Pursuant to the Quality Goods Ordinance No. 18/1999/PL-UBTVQH10 dated December 24, 1999 of the Standing Committee of the National Assembly;
Pursuant to Decree No. 86/2003/NĐ-CP dated July 18, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to Decree No. 86/CP dated December 8, 1995 of the Government stipulating the division of responsibilities for state management of product quality, and Circular No. 1537/KCM-NN&PTNT dated July 15, 1996 of the Ministry of Science, Technology, and Environment guiding the implementation of Decree 86/CP;
At the proposal of the Director of the Department of Agriculture, the Director of the Science and Technology Department,
DECISION:
Article 1:The "Regulations on Fertilizer Management" are hereby issued together with this Decision.
Article 2: This Decision shall take effect fifteen days from the date of publication in the Official Gazette. All previous regulations that conflict with this Decision are hereby repealed.
Article 3: The Heads of the Office of the Ministry, the Directors of the Department of Agriculture, the Heads of the Department of Science and Technology, the Directors of Provincial Departments of Agriculture and Rural Development under the central government, the Heads of units, organizations, and individuals both within and outside Vietnam involved in fertilizer production and business operations in Vietnam are responsible for implementing this Decision.
