuing the establishment decision through postal services for leading and organizing the assessment process.
3. Within three working days from the date of receipt of the dossier, the primary reviewing authority shall check and examine the completeness and validity of the dossier. In case the dossier is incomplete or invalid, the primary reviewing authority shall notify the proposing agency or organization to supplement and complete the dossier. Within fifteen working days from the date of receipt of the notification, the proposing agency or organization must complete the dossier and resubmit it to the primary reviewing authority. The time taken by the proposing agency or organization to complete the dossier shall not be counted towards the review period.
4. Within thirty working days from the date of receipt of the complete dossier for dissolution assessment, the leading assessment authority shall cooperate with the Ministry of National Defense, relevant ministries, sectors, and localities where the center is planned to conduct the assessment of the dissolution proposal dossier and issue a notification of the assessment results to the proposing agency or organization.
In case the assessment result shows that the conditions for dissolution are not met, the leading assessment authority must issue a notification clearly stating the reasons and requesting explanations, supplements, and improvements to the dossier. Within fifteen working days from the date of receipt of the notification and requirements for supplementing and improving the dossier from the leading assessment authority, the proposing agency or organization must improve the dossier and resubmit it to the leading assessment authority.
Within fifteen working days from the date of receipt of the revised and improved dossier, the leading assessment authority shall be responsible for reviewing and issuing a notification of the assessment results.
5. After receiving the notification of the assessment results, the proposing agency or organization shall prepare one dossier to submit to the competent authority for decision on dissolution of the center, including:
a) Documents stipulated in Clause 1 of this Article. Specifically, the assessment request document shall be replaced by the dissolution request document;
b) The examination document issued by the competent agency or organization.
6. Within twenty-five working days from the date of notification of sufficient conditions for dissolution, the competent authority shall issue the dissolution decision.
Article 9. Authority to establish, reorganize, dissolve, and change the name of centers
1. The Ministry of National Defense decides on the establishment, reorganization, dissolution, and renaming of military school national defense and security education centers.
2. The Ministry of Education and Training decides on the establishment, reorganization, dissolution, and renaming of national defense and security education centers at higher education institutions and vocational training establishments.
Article 10. Naming of Centers
The name of national defense and security education centers shall be included in the decision on establishment and shall consist of the phrase "National Defense and Security Education Center" followed by the name of the school or higher education institution.
Article 11. Structure and Organization of Centers
1. The Management Board consists of: Director and not more than three Deputy Directors.
a) Military School Center: The Center Director is concurrently held by the School Principal; Deputy Directors are concurrently held by Deputy Principals, including one Deputy Director who is in charge of daily operations.
b) National University Center: The Center Director and Deputy Directors are appointed by the National University Director; among them, the Deputy Director responsible for training is held by a military officer seconded from the Army.
c) Regional University Center, University, College: The Center Director is concurrently held by the Regional University Director, University Principal, or College Principal; Deputy Directors are appointed by the Regional University Director, University Principal, or College Principal, among whom the Deputy Director responsible for training is held by a military officer seconded from the Army.
2. Center Departments include:
a) Three departments established by the Center Director's decision: Department of Training and Student Management (Department Head held by a seconded military officer), Financial, Logistics, and Technical Department; Organizational and Administrative Department;
b) Two faculties established by the Center Director's decision: Political Faculty and Military Faculty, Faculty Heads held by seconded military officers; The Political Faculty organizes two subjects (Party of Vietnam's National Defense and Security Policy; National Defense and Security Work); The Military Faculty organizes three subjects (General Military; Infantry Combat Techniques; Tactics), Subject Heads held by seconded military officers;
c) For the Military School Center's departments, the concurrent holding system applies.
3. Student management units and staff.
a) Establish student management units at the Company, Platoon, and Squad levels decided by the Center Director (Company strength not exceeding 120 students, Platoon strength not exceeding 40 students, Squad strength not exceeding 12 students);
b) Management staff includes: Company Commander, Deputy Company Commander (held concurrently by two center staff officers and lecturers); Platoon Commander, Squad Leader (held concurrently by students enrolled in each course) appointed by the Center Director.
4. Organizations such as mass organizations, scientific and training councils, and commendation and reward councils within the center operate according to laws and regulations of these organizations, internal rules, and operational guidelines of the center.
Article 12. Center Director
1. The Center Director is the person ultimately responsible under the law, the same-level Party Committee, and direct superiors for all activities of the center.
