Pursuant to the Government Organization Law dated September 30, 1992;
To implement Resolution No. 7 of the 7th Plenary Session of the Central Committee of the Communist Party of Vietnam, Term VIII;
Considering the proposal of the Minister, Head of the Civil Service and Cadre Affairs Board of the Government at Circular No. 193/TTr-BTCCBCP dated August 11, 2000.
DECISION:
Article 1. Transfer the provincial-level industrial zone management boards (excluding the Dung Quat Industrial Zone Management Board and the Vietnam-Singapore Industrial Park Management Board) to be directly subordinate to the People's Committees of provinces and centrally governed cities.
Article 2. The provincial-level industrial zone management board is the direct managing body of the industrial zones, subject to the guidance and management regarding organization, staffing, work programs and plans, and operating funds by the same-level People's Committee, while also being subject to professional guidance from the ministries, ministerial-level agencies, and government agencies overseeing the relevant sectors.
The tasks of the provincial-level industrial zone management board shall be carried out in accordance with Article 27 of the Industrial Zone, Export Processing Zone, and High-Tech Zone Regulations issued together with Decree No. 36/CP dated April 24, 1997.
Article 3. The Minister, Head of the Civil Service and Cadre Affairs Board of the Government shall be responsible for leading and coordinating with relevant ministries to guide the implementation of this Decision.
Article 4. This Decision shall take effect fifteen days from the date of issuance.
Article 5. Ministers, heads of ministerial-level agencies, government agencies, Chairmen of the People's Committees of provinces and centrally governed cities, and Heads of provincial-level industrial zone management boards shall be responsible for enforcing this Decision.
