Decree No. 10 Regarding the amendment of Decree No. 63 dated November 22, 1945 on the organization of People's Councils and Administrative Committees at commune, district, provincial, and regional levels.

DECREE-LAW

No. 10 dated January 23, 1946

CHAIRMAN OF THE PROVISIONAL GOVERNMENT OF THE DEMOCRATIC REPUBLIC OF VIETNAM

Pursuant to Decree-Law No. 63 dated November 22, 1945 organizing People's Councils and Administrative Committees at the commune, district, provincial, and regional levels;

Pursuant to Decree-Law No. 77 dated December 21, 1945 organizing People's Councils and Administrative Committees in cities and towns;

Upon the proposal of the Minister of Interior Affairs;

After deliberation by the Government Council;

ISSUES THE FOLLOWING DECREE-LAW:

Article 1: The first paragraph of Article 32 of Decree-Law No. 63 dated November 22, 1945 is hereby amended as follows:

"In each province, a People's Council shall be established with from twenty to thirty regular members and an equal number of alternate members corresponding to the electoral units."

Article 2: Article 33 of Decree-Law No. 63 dated November 22, 1945 is hereby amended as follows:

"The electoral unit shall be a district or town. The number of members allocated to each district and town shall be determined by the Administrative Committee of the Region."

Article 3: The first paragraph of Article 53 of Decree-Law No. 63 dated November 22, 1945 is hereby amended as follows:

"The Regional Administrative Committee shall be elected by members of the People's Councils at the provincial and city levels within the Region."

Article 4: The Minister of Interior Affairs shall implement this Decree-Law.
