CIRCULAR

ON THE MATTER OF POST OFFICES ACTING AS SAVINGS AGENTS FOR BANKS

To facilitate convenient service for the people based on the spirit of socialist cooperative relations between the two sectors, the State Bank and the General Post Office Administration have agreed that the State Bank will delegate to the Post Offices the agency business of savings operations, and the postal facilities will act as savings agents.

I. General Provisions

The State Bank, through the operation of the Socialist Savings Fund, will delegate postal facilities under the Postal Sector to act as savings agents.

1. Establishing savings agencies at post offices must be based on the conditions and capabilities of each locality and each postal facility, with the aim of facilitating customers, ensuring asset safety, and guaranteeing service quality.

2. Individuals assigned to act as savings business agents must be staff within the establishment of the Postal Sector.

3. All post offices acting as savings agents shall receive commissions while being responsible for the content and quality of the business.

4. Savings funds and district, city, and town post offices must enter into specific economic contracts, clearly defining the content, quantity, time of implementation, service quality, commission rates, and material responsibilities of both parties.

II. Content of Delegation of Savings Agency

1. Postal facilities acting as savings agents are tasked with collecting and disbursing residents' savings deposits during the operating hours of the postal facilities.

2. Postal facilities acting as savings agents may use the cash collected from savings deposits to pay out savings withdrawals. At the end of the day or period (every three or five days), they must process settlements with the district, city, and town Savings Funds regarding the savings receipts and payments made during the day or period. If the amount of cash received exceeds the amount disbursed, the excess must be deposited into the Savings Fund. If the amount received is less than the amount disbursed, when there is a need, they can receive cash from the delegated Savings Fund. By the end of the month, both parties must reconcile and settle all savings receipts and payments.

3. Periodically, every month or quarter, the delegated Savings Fund must pay the postal facilities acting as savings agents their commission according to the regulations of the State Bank.

Postal facilities that excel in receiving and disbursing savings deposits will be considered for rewards according to general regulations.

4. The system of Savings Funds has the responsibility to provide complete documentation, cards,

work regulations related to savings operations, cooperate with the Post Office to organize specialized training for staff of postal facilities acting as agents, provide complete forms, certificates, ledgers, accounting reports, seals, storage equipment, etc., necessary for postal facilities acting as savings agents, making this business increasingly systematic.

5. The Head of the Post Office and staff of postal facilities acting as savings agents must ensure the safety of money, cards, certificates, assets provided by the Savings Fund, and the rights of depositors, and must bear full responsibility for any losses caused by their own facilities.

III. Implementation Organization

1. The Directors of Provincial, Municipal, and Special Zone Banks and Post Offices shall dispatch officials to inspect and guide the implementation of this Circular at the grassroots level of Savings Funds and district, city, and town post offices to achieve good results.

This Circular takes effect from the date of issuance.

During the implementation process, subordinate units are responsible for reporting to their higher-level departments any advantages, difficulties, and suggestions, so that the two sectors can promptly study and make amendments and supplements.

Annually, banks and post offices at all levels shall convene meetings to review and draw lessons to improve the implementation continuously.
