CIRCULAR
Amending Point 6 on plant quarantine of Circular Joint No. 06/TTLB dated April 2, 1996

After receiving the agreement opinion of the General Department of Customs at Document No. 3913/TCHQ-GSQL dated December 4, 1996; the Ministry of Agriculture and Rural Development guides to amend Point 6 on plant quarantine in Circular Joint No. 06/TTLB dated April 2, 1996 guiding supplementary and amendment of some issues related to the implementation of Circular Joint No. 01/TTLB dated December 22, 1996 on wood product exports and forestry products as follows:
"Objects subject to plant quarantine have been defined in Article 2 of the Plant Quarantine Regulations issued together with Decree No. 92/CP dated November 27, 1993 of the Government: "Trees, parts of trees, tree-derived products capable of carrying harmful organisms." The implementation of plant quarantine for these objects shall be carried out in accordance with current laws.
Specifically, for finely processed wooden products for export (as per Decision No. 664/TTg dated October 18, 1995 of the Prime Minister), which have undergone multiple production stages, have been dried, polished, oiled, treated against mold... Therefore, when exporting, they are not subject to plant quarantine, except in cases where the commercial contract stipulates that quarantine is required by the customer or according to the provisions of the relevant clauses of international agreements and conventions to which Vietnam is a party.
In the course of implementation, any difficulties should be reported to the Ministry of Agriculture and Rural Development for consideration and resolution.
