CIRCULAR
Guidelines for registering the quota for promotion in 1974 for state officials and employees
On April 30, 1974, the Prime Minister issued Directive No. 96/TTg stipulating the implementation of the promotion system in 1974 for state officials and employees.
Based on the above directive, the Ministry of Labor issued Circular No. 02/LĐ-TT on May 22, 1974, guiding the implementation of the above directive, including the provision that "all sectors and localities must register their specific promotion quotas with the financial authorities and labor authorities at the same level..."
The Ministry of Finance provides further detailed guidance on registering the promotion quota for 1974 for officials and employees as follows:
1. At the central level, Ministries, agencies equivalent to Ministries, agencies under the Council of Ministers, and central-level mass organizations funded by the central budget for salary funds - shall register a promotion quota of 10% of the number of officials and employees eligible for promotion within the administrative and public service sector with the Ministry of Finance and the Ministry of Labor (according to the attached form).
The Ministry of Finance will check the registration to ensure compliance with the promotion quota. If the registered promotion quota does not match 10% of the number of officials and employees present (excluding contractual, temporary, and daily workers) who are receiving salaries from the Ministry of Finance, the Ministry of Finance will report back the accurate promotion quota for 1974 of that agency or unit.
The promotion quota registration of Ministries and central-level agencies must include all subordinate units at the central level and vertical units at the local level directly managed and allocated salary funds by the central government, including units with salary funds covered by other sources such as collective dining halls, kindergartens, publishing houses, press, and magazines.
THE REGISTRATION IS SIGNED BY THE HEAD
- At the local level, provincial finance departments shall base on the number of officials and employees of local administrative and public service agencies that have registered (excluding temporary, contractual, and daily workers) to assist the People's Committee of cities and provinces in determining the 10% promotion quota for the locality and checking the correct implementation of the allocated promotion quota by those agencies and units.
The determination of the 10% promotion quota for the locality must be registered with the Ministry of Finance and the Ministry of Labor.
Construction management boards, construction companies, and construction sites funded by basic construction capital shall register a promotion quota of 10% of indirect staff at construction management offices, where the salary fund is managed and distributed by the company, site, or unit.
Other production and business units shall register a promotion quota of 10% of indirect staff at the State Bank office managing and distributing the salary fund for that enterprise or factory.
State Bank offices shall check the promotion quota of production and construction units as the financial authorities do for administrative and public service units.
2. Cases of officials and employees going on business trips B who were promoted ahead of schedule according to Circular No. 277/LĐ-LHCSN dated March 11, 1974, of the Ministry of Labor, and cases where salaries are adjusted above the initial salary level as stipulated in Point 1, Section II, and Point 2, Section III of Circular No. 02-LĐ/TP dated May 22, 1974, of the Ministry of Labor, must all be included in the 1974 salary promotion quota.
3. The final deadline for submitting the registration of the number of officials and employees eligible for promotion in 1974 to the financial authority, Construction Bank, and State Bank at the same level is December 31, 1974.
From January 1, 1975 onwards, they will be counted towards the 1975 salary promotion quota.
Provincial finance departments shall report the results of the distribution of additional funding for increased salaries due to the 1974 salary promotion for administrative and public service officials and employees to the Ministry of Finance. The Construction Banks and State Banks shall report to the Central Construction Bank and the Central State Bank on the distribution of salaries and the 1974 salary promotion for the production and construction sectors.