2. Directs the development and implementation of plans for teaching national defense and security education courses; develops the cadre, staff, lecturers, personnel, and workers' team to meet the requirements of managing and teaching national defense and security education courses for students according to the scale of training and other activities of the center; ensures the material and spiritual life of cadres, staff, lecturers, personnel, and workers, and benefits for students studying at the center; manages and uses physical facilities, teaching equipment, and finances according to the law.
3. Approves annual teaching plans, course plans; signs and issues certificates for completed national defense and security education courses to students; appoints, dismisses, and terminates positions, makes commendations and disciplinary decisions within authority; signs training contracts for national defense and security education courses with collaborating units; labor contracts for working at the center according to the law.
Article 13. Deputy Director of the Center
Is the person assisting the Director and is responsible to the Director for the tasks assigned.
Article 14. Training Department, Student Management
1. Is the main department advising the Center's Board of Directors on management, training, scientific research, operation, organization of national defense and security education courses; student management and discipline.
2. Leads and coordinates with the center’s functional agencies and associated units to develop plans for organizing and implementing national defense and security education courses each academic year and semester; establishes regulations and internal rules; provides professional training, vocational training, sports competitions, and skill contests; manages and ensures the quality of training and scientific research activities; promotes development cooperation of the center.
3. Performs other tasks assigned by the Director.
Article 15. Organization and Administrative Affairs Department
1. Is the main department advising the Center's Board of Directors on organizational, administrative, documentation, and archival work of the center.
2. Organizes the implementation of ensuring systems and policies for staff, lecturers, speakers, employees, students, and workers; security, order, and safety protection work of the center.
3. Performs other tasks assigned by the Director.
Article 16. Finance, Logistics, and Technical Department
1. Is the main department advising the Center's Board of Directors on directing and organizing financial, logistical, and technical work.
2. Organizes the implementation of procurement, logistical, and technical support; manages logistical and technical work; manages and uses finances according to regulations; stores, maintains, repairs, distributes, and recovers weapons, technical equipment, specialized military teaching devices, learning models, other teaching devices; uniforms, common assets, and facilities of the center; ensures centralized meals for students studying at the center according to specific rations; disease prevention, treatment, and food safety hygiene work.
3. Annually conducts inventory, settlement, and handling of technical equipment, specialized military teaching devices, learning models, other teaching devices, uniforms, shared materials, and facilities of the center according to regulations.
4. Performs other tasks assigned by the Director.
Article 17. Political Department, Military Science Department
1. Is the department organizing teaching activities, scientific research, and professional activities according to the center's plan.
2. Organizes the establishment of examination question banks and answers; organizes examinations, evaluations of student learning outcomes according to the center's plan.
3. Performs other tasks assigned by the Director.
Article 18. Units, Student Managers
1. Organizes the implementation of teaching plans, centralized student management; maintains study and living routines, military-style discipline for students; organizes cultural, artistic, physical education, and sports activities and other activities for students.
2. Manages weapons, technical equipment, specialized military teaching devices, learning models, other teaching devices; uniforms, shared materials, and facilities borrowed during the learning process at the center.
3. Performs other tasks assigned by the Director.
Article 19. National Defense and Security Education Collaboration Activities
1. The national defense and security education center leads collaboration with colleges and higher education institutions designated for collaboration under the Ministry of Defense's decision to implement national defense and security education courses according to the training plan and contract.
2. Associated units have the responsibility to proactively coordinate with the designated collaboration center to organize the implementation of national defense and security education courses for school students according to the training plan and contract.
