OF THE MINISTRY OF FINANCE NUMBER 10-TT/BTC ON JANUARY 21, 1998 GUIDING AMENDMENTS AND SUPPLEMENTS TO CIRCULAR NUMBER 71-TC/TCT DATED OCTOBER 10, 1997 ON THE COLLECTION, PAYMENT, AND MANAGEMENT OF FEES FOR ISSUING LICENSES FOR POST AND TELECOMMUNICATION ACTIVITIES
REGARDING THE COLLECTION OF FEES FOR ISSUING LICENSES FOR POST AND TELECOMMUNICATION ACTIVITIES

To implement Decree No. 12/CP dated March 11, 1996 of the Government on the functions, tasks, powers, and organizational structure of the General Post Office Corporation and Decision No. 158-CT dated May 18, 1991 of the Chairman of the Council of Ministers (now Prime Minister) on the collection of fees for issuing and protecting radio frequencies, the Ministry of Finance issued Circular No. 71-TC/TCT dated October 10, 1997 guiding the system of collection, payment, and management of fees for issuing licenses for post and telecommunications activities.

After a period of implementation, to align with reality, the Ministry of Finance guides amendments and supplements to the fee schedule attached to Circular No. 71-TC/TCT dated October 10, 1997 on guiding the system of collection, payment, and management of fees for issuing licenses for post and telecommunications activities as follows:

1- Supplement Point I of the Fee Collection Formula for "issuing permits to establish dedicated wireless telecommunication networks" for networks with 10 units as follows:

a) Networks operating within the provincial territory: VND 1,500,000

b) Networks operating across provinces but within the jurisdiction of one Postal Region Bureau: VND 2,500,000.

c) Networks operating within the scope involving two Postal Region Bureaus: VND 5,000,000.

2- Amend Point 3 of the Fee Schedule regarding "issuing permits to establish dedicated wired telecommunication networks (excluding the content at point 1 and including networks providing private Internet services)" as follows:

a) Within the provincial or city territory:

- Switches with capacity up to 16 digits: VND 300,000.

- Switches with capacity over 16 digits to 32 digits: VND 600,000.

- Switches with capacity over 32 digits to 64 digits: VND 900,000.

- Switches with capacity over 64 digits to 128 digits: VND 1,200,000.

- Switches with capacity over 128 digits: VND 1,500,000.

b) Within the jurisdiction of a Postal Region Bureau:

- Switches with capacity up to 128 digits: VND 1,900,000.

- Switches with capacity over 128 digits to 1024 digits: VND 2,200,000.

- Switches with capacity over 1024 digits: VND 2,500,000.

c) Across regions:

- Switches with capacity up to 128 digits: VND 3,000,000.

- Switches with capacity over 128 digits to 1024 digits: VND 3,500,000.

- Switches with capacity over 1024 digits: VND 4,000,000.

d) International: VND 10,000,000.

3- Amend Point 7 of the Fee Schedule regarding "technical inspection of postal and telecommunication equipment for export and import": 0.1% of the value of the consignment, collected once during inspection, but not less than VND 150,000 and not more than VND 20,000,000.

4- Amend Point 9 of the Fee Schedule regarding "issuing permits for the import and export of postal stamps": 0.1% of the value of the consignment, but not less than VND 100,000 and not more than VND 1,000,000.

5- Amend Point 10 of the Fee Schedule regarding "technical inspection of the quality of telecommunication networks before connecting to the national network" as follows:

a) Dedicated networks:

* Within the provincial territory:

- Switches with capacity up to 16 digits: VND 2,000,000.

- Switches with capacity over 16 digits to 34 digits: VND 300,000.

- Switches with capacity over 34 digits to 64 digits: VND 4,000,000.

- Switches with capacity over 64 digits to 128 digits: VND 4,500,000.

- Switches with capacity over 128 digits: VND 5,000,000.

* Nationwide:

- Switches with capacity up to 16 digits: VND 12,500,000.

- Switches with capacity over 16 digits to 34 digits: VND 13,000,000.

- Switches with capacity over 34 digits to 64 digits: VND 13,500,000.

- Switches with capacity over 64 digits to 128 digits: VND 14,000,000.

- Switches with capacity over 128 digits to 1024 digits: VND 14,500,000.

- Switches with capacity over 1024 digits: VND 15,000,000.

This Circular takes effect 15 days from the date of signature. Other provisions continue to be applied according to the provisions of Circular No. 71-TC-TCT dated October 10, 1997 of the Ministry of Finance.

During implementation, if there are any difficulties, they should be promptly reported to the Ministry of Finance for study and resolution.
