Circular No. 10/2025/TT-BGTVT promulgates the National Technical Regulations on lifting equipment for marine works, to be effective from August 20, 2025. It replaces the previous circular and abolishes the preceding circular.

CIRCULAR
Issued National Technical Regulations on lifting equipment
for marine structures

Pursuant to the Oil Law dated November 14, 2022;
Pursuant to the Vietnam Maritime Code on November 25, 2015;
Pursuant to the Labor Safety Law dated June 25, 2015;
Pursuant to the Law on Product Quality dated November 21, 2007; issued on November 21, 2007;
Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;
Decree No. 56/2022/NĐ-CP dated 24 the 8 Pursuant to Decree No. 32/2019/NĐ-CP dated April 10, 2019 of the Government on assigning tasks, procurement or tendering for the supply of products and services using state budget from regular operating expenses;22 Decree of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Transport;
At the proposal of the Director of the Science, Technology, and Environment Department and the Director of the Vietnam Registration Agency;
The Minister of Transport issues this Circular promulgating the National Technical Regulations on lifting equipment for marine structures.
Article 1. Attached to this Circular are the National Technical Regulations on lifting equipment for marine structures.
Registration code: QCVN 97:2025/BGTVT.
Article 2. Effective Date
1. This Circular takes effect from August 20, 2025.
2. Certificates of inspection results issued for lifting equipment before the effective date of this Circular shall continue to be valid until their expiration date.
3. Lifting equipment manufactured or installed on marine structures before the effective date of this Circular shall continue to comply with the provisions of QCVN 97: 2016/BGTVT issued together with Circular No. 10/2017/TT-BGTVT dated April 4, 2017, of the Minister of Transport.
4. Circular No. 10/2017/TT-BGTVT dated April 4, 2017, of the Minister of Transport promulgating the National Technical Regulations on lifting equipment for marine structures is hereby repealed.
Article 3. Implementation Organization
The Heads of the Ministry's Office, the Inspectorate, the Directors of Departments, the Director of the Vietnam Registration Agency, the Heads of units under the Ministry of Transport, relevant agencies, organizations, and individuals are responsible for implementing this Circular./.
