DIRECTIVE

On Strengthening Electricity Saving Activities in 2010

To achieve the economic and social development goals and national security and defense objectives for 2010, including an economic growth rate of approximately 6.5%, the country's electricity demand is expected to increase by about 13-15%. However, electricity supply will face many difficulties due to abnormal weather forecasts leading to prolonged droughts in many areas, lower water levels in reservoirs compared to previous years, and some power source and grid projects being delayed relative to plans. In light of this situation, to ensure stable electricity supply for production, business operations, and people's livelihoods, and to enhance efficient and economical electricity usage as per the Prime Minister's Directive, the Ministry of Industry and Trade requests the People's Committees of provinces and centrally-administered cities, Vietnam Electricity Corporation, state economic groups, state-owned corporations, and all industry-related agencies and enterprises to implement specific actions as follows:

I. PEOPLE'S COMMITTEES OF PROVINCES AND CENTRALLY-ADMINISTERED CITIES

1. Direct the provincial Department of Industry and Trade to carry out the following tasks:

a. Continue to implement measures for electricity saving according to Directive No. 19/2005/CT-TTg dated June 2, 2005 of the Prime Minister on implementing electricity savings within their jurisdiction, compile and report to the Ministry of Industry and Trade on the implementation status and results of these measures.

b. Based on the approved energy-saving program for their respective regions, continue to strongly implement specific measures, prioritizing content related to policy and regulation dissemination regarding efficient and economical energy use; introduce energy-saving products and technologies; promote models of businesses, offices, and commercial service facilities that effectively implement electricity-saving solutions.

c. Closely coordinate with relevant agencies to inspect and supervise the implementation of Circular Joint No. 111/2009/TTLT/BTC-BCT dated June 1, 2009 of the Ministry of Finance and the Ministry of Industry and Trade on guiding electricity savings in state agencies and public institutions to ensure at least a 10% reduction in electricity costs for these entities.

d. Coordinate with Vietnam Electricity Corporation, Provincial Electricity Companies, and City Electricity Companies to closely monitor the load curves of electricity users, propose appropriate shift work schedules for each user category to adjust load curves and avoid power rationing during shortages. Strictly handle users who violate registered power consumption schedules.

đ. Regularly inspect and supervise the use of electricity in public lighting systems, and based on local characteristics, establish suitable lighting schedules to prevent waste.

2. Direct the Department of Information and Communications and mass media organizations to actively promote electricity-saving measures and encourage households to use electrical equipment reasonably and reduce power consumption during peak hours.

II. VIETNAM ELECTRICITY CORPORATION

1. Direct provincial Electricity Corporations, Electricity Companies, and City Electricity Companies to cooperate with provincial Departments of Industry and Trade in inspecting and supervising the implementation of electricity-saving measures according to Directive No. 19/2005/CT-TTg dated June 2, 2005 of the Prime Minister on implementing electricity savings within their jurisdictions.

2. Cooperate with provincial Departments of Industry and Trade to implement Circular Joint No. 111/2009/TTLT/BTC-BCT dated June 1, 2009 of the Ministry of Finance and the Ministry of Industry and Trade on guiding electricity savings in state agencies and public institutions.

3. Implement demand management measures such as the Compact Fluorescent Lamp Program, Solar Water Heater Program, load management, installation of multi-rate smart meters, and reactive power compensation to encourage customers to use electricity economically, reasonably, and efficiently.

4. Implement management, technical, and renovation measures to improve rural power grids, striving to reduce losses in this area to 15% by the end of 2010.

5. Organize extensive publicity through mass media on effective and economical electricity usage methods.

III. STATE ECONOMIC GROUPS, STATE-OWNED CORPORATIONS, AND INDUSTRY-RELATED AGENCIES AND ENTERPRISES

Leaders of agencies and enterprises are responsible for issuing regulations on economical and efficient electricity use within their organizations to implement Directive No. 19/2005/CT-TTg dated June 2, 2005 of the Prime Minister and Circular Joint No. 111/2009/TTLT/BTC-BCT dated June 1, 2009 of the Ministry of Finance and the Ministry of Industry and Trade; develop plans, urge, and regularly inspect electricity use within their organizations; rationally arrange electrical equipment, reduce power consumption during peak hours, and prepare independent power sources to meet electricity needs and maintain production stability in case of power shortages.

The Director of the Ministry's Office, the Inspector General of the Ministry, the Heads of the various Departments and Bureaus under the Ministry, the Director of the Ministry of Industry and Trade's Energy Efficiency Office, the Directors of the provincial Departments of Industry and Trade, the Boards of Directors of state economic groups, state-owned corporations, and the Heads of industry-related agencies and enterprises are responsible for disseminating and implementing this Directive.