3. Follows relevant legal provisions.
Article 20. Operating Expenses
1. State budget.
2. Budgets of ministries, sectors, localities, units, and universities directly managing schools.
3. Other lawful sources of income as prescribed by law.
Article 21. Organization of Implementation
1. Responsibilities of the Ministry of National Defense
a) Dispatching military officers on secondment to perform management and teaching duties for national defense and security education courses at basic national defense and security education centers and non-military college training centers upon the proposal of ministries, sectors, and localities;
b) Taking the lead and coordinating with the Ministry of Education and Training to review and issue decisions to adjust and supplement the list of joint training programs for national defense and security education courses; directing, guiding, and managing joint activities in accordance with requirements;
c) Taking the lead and coordinating with the Ministry of Education and Training and relevant ministries, sectors, and localities to organize inspections and audits of the implementation of national defense and security education tasks and joint education activities in accordance with the law;
d) Taking the lead and coordinating with the Ministry of Education and Training and relevant ministries, sectors, and localities to annually inspect the operating conditions of centers and schools that have autonomous control over national defense and security education courses. If they do not meet the conditions stipulated in Clause 2, Article 5 of this Decision, they shall be ordered to cease teaching and instructing these courses;
đ) Taking the lead and coordinating with relevant ministries, sectors, and localities to guide colleges and higher education institutions approved by the Prime Minister for planning the system of national defense and security education centers to implement this Decision;
e) Taking the lead and coordinating with the Ministry of Education and Training to inspect the operating conditions stipulated in Clause 2, Article 5 of this Decision, and decide on adjustments and student flow into learning at centers;
g) Coordinating with the Ministry of Education and Training, relevant ministries, sectors, and localities to establish staffing tables, standards, and quotas for instructors, and regulations and policies for managers and instructors of national defense and security education at national defense and security education centers, higher education institutions, colleges, and military schools;
h) Coordinating with the Ministry of Education and Training, the Ministry of Public Security, and relevant ministries and sectors to develop curricula and materials for national defense and security education courses;
i) Issuing regulations on standards for specialized classrooms, tactical training grounds, shooting ranges, grenade throwing areas, drill formations, centralized living areas, standardized signs and boards, and infrastructure of centers to meet course objectives and requirements;
k) Ensuring weapons, technical equipment, military teaching aids, converted and rendered ineffective AK submachine guns (B41, medium machine gun), shooting range equipment for teaching and learning national defense and security education courses; ensuring uniforms and shared materials for students studying national defense and security education courses at centers and educational institutions nationwide (The Ministry of National Defense shall specify: List, usage period, models, colors, technical specifications: Uniforms and shared materials for students);
2. Responsibilities of the Ministry of Education and Training
a) Taking the lead and coordinating with the Ministry of National Defense and related agencies and localities to propose to the Government unified tuition fee levels for national defense and security education courses for students;
b) Taking the lead and coordinating with the Ministry of National Defense and relevant ministries, sectors, and localities to establish staffing tables, standards, and quotas for instructors, and regulations and policies for managers and instructors of national defense and security education at national defense and security education centers;
c) Taking the lead and coordinating with the Ministry of National Defense, the Ministry of Public Security, and relevant ministries and sectors to develop curricula and materials for national defense and security education courses;
d) Coordinating with the Ministry of National Defense regarding the dispatch of military officers on secondment to perform management and teaching duties for national defense and security education courses at national defense and security education centers;
đ) Coordinating with the Ministry of National Defense to review, adjust, and supplement the list of joint training programs for national defense and security education courses and direct, guide, and manage joint activities in accordance with requirements;
e) Coordinating with the Ministry of National Defense to inspect the operating conditions stipulated in Clause 2, Article 5 of this Decision;
g) Coordinating with related agencies, organizations, and localities to invest in basic construction, ensure infrastructure, facilities, budgets, means of transportation, and teaching equipment for national defense and security education courses at national defense and security education centers under their management;
3. Responsibilities of the Ministry of Public Security
Coordinating with the Ministry of National Defense, the Ministry of Education and Training, and relevant ministries and sectors to develop curricula and materials for national defense and security education courses;
4. Responsibilities of ministries, sectors, and People's Committees of provinces (cities) directly under the Central Government
a) Taking the lead and coordinating with related agencies and organizations to ensure land and sites for constructing national defense and security education centers in their jurisdictions in accordance with the law;
b) Taking the lead and coordinating with the Ministry of National Defense, relevant ministries, sectors, agencies, organizations, and localities to ensure investment in basic construction, infrastructure, facilities, budgets, means of transportation, and teaching equipment for national defense and security education centers, higher education institutions, and colleges under their jurisdiction;
c) Managing joint activities; organizing inspections and audits of the implementation of national defense and security education tasks and joint national defense and security education activities at centers under their management in accordance with the law;
5. Responsibilities of state management agencies for national defense and security education at military regions and localities: Organizing inspections, audits, and supervision of joint activities for centers and units implementing national defense and security education courses in their jurisdictions in accordance with the law;
Article 22. Effectiveness
This Decision takes effect from June 3, 2025;
Article 23. Responsibility for Implementation
The Minister, Heads of ministerial-level agencies, agencies under the Government, Chairmen of Provincial People's Committees, Directors of higher education institutions, college principals, Directors of national defense and security education centers, and related organizations and individuals are responsible for implementing this Decision./.
